【摘要】：國(guó)內(nèi)經(jīng)濟(jì)的快速發(fā)展可以推動(dòng)我國(guó)外貿(mào)發(fā)展,健康的外貿(mào)發(fā)展也能有效得促進(jìn)國(guó)內(nèi)經(jīng)濟(jì)的發(fā)展。自改革開放以來,我國(guó)外貿(mào)經(jīng)歷了從小到大的歷程,2014年,我國(guó)繼續(xù)保持全球第一貨物貿(mào)易大國(guó)地位;安徽省外貿(mào)近年來也實(shí)現(xiàn)了量的提高,2011-2014年外貿(mào)總值排名保持在全國(guó)第14位。2014全年人民幣同比增長(zhǎng)速度為7.1%,比全國(guó)高出了4.8個(gè)百分點(diǎn),保持了較快的發(fā)展速度,但安徽省外貿(mào)發(fā)展模式、結(jié)構(gòu)、效益等還存在一些問題,有待進(jìn)一步提升外貿(mào)發(fā)展質(zhì)量。本文主要從全國(guó)以及安徽省的外貿(mào)發(fā)展背景出發(fā),運(yùn)用外貿(mào)發(fā)展、經(jīng)濟(jì)發(fā)展的相關(guān)理論,采用層次分析法、專家打分法等分析方法,根據(jù)安徽省外貿(mào)發(fā)展現(xiàn)狀及質(zhì)量狀況,科學(xué)選擇具有代表性的多級(jí)評(píng)價(jià)指標(biāo),滿足可行、合理、有效的要求,構(gòu)建一套完善的外貿(mào)發(fā)展健康指數(shù)體系,力爭(zhēng)全面、準(zhǔn)確、科學(xué)評(píng)估安徽外貿(mào)的發(fā)展質(zhì)量,并著重針對(duì)評(píng)價(jià)過程中存在的問題,提出針對(duì)性的政策建議及措施。本文實(shí)證分析的主要結(jié)論為:2011年至2014年間,安徽省外貿(mào)發(fā)展健康指數(shù)總得分持續(xù)提高,發(fā)展質(zhì)量穩(wěn)步提升。各二級(jí)指數(shù)中,創(chuàng)新發(fā)展、轉(zhuǎn)型發(fā)展運(yùn)行態(tài)勢(shì)較好,得分走勢(shì)與外貿(mào)總得分趨勢(shì)相同,對(duì)外貿(mào)質(zhì)量影響效果最為明顯;和諧發(fā)展、協(xié)調(diào)發(fā)展運(yùn)行存在一定波動(dòng),運(yùn)行質(zhì)量有待進(jìn)一步提升。宜抓住關(guān)鍵環(huán)節(jié),進(jìn)一步提高各級(jí)指標(biāo)得分,進(jìn)而提升安徽外貿(mào)發(fā)展的整體質(zhì)量。
[Abstract]:The rapid development of domestic economy can promote the development of China's foreign trade, and a healthy development of foreign trade can also effectively promote the development of domestic economy. Since the reform and opening up, China's foreign trade has experienced a process from small to large. In 2014, China continues to maintain its position as the world's largest trading country in goods, and Anhui Province's foreign trade volume has also increased in recent years. In 2011-2014, the total value of foreign trade in Anhui Province has been ranked 14th in the country. The annual growth rate of RMB in 2014 is 7.1 percent, which is 4.8 percentage points higher than that of the whole country. It has maintained a rapid development speed, but there are still some problems in Anhui's foreign trade development model, structure, efficiency and so on, so the quality of foreign trade development needs to be further improved. This paper mainly starts from the background of the development of foreign trade in the whole country and Anhui Province. By using the relevant theories of foreign trade development and economic development, adopting analytic hierarchy process and expert scoring method, according to the present situation and quality of Anhui province's foreign trade development, we scientifically select representative multi-level evaluation indexes to satisfy the feasibility. Set up a set of perfect foreign trade development health index system, strive for comprehensive, accurate and scientific evaluation of Anhui foreign trade development quality, and focus on the problems in the evaluation process, The main conclusions of this paper are as follows: from 2011 to 2014, the total score of Anhui Foreign Trade Development Health Index continued to increase, and the quality of development improved steadily. The trend of score is the same as the trend of total score of foreign trade, which has the most obvious effect on the quality of foreign trade. The quality of operation needs to be further improved. It is advisable to grasp the key links and further improve the scores of indicators at all levels, thus improving the overall quality of Anhui's foreign trade development.
