【摘要】：在當(dāng)今世界,隨著經(jīng)濟(jì)全球化的加速發(fā)展和跨國合作的擴(kuò)張和深入,各大經(jīng)濟(jì)體都在構(gòu)筑有利于自身發(fā)展的經(jīng)濟(jì)團(tuán)體以最大地獲取全球化過程中的利益和避免經(jīng)濟(jì)格局變動(dòng)帶來的沖擊。金融危機(jī)影響尚未消散,全球經(jīng)濟(jì)下滑,歐債危機(jī)深化,美國重返亞太,南海和烏克蘭危機(jī)加劇,中國正面臨著嚴(yán)峻復(fù)雜的國際形勢。所以建立自由貿(mào)易區(qū)成為中國的最佳選擇。而21世紀(jì)海上絲綢之路作為新興的經(jīng)貿(mào)合作機(jī)制,將綜合性和多元化的合作制度融合嵌入到中國一東盟自貿(mào)區(qū)中。推動(dòng)打造升級(jí)版的中國東盟自貿(mào)區(qū)。本文著重研究在21世紀(jì)海上絲綢之路的背景下中國一東盟自貿(mào)區(qū)的發(fā)展,并提出合理化的政策建議。在新的時(shí)代背景下,本文的研究課題有著重要的現(xiàn)實(shí)意義。本文共分五章,第一章介紹文章研究的背景及意義。第二章先就自貿(mào)區(qū)的概念以及基于靜態(tài)、動(dòng)態(tài)比較優(yōu)勢理論、非均衡增長理論與區(qū)位優(yōu)勢理論,對(duì)自貿(mào)區(qū)建設(shè)的理論基礎(chǔ)進(jìn)行了闡述。并對(duì)相關(guān)文獻(xiàn)進(jìn)行了梳理總結(jié)。在第三章,用靜態(tài)分析與動(dòng)態(tài)分析相結(jié)合的方法,著重從貨物貿(mào)易、貿(mào)易依存度、服務(wù)貿(mào)易以及投資規(guī)模四個(gè)方面分析了中國一東盟自貿(mào)區(qū)建設(shè)現(xiàn)狀,探討了發(fā)展至今所取得的成就以及在自貿(mào)區(qū)發(fā)展的現(xiàn)有不足。在第四章,本文先是對(duì)21世紀(jì)海上絲綢之路戰(zhàn)略進(jìn)行了介紹,包括戰(zhàn)略提出過程,規(guī)劃,特點(diǎn)等。緊接著,在文章中指出21世紀(jì)海上絲綢之路的建設(shè)對(duì)打造升級(jí)版中國一東盟自貿(mào)區(qū)所產(chǎn)生的積極影響。本文的最后一章則在分析中國一東盟自貿(mào)區(qū)發(fā)展所面臨困難的基礎(chǔ)上,提出如何抓住21世紀(jì)海上絲綢之路建設(shè)契機(jī),加快中國和東盟建立自貿(mào)區(qū)的經(jīng)貿(mào)往來的具體的政策建議。通過本文的研究得出,21世紀(jì)海上絲綢之路在經(jīng)濟(jì),交通,文化,金融,服務(wù)等多領(lǐng)域進(jìn)一步完善中國-東盟自貿(mào)區(qū)的內(nèi)容和協(xié)定,可以預(yù)見在21世紀(jì)絲綢之路推進(jìn)下的中國-東盟自貿(mào)區(qū)必將快速完成升級(jí),并為貿(mào)易雙方的長期合作和發(fā)展提供不竭的動(dòng)力。
[Abstract]:In today's world, with the accelerated development of economic globalization and the expansion and deepening of transnational cooperation,All major economies are building economic groups that are conducive to their own development in order to maximize the benefits of globalization and to avoid shocks from changes in economic patterns.The impact of the financial crisis has not dissipated, the global economy has fallen, the European debt crisis has deepened, the United States has returned to the Asia-Pacific, the South China Sea and Ukraine have intensified, and China is facing a grim and complex international situation.Therefore, the establishment of a free trade zone has become the best option for China.As a new economic and trade cooperation mechanism, the 21st Century Maritime Silk Road embeds a comprehensive and diversified cooperation system into a China-ASEAN Free Trade area.Promote the creation of an upgraded version of the China-ASEAN Free Trade area.This paper focuses on the development of the China-ASEAN Free Trade area under the background of the 21st Century Maritime Silk Road, and puts forward some rational policy suggestions.Under the background of the new era, the research topic of this paper has important practical significance.This paper is divided into five chapters. The first chapter introduces the background and significance of the research.In the second chapter, the concept of FTA, the theory of static and dynamic comparative advantage, the theory of unbalanced growth and the theory of location advantage are discussed.At the same time, the related literature is summarized.In the third chapter, by combining static analysis with dynamic analysis, the paper analyzes the current situation of the construction of China-ASEAN Free Trade area from four aspects: trade in goods, degree of dependence on trade, trade in services and scale of investment.This paper discusses the achievements made so far and the shortcomings of the development in the Free Trade area.In the fourth chapter, this paper first introduces the strategy of the 21st century maritime Silk Road, including the strategic process, planning, characteristics and so on.Then, the paper points out that the construction of the 21st century maritime Silk Road has a positive impact on the creation of an upgraded China-ASEAN Free Trade area.In the last chapter of this paper, on the basis of analyzing the difficulties faced by the development of China-ASEAN Free Trade area, the author puts forward some specific policy suggestions on how to seize the opportunity of building the maritime Silk Road in the 21st century and speed up the economic and trade exchanges between China and ASEAN.Through the research of this paper, it is concluded that in the 21st century, the maritime Silk Road will further improve the contents and agreements of the China-ASEAN Free Trade area in many fields, such as economy, transportation, culture, finance, services, etc.It can be predicted that the China-ASEAN Free Trade area promoted by the Silk Road in the 21st century will quickly complete the upgrading and provide an inexhaustible impetus for the long-term cooperation and development of both sides.
