【摘要】：PPP(Public-Private Partnership)模式是公共部門與私人部門建立的一種風(fēng)險(xiǎn)共擔(dān)、利益共享的新型合作方式,其目的是為了向大眾提供公共服務(wù)和公共產(chǎn)品從而來更好地滿足公眾需求。當(dāng)前,PPP模式被廣泛應(yīng)用于基礎(chǔ)設(shè)施建設(shè)領(lǐng)域,中國社會也面臨著人口老齡化這一巨大的現(xiàn)實(shí)壓力,養(yǎng)老模式也急需發(fā)生改變,因此萌生了養(yǎng)老服務(wù)機(jī)構(gòu)建設(shè)應(yīng)用PPP模式這一新興養(yǎng)老事物。然而當(dāng)前我國大多數(shù)的PPP項(xiàng)目不能取得預(yù)期成效,只有很少部分的PPP項(xiàng)目可以正常運(yùn)行,究其原因在于我國養(yǎng)老機(jī)構(gòu)建設(shè)PPP模式實(shí)施中仍存在資本結(jié)構(gòu)不合理、監(jiān)管機(jī)制不完善等一系列問題。養(yǎng)老機(jī)構(gòu)建設(shè)PPP模式的實(shí)施一旦失敗,在某種程度上會引發(fā)一系列諸如社會公眾財(cái)產(chǎn)的損失、社會資源的浪費(fèi)以及社會秩序的不穩(wěn)定等社會問題的出現(xiàn)。因此,對養(yǎng)老機(jī)構(gòu)建設(shè)PPP模式的關(guān)鍵成功因素的研究,不僅有利于社會資源得到有效地分配,而且為養(yǎng)老機(jī)構(gòu)建設(shè)PPP模式成功的管控及實(shí)施提供理論參考,具有一定的實(shí)踐價(jià)值和理論意義。本文通過文獻(xiàn)分析與總結(jié)、數(shù)據(jù)采集以及數(shù)理分析得出養(yǎng)老機(jī)構(gòu)建設(shè)PPP模式的關(guān)鍵成功因素。以相關(guān)的PPP模式理論和關(guān)鍵成功因素理論為基礎(chǔ),從政府部門、養(yǎng)老機(jī)構(gòu)、項(xiàng)目方等參與主體的角度識別出了33個成功因素。在此的基礎(chǔ)上設(shè)計(jì)出了養(yǎng)老機(jī)構(gòu)建設(shè)PPP模式的關(guān)鍵成功因素的調(diào)查問卷。在正式發(fā)放問卷之前,先對調(diào)查問卷進(jìn)行預(yù)調(diào)查,把調(diào)查問卷中某些不完善的部分刪除。在養(yǎng)老機(jī)構(gòu)、政府部門、項(xiàng)目公司等共發(fā)放170份問卷,回收133份有效問卷,通過采集和分析處理后的數(shù)據(jù),得到養(yǎng)老機(jī)構(gòu)建設(shè)PPP模式的16個關(guān)鍵成功因素。通過進(jìn)行因子分析和回歸性分析,本研究將16個關(guān)鍵成功因素分為社會環(huán)境、公私部門的實(shí)力和信譽(yù)、項(xiàng)目融資與開發(fā)管理等9大類,驗(yàn)證并細(xì)化了最初的分類方式。最后,對養(yǎng)老機(jī)構(gòu)建設(shè)PPP模式關(guān)鍵成功因素進(jìn)行進(jìn)一步總結(jié)和分析。通過分析研究結(jié)論對養(yǎng)老機(jī)構(gòu)建設(shè)中PPP模式的實(shí)施提出一些有針對性有價(jià)值的建議,同時(shí)可以為我國PPP模式理論以及關(guān)鍵成功因素研究方面提供依據(jù)與參考。
[Abstract]:PPP(Public-Private partnership is a new mode of cooperation between public sector and private sector, which aims to provide public services and public goods to better meet public demand.At present, the PPP model is widely used in the field of infrastructure construction, and the Chinese society is also facing the huge realistic pressure of aging population, and the mode of providing for the aged is in urgent need of change.Therefore, the establishment of pension service institutions to apply the PPP model of this emerging pension.However, most of the current PPP projects in China can not achieve the expected results, and only a few of the PPP projects can operate normally. The reason is that there is still unreasonable capital structure in the implementation of the PPP model for the construction of pension institutions in China.The supervision mechanism is imperfect and so on a series of problems.Once the implementation of PPP mode of pension institution construction fails, to some extent it will lead to a series of social problems such as the loss of public property, the waste of social resources and the instability of social order.Therefore, the study on the key success factors of the PPP model is not only conducive to the effective allocation of social resources, but also provides a theoretical reference for the successful management and implementation of the PPP model.It has certain practical value and theoretical significance.Based on literature analysis, data collection and mathematical analysis, the key success factors of PPP model of pension institution construction are obtained in this paper.Based on the PPP model theory and the key success factor theory, 33 success factors were identified from the perspective of government departments, pension institutions, project participants and so on.On this basis, the key success factors of the PPP model of pension institutions are designed.Before giving out the questionnaire, the questionnaire should be pre-investigated, and some imperfect parts of the questionnaire should be deleted.A total of 170 questionnaires were distributed in pension institutions, government departments and project companies, and 133 valid questionnaires were recovered. By collecting and analyzing the data after processing, 16 key success factors were obtained for the construction of PPP model in pension institutions.Through factor analysis and regression analysis, 16 key success factors are divided into 9 categories, such as social environment, strength and reputation of public and private sector, project financing and development management, etc.Finally, the key success factors of PPP model are summarized and analyzed.Some valuable suggestions on the implementation of PPP model in the construction of pension institutions are put forward by analyzing the conclusions of the study. At the same time, it can provide the basis and reference for the study of the theory of PPP model and the key success factors in our country.
