石家莊市城市居民生活用水定價(jià)研究及應(yīng)用

【摘要】:水資源是我國(guó)經(jīng)濟(jì)發(fā)展的原動(dòng)力,重要性不言而喻?v觀我國(guó)水資源總量,絕對(duì)數(shù)量并不少,但人均相對(duì)水資源擁有量較少,是水資源供需矛盾尖銳的國(guó)家之一。而石家莊市水資源人均占有量還未達(dá)到我國(guó)水資源占有量的平均水平,屬于嚴(yán)重缺水城市。價(jià)格是調(diào)節(jié)居民用水需求的有效手段,合理制定居民生活用水價(jià)格,可以有效控制居民的用水量,避免水資源浪費(fèi)和過(guò)度開(kāi)采。因此,科學(xué)合理的制定城市居民生活用水價(jià)格具有重要的現(xiàn)實(shí)意義。論文首先概述城市居民生活用水定價(jià)的理論,包括三個(gè)部分:城市水價(jià)的內(nèi)涵,城市居民水價(jià)定價(jià)理論基礎(chǔ)以及城市水價(jià)的影響因素。經(jīng)過(guò)對(duì)石家莊市居民生活用水現(xiàn)狀的了解和分析,在比較歸納各種水資源定價(jià)模型的缺陷的基礎(chǔ)上,提出階梯式水價(jià)的優(yōu)勢(shì),并建立階梯式水價(jià)模型,對(duì)石家莊市居民生活用水階梯式計(jì)量水價(jià)進(jìn)行實(shí)證分析,對(duì)方案可行性進(jìn)行論證并提出保障石家莊市階梯水價(jià)實(shí)施的措施。通過(guò)上述研究,得出如下結(jié)論:(1)石家莊市水資源無(wú)論與河北省內(nèi)其他城市相比,還是自身縱向相比,水資源總量和人均占有量都不樂(lè)觀,屬于嚴(yán)重缺水城市,面對(duì)居民生活用水需求量的提升,石家莊市生活用水價(jià)格的偏低,單一水價(jià)已不能有效抑制用水需求且水價(jià)偏低的事實(shí)已不能彌補(bǔ)供水成本。(2)本文提出的石家莊市階梯水價(jià)方案為三階梯水價(jià),第一階梯水價(jià)3.4元,水量基數(shù)6立方米,第二階梯水價(jià)5.1元,水量基數(shù)9立方米,高于9立方米的用水量執(zhí)行第三階梯水價(jià)10.2元,且家庭人口數(shù)多于3人的,每多一人可申請(qǐng)?jiān)黾?立方米的數(shù)量基數(shù)。(3)階梯水價(jià)方案中各階水價(jià)水量的合理制定有利于水資源的有效利用,同時(shí)又考慮到低收入者的現(xiàn)實(shí)情況,有利于公平性原則的體現(xiàn)。雖然目前石家莊市各方面已具備實(shí)施階梯水價(jià)的基礎(chǔ),但要順利實(shí)施此階梯水價(jià),還需各個(gè)方面的共同努力,在水價(jià)聽(tīng)證會(huì)聽(tīng)取各方代表的建議,建立科學(xué)合理的階梯式水價(jià)體系,促進(jìn)城市水資源可持續(xù)發(fā)展。
[Abstract]:Water resources are the driving force of China's economic development, and the importance is self-evident. Looking at the total amount of water resources in China, the absolute quantity is not small, but the per capita relative water resources are relatively small. Shijiazhuang is one of the countries with sharp contradiction between supply and demand of water resources, and Shijiazhuang has not reached the average level of water resources per capita in China, so it belongs to the city of severe water shortage. Price is an effective means to adjust the water demand of residents. Reasonable setting the price of household water can effectively control the water consumption of residents and avoid the waste and over-exploitation of water resources. It is of great practical significance to make the price of water for urban residents scientifically and reasonably. Firstly, the paper summarizes the theory of water pricing for urban residents, including three parts: the connotation of urban water price, The theoretical basis of urban water price pricing and the influencing factors of urban water price. Based on the understanding and analysis of the current situation of domestic water use in Shijiazhuang, the defects of various water resources pricing models are compared and summarized. The advantage of step water price is put forward, and the stepwise water price model is established to make an empirical analysis on the stepwise measurement of water price for the residents of Shijiazhuang. The feasibility of the scheme is demonstrated and measures are put forward to ensure the implementation of the step water price in Shijiazhuang. Through the above study, the following conclusions are drawn: 1) the water resources of Shijiazhuang City are compared with other cities in Hebei Province, or their own longitudinal comparison. The total amount of water resources and the per capita share of water resources are not optimistic. They belong to cities with severe water shortage. In the face of the rising demand for domestic water, the price of domestic water in Shijiazhuang is on the low side. The fact that a single water price can no longer effectively restrain water demand and the water price is on the low side can no longer make up for the cost of water supply.) the step water price scheme of Shijiazhuang is three steps water price, the first step water price is 3.4 yuan, the base of water quantity is 6 cubic meters. The second step water price is 5.1 yuan, the water quantity base is 9 cubic meters, and the water consumption above 9 cubic meters carries out the third step water price of 10.2 yuan, and the household population is more than three people, Each additional person may apply for an increase in the quantity base of 2 cubic metres. / / 3) the rational formulation of water prices for each step of the ladder water pricing scheme is conducive to the effective use of water resources, taking into account the realities of the low-income population, Although all aspects of Shijiazhuang City already have the basis for implementing the ladder water price, it still requires the joint efforts of all parties in order to successfully implement this step water price, and listen to the suggestions of the representatives of all parties at the water price hearing. To establish a scientific and reasonable step-by-step water price system to promote the sustainable development of urban water resources.
