【摘要】：2001年年底,隨著我國正式加入WTO,國有貿(mào)易服務(wù)企業(yè)逐漸認識到轉(zhuǎn)型發(fā)展對于企業(yè)的重要意義。到了2004年上半年,商務(wù)部出臺8號令即《外商投資商業(yè)領(lǐng)域管理辦法》,國有貿(mào)易服務(wù)企業(yè)徹底失去了壟斷經(jīng)營優(yōu)勢,被迫開始進行轉(zhuǎn)型。在轉(zhuǎn)型的過程中,國有貿(mào)易服務(wù)企業(yè)探索嘗試了很多方法,而轉(zhuǎn)型的成效卻并不明顯。因此,分析在轉(zhuǎn)型過程中出現(xiàn)的問題并找出解決對策對企業(yè)的轉(zhuǎn)型有非常重要的意義。本文筆者就從制約企業(yè)轉(zhuǎn)型發(fā)展的問題入手,有針對性的提出解決對策,希望對國有貿(mào)易服務(wù)企業(yè)能更好的完成轉(zhuǎn)型提供幫助。本文首先介紹了國有貿(mào)易服務(wù)企業(yè)發(fā)展的三個重要階段及特征。然后分析了轉(zhuǎn)型過程中遇到的問題,這些問題包括企業(yè)競爭力不足、融資性貿(mào)易風(fēng)險大、企業(yè)信息化不健全和人才斷層問題。接下來,針對轉(zhuǎn)型過程中遇到的問題,經(jīng)過系統(tǒng)的分析,提出了相應(yīng)的解決對策。其一要通過建立戰(zhàn)略伙伴合作關(guān)系加強企業(yè)的核心競爭力;二是要加強企業(yè)內(nèi)外部信息化建設(shè)為企業(yè)轉(zhuǎn)型提供有效的技術(shù)支撐;第三是深刻認識融資性貿(mào)易風(fēng)險,建立金融性貿(mào)易業(yè)務(wù)監(jiān)控體系以維護企業(yè)經(jīng)營安全;最后提出企業(yè)只有制定中長期的人才培養(yǎng)計劃才能有效的治理人才斷層問題。第五部分以中儀公司的現(xiàn)有業(yè)務(wù)為例,針對在第四部分提出的解決對策,制定一系列具體的實施方法。一是建立合做伙伴關(guān)系要選擇“與巨人同行”;二是加快建立符合業(yè)務(wù)發(fā)展要求的信息化交流平臺;三是通過開展試點項目培養(yǎng)實操性業(yè)務(wù)人才,解決人才斷層問題;最后是建立風(fēng)險管理體系,把風(fēng)險控制在業(yè)務(wù)源頭。
[Abstract]:At the end of 2001, with China's formal entry into WTO, state-owned trade service enterprises gradually realized the importance of transformation and development to enterprises. In the first half of 2004, The Ministry of Commerce issued decree No. 8, "measures for the Administration of Foreign Investment in the Commercial Field." State-owned trade service enterprises have completely lost their monopoly operating advantages and have been forced to undergo transformation. In the process of transformation, The state-owned trade service enterprises have tried many methods, but the effect of the transformation has not been obvious. It is very important to analyze the problems in the process of transformation and to find out the solutions to the transformation of enterprises. The author of this paper starts with the problems that restrict the development of the transformation of enterprises, and puts forward some countermeasures to solve the problems. This paper first introduces the three important stages and characteristics of the development of state-owned trade service enterprises, and then analyzes the problems encountered in the process of transformation. These problems include the lack of competitiveness of enterprises, the high risk of financing trade, the imperfection of enterprise information and the problem of personnel fault. Next, the problems encountered in the process of transformation are systematically analyzed. The corresponding countermeasures are put forward. One is to strengthen the core competitiveness of enterprises by establishing strategic partnership, the other is to strengthen the internal and external information construction of enterprises to provide effective technical support for the transformation of enterprises. The third is to deeply understand the financing trade risk and establish the financial trade business monitoring system to maintain the business security; Finally, it is pointed out that only by making a medium and long term talent training plan can an enterprise effectively deal with the problem of talent fault. Part 5th takes the existing business of Zhongyi Company as an example, aiming at the solutions put forward in part 4th. To formulate a series of specific implementation methods. First, to establish a partnership with the Giants; second, to speed up the establishment of an information exchange platform that meets the requirements of business development; and third, to train practical business personnel through pilot projects. Finally, establish a risk management system to control the risk at the source of business.
