廣州市荔灣區(qū)專業(yè)市場轉(zhuǎn)型升級中的政府作用分析

【摘要】:專業(yè)市場是一種極具中國特色的商業(yè)形態(tài),隨著經(jīng)濟發(fā)展水平的不斷提升,專業(yè)市場所面臨的外部環(huán)境正在發(fā)生著巨大的變化,許多小規(guī)模、低檔次的工商企業(yè)將逐漸被市場淘汰,傳統(tǒng)專業(yè)市場面臨著巨大的市場挑戰(zhàn)。但目前理論界明確地以專業(yè)市場轉(zhuǎn)型升級作為對象的研究較少,僅有的研究成果也存在著一些不足。鑒于此,傳統(tǒng)的專業(yè)市場要想適應(yīng)現(xiàn)代流通業(yè)發(fā)展的需要,必須要進一步升級和深化其功能,并發(fā)揮好政府在推進專業(yè)市場轉(zhuǎn)型升級的引導(dǎo)支持作用。本文以傳統(tǒng)的荔灣區(qū)專業(yè)市場為例,通過理論研究、實踐分析和路徑選擇研究,力求分析專業(yè)市場的轉(zhuǎn)型升級問題以及政府作用發(fā)揮中存在的問題,以期為專業(yè)市場實現(xiàn)發(fā)展模式的轉(zhuǎn)變和發(fā)展質(zhì)量的提升提供參考和借鑒,找到政府推動的著力點,豐富現(xiàn)有的專業(yè)市場理論體系。本文采用理論與實證相結(jié)合的方法,綜合運用公共產(chǎn)品理論、公共政策理論、SWOT分析理論等對專業(yè)市場轉(zhuǎn)型升級進行分析,并結(jié)合荔灣專業(yè)市場群成長的軌跡進行實證分析,力求理論研究能盡可能服務(wù)于成果轉(zhuǎn)化,為政府決策提供有益參考。首先,本文著重介紹了國內(nèi)專業(yè)市場轉(zhuǎn)型升級的理論研究基礎(chǔ),對專業(yè)市場轉(zhuǎn)型升級和政府作用的概念做了初步界定,將理論分析與目前正在開展的荔灣區(qū)專業(yè)市場轉(zhuǎn)型升級工作相結(jié)合,分析了荔灣區(qū)專業(yè)市場轉(zhuǎn)型升級存在問題、政府作用存在的不足及其原因,提出并分析需要解決的問題。分析目前專業(yè)市場轉(zhuǎn)型升級的內(nèi)外部環(huán)境以及政府推進作用的必要性,提出了推進專業(yè)市場轉(zhuǎn)型升級的以及發(fā)揮政府作用的對策,為專業(yè)市場轉(zhuǎn)型升級工作找到路徑。研究主要采用文獻分析、比較分析、實證分析、定性和定量分析相結(jié)合等方法。通過研究得出結(jié)論,專業(yè)市場是極具“中國特色”的制度創(chuàng)新,是符合農(nóng)村工業(yè)化、家庭工業(yè)、中小企業(yè)需要的交易平臺和通道,仍將在當(dāng)前經(jīng)濟社會扮演重要角色,專業(yè)市場轉(zhuǎn)型升級需要積極轉(zhuǎn)變政府職能,加強基礎(chǔ)設(shè)施建設(shè),完善市場準(zhǔn)入制度,建立與現(xiàn)代流通方式相適應(yīng)的配套服務(wù)體系,實現(xiàn)專業(yè)市場多樣化、科技化、國際化、綠化和高級化發(fā)展;通過現(xiàn)代化信息手段,利用互聯(lián)網(wǎng)和電子商務(wù),促進有形市場和無形市場的結(jié)合。
[Abstract]:Professional market is a kind of commercial form with Chinese characteristics. With the development of economy, the external environment of professional market is undergoing great changes, many small scale.Low-grade industrial and commercial enterprises will be gradually eliminated by the market, the traditional professional market is facing a huge market challenge.However, there are few researches in the field of professional market transformation and upgrading, and there are some deficiencies in the only research results.In view of this, if the traditional professional market wants to adapt to the needs of the development of modern circulation industry, it must further upgrade and deepen its function, and give full play to the guiding and supporting role of the government in promoting the transformation and upgrading of the specialized market.Taking the traditional Liwan district professional market as an example, through theoretical research, practical analysis and path selection research, this paper tries to analyze the transformation and upgrading of the professional market and the problems existing in the role of the government.The aim is to provide reference and reference for professional market to realize the transformation of development mode and the improvement of development quality, to find the focus of government promotion, and to enrich the existing professional market theory system.This article adopts the method of combining theory and demonstration, synthetically uses the public product theory, the public policy theory and SWOT analysis theory to carry on the analysis to the specialized market transformation and upgrading, and carries on the empirical analysis combining the Liwan specialized market group growth path.The theoretical research can serve as far as possible in the transformation of achievements and provide a useful reference for government decision-making.First of all, this paper focuses on the theoretical basis of the transformation and upgrading of domestic professional market, and makes a preliminary definition of the concept of professional market transformation and upgrading and the role of the government.Combining the theoretical analysis with the work of Liwan District professional market transformation and upgrading, this paper analyzes the problems existing in Liwan district professional market transformation and upgrading, the shortcomings of the government role and the reasons, and puts forward and analyzes the problems that need to be solved.This paper analyzes the internal and external environment of the professional market transformation and upgrading and the necessity of the government's promoting role, and puts forward the countermeasures to promote the professional market transformation and upgrade and to give full play to the role of the government, so as to find a way for the professional market transformation and upgrading.The research mainly adopts literature analysis, comparative analysis, empirical analysis, qualitative and quantitative analysis and other methods.It is concluded that the professional market is a system innovation with "Chinese characteristics" and is a trading platform and channel that meets the needs of rural industrialization, family industry and small and medium-sized enterprises, and will still play an important role in the current economic and social development.The transformation and upgrading of professional market need to actively change government functions, strengthen infrastructure construction, perfect market access system, establish a supporting service system adapted to modern circulation mode, and realize diversification, science and technology, internationalization of professional market.Green and advanced development; through modern information means, using the Internet and electronic commerce, to promote the combination of tangible and intangible markets.
