【摘要】：2013年6月,中國大陸和臺灣在《海峽兩岸經(jīng)濟(jì)合作框架協(xié)議》(Economic Cooperation Framework Agreement,以下簡稱ECFA)的基礎(chǔ)上,簽訂了《海峽兩岸服務(wù)貿(mào)易協(xié)議》(Cross-Strait Service Trade Agreement,以下簡稱《協(xié)議》),為促進(jìn)兩岸服務(wù)貿(mào)易進(jìn)一步自由化及便利化奠定了基礎(chǔ)。兩岸服務(wù)貿(mào)易自由化,是新時代兩岸服務(wù)貿(mào)易發(fā)展的主旋律,將在很大程度上促進(jìn)兩岸經(jīng)濟(jì)貿(mào)易發(fā)展。2013年,大陸服務(wù)貿(mào)易額高達(dá)5365億美元,臺灣地區(qū)服務(wù)貿(mào)易額為940億美元,兩岸服務(wù)貿(mào)易發(fā)展均呈較快增長趨勢。兩岸簽訂ECFA及其框架下《協(xié)議》之后,雙邊服務(wù)貿(mào)易發(fā)展更為迅速。在這種背景下,很多學(xué)者開始研究兩岸服務(wù)貿(mào)易自由化相關(guān)問題,但大多是定性研究,缺少定量方面的研究。因此,定量研究ECFA框架下兩岸服務(wù)貿(mào)易自由化的經(jīng)濟(jì)效應(yīng),具有重要的理論意義和現(xiàn)實意義。論文第一部分為緒論,主要介紹了論文的研究背景、研究意義、研究方法、創(chuàng)新點、不足之處和相關(guān)研究綜述等,目的是為下文的順利展開奠定基礎(chǔ)。第一章主要從服務(wù)貿(mào)易相關(guān)理論出發(fā),為ECFA框架下兩岸服務(wù)貿(mào)易自由化的研究奠定理論基礎(chǔ),該章主要介紹了服務(wù)貿(mào)易的比較優(yōu)勢理論、規(guī)模經(jīng)濟(jì)理論、國家競爭優(yōu)勢理論和地緣經(jīng)濟(jì)理論。論文第二章則從兩岸服務(wù)貿(mào)易的發(fā)展現(xiàn)狀出發(fā),為ECFA框架下兩岸服務(wù)貿(mào)易自由化的研究奠定現(xiàn)實基礎(chǔ),該章主要從總量、內(nèi)部結(jié)構(gòu)和國際競爭力三方面分析了中國大陸和臺灣各自的服務(wù)貿(mào)易發(fā)展現(xiàn)狀,并從服務(wù)貿(mào)易合作水平和合作領(lǐng)域方面,分析了中國大陸與臺灣相互間服務(wù)貿(mào)易發(fā)展現(xiàn)狀。論文第三章主要分析了ECFA的簽訂對兩岸服務(wù)貿(mào)易自由化的推動作用,該部分在內(nèi)容上起到承上啟下的作用,主要為第四章ECFA框架下兩岸服務(wù)貿(mào)易自由化的經(jīng)濟(jì)效應(yīng)分析做理論鋪墊。論文第四章為全文的重點和核心,主要選取全球貿(mào)易分析模型GTAP①模擬分析了兩岸服務(wù)貿(mào)易自由化的經(jīng)濟(jì)效應(yīng)。通過實證分析,得出兩岸服務(wù)貿(mào)易自由化對大陸地區(qū)、臺灣地區(qū)和兩岸經(jīng)貿(mào)往來密切的國家和地區(qū)具有不同的經(jīng)濟(jì)效應(yīng)。論文第五章則對兩岸服務(wù)貿(mào)易自由化更好發(fā)展提出了對策建議,包括：平衡兩岸所獲利益、重視與利益相關(guān)國博弈、創(chuàng)新服務(wù)貿(mào)易增長方式和完善服務(wù)體系政策法規(guī)等,并得出兩岸服務(wù)貿(mào)易自由化會推動兩岸貿(mào)易的成長,提高兩岸實際GDP的增長速度與福利水平,并促進(jìn)兩岸相關(guān)產(chǎn)業(yè)發(fā)展的基本結(jié)論及需要進(jìn)一步研究的問題。
[Abstract]:In June 2013, China and Taiwan built on the Economic Cooperation Framework Agreement between the two sides of the Taiwan Strait. The signing of the Cross-Strait Service Trade Agreement (hereinafter referred to as "Agreement") has laid a foundation for further liberalization and facilitation of cross-strait service trade. It is the main theme of the development of cross-strait service trade in the new era, and will greatly promote the development of cross-strait economic and trade. In 2013, the service trade volume of the mainland reached US $536.5 billion, and that of the Taiwan region was US $94 billion. The development of service trade between the two sides of the strait has shown a relatively rapid growth trend. After the signing of the ECFA and its Agreement under the Framework, bilateral service trade has developed more rapidly. Under this background, many scholars have begun to study issues related to the liberalization of cross-strait service trade. But most of them are qualitative and lack of quantitative research. Therefore, it is of great theoretical and practical significance to study quantitatively the economic effects of cross-strait service trade liberalization under the framework of ECFA. This paper mainly introduces the research background, research significance, research methods, innovation points, deficiencies and related research review, etc. The purpose of the paper is to lay a foundation for the smooth development of the following chapter. It lays a theoretical foundation for the research on the liberalization of cross-strait service trade under the framework of ECFA. This chapter mainly introduces the comparative advantage theory of service trade and the theory of economies of scale. The second chapter sets out from the current situation of the development of cross-strait service trade, and lays a realistic foundation for the research of cross-strait service trade liberalization under the framework of ECFA. The internal structure and international competitiveness of China and Taiwan are analyzed, and the level and field of cooperation in service trade are analyzed. This paper analyzes the current situation of service trade development between mainland China and Taiwan. Chapter three mainly analyzes the role of ECFA in promoting the liberalization of service trade between the two sides of the Taiwan Strait, which plays a connecting role in the content. It mainly lays a theoretical foundation for the economic effect analysis of cross-strait service trade liberalization under the framework of ECFA 4th. Chapter 4th is the focus and core of the thesis. This paper mainly selects the global trade analysis model GTAP1 to simulate and analyze the economic effects of cross-strait service trade liberalization. Taiwan and countries and regions with close economic and trade ties have different economic effects. Chapter 5th of the paper puts forward countermeasures and suggestions for the better development of cross-strait service trade liberalization, including: balancing the benefits gained by the two sides of the strait. Attach importance to the game with the stakeholders, innovate the growth mode of service trade and perfect the policies and regulations of service system, and draw the conclusion that the liberalization of service trade between the two sides will promote the growth of cross-strait trade and improve the growth speed and welfare level of cross-strait actual GDP. And to promote the development of relevant industries across the Taiwan Strait basic conclusions and needs further research.
