【摘要】：中國作為2014年APEC輪值主席國，倡導(dǎo)務(wù)實(shí)推動(dòng)亞太自貿(mào)區(qū)建設(shè)。在“一帶一路”倡議的新形勢(shì)下，在中國關(guān)于亞太自貿(mào)區(qū)的戰(zhàn)略動(dòng)向引起了各方關(guān)注。本文在分析了中國當(dāng)前積極推動(dòng)亞太自貿(mào)區(qū)建設(shè)的原因以及未來面臨困難和挑戰(zhàn)的基礎(chǔ)上，為中國繼續(xù)推動(dòng)亞太自貿(mào)區(qū)建設(shè)提出了對(duì)策建議。 本文主要由緒論和四個(gè)章節(jié)構(gòu)成。首先，通過梳理中國領(lǐng)導(dǎo)人在歷屆APEC峰會(huì)中的表態(tài)，指出中國已經(jīng)從亞太自貿(mào)區(qū)建設(shè)的跟隨者變?yōu)橐I(lǐng)者。其次，從中國內(nèi)部、外部?jī)蓚�(gè)方面分析了中國積極推動(dòng)亞太自貿(mào)區(qū)建設(shè)的原因，認(rèn)為中國的發(fā)展、外交新理念的提出、改革發(fā)展的需要是內(nèi)部原因；維護(hù)區(qū)域政治、經(jīng)濟(jì)和安全利益、在全球貿(mào)易規(guī)則變遷中掌握主動(dòng)是外部原因。接下來，對(duì)中國推動(dòng)亞太自貿(mào)區(qū)建設(shè)面臨的困難和挑戰(zhàn)進(jìn)行了分析，指出“下一代”貿(mào)易投資議題帶來的挑戰(zhàn)、部分國家國對(duì)中國崛起的憂慮、美國缺乏推動(dòng)亞太自貿(mào)區(qū)建設(shè)的積極性、已有的區(qū)域貿(mào)易安排難以整合等都將成為制約因素。最后，，針對(duì)這些困難和挑戰(zhàn)提出了對(duì)策建議，認(rèn)為中國應(yīng)當(dāng)?shù)I(lǐng)導(dǎo)權(quán)之爭(zhēng)，以APEC為平臺(tái)、以《北京路線圖》為切入點(diǎn)，務(wù)實(shí)開展亞太自貿(mào)區(qū)建設(shè)；通過改善國內(nèi)商業(yè)環(huán)境和開展高水平自貿(mào)區(qū)建設(shè)提高參與和建設(shè)亞太自貿(mào)區(qū)的能力；以中美雙邊投資協(xié)定談判為抓手加強(qiáng)中美合作；務(wù)實(shí)推進(jìn)區(qū)域全面經(jīng)濟(jì)伙伴關(guān)系和跨太平洋伙伴關(guān)系協(xié)議。
[Abstract]:In 2014, as the rotating chair of the APEC, China advocated the practical promotion of the construction of the Asia-Pacific Free Trade Zone. Under the new situation of the "Belt and Road" initiative, Based on the analysis of the reasons why China is actively promoting the construction of the Free Trade area in the Asia-Pacific region and the difficulties and challenges it faces in the future, Put forward countermeasures and suggestions for China to continue to promote the construction of Asia-Pacific Free Trade area. This paper is mainly composed of an introduction and four chapters. First, by combing the statements made by Chinese leaders at previous APEC summits, it is pointed out that China has changed from a follower to a leader in the construction of the Asia-Pacific Free Trade Zone. Secondly, from within China, The external two aspects have analyzed the reasons why China has actively promoted the construction of the Asia-Pacific Free Trade area, and held that the development of China and the new concept of diplomacy are internal reasons for reform and development, and the interests of regional politics, economy and security should be safeguarded. Mastering initiative in the course of the change of global trade rules is the external reason. Next, the paper analyzes the difficulties and challenges that China faces in promoting the construction of the Asia-Pacific Free Trade Zone, and points out the challenges brought by the "next generation" trade and investment issues. The worries of some countries about the rise of China, the lack of enthusiasm of the United States to promote the construction of the Asia-Pacific Free Trade Zone, and the difficulty of integrating existing regional trade arrangements will all become constraints. Finally, some countermeasures and suggestions are put forward to address these difficulties and challenges. China should desalinate the leadership dispute, take APEC as the platform, take the Beijing Road Map as the breakthrough point, and carry out the construction of the Asia-Pacific Free Trade area in a practical way. To enhance the ability to participate in and build a free trade zone in Asia and the Pacific through the improvement of the domestic business environment and the development of a high-level free trade zone; to strengthen Sino-US cooperation through bilateral investment treaty negotiations between China and the United States; The regional comprehensive economic partnership and the Trans-Pacific Partnership Agreement should be promoted pragmatically.
