【摘要】：隨著網(wǎng)絡(luò)信息時(shí)代的高速發(fā)展,全球性電子銷售平臺(tái)不斷升溫,我國(guó)跨境電子商務(wù)增勢(shì)非常強(qiáng)勁,已經(jīng)成為我國(guó)對(duì)外貿(mào)易的新方式。在快速發(fā)展的同時(shí),跨境電子商務(wù)不同于傳統(tǒng)貿(mào)易的運(yùn)作模式帶來(lái)的監(jiān)管風(fēng)險(xiǎn)對(duì)我國(guó)檢驗(yàn)檢疫部門的監(jiān)管工作帶來(lái)了嚴(yán)峻挑戰(zhàn)。尤其在天津成立自貿(mào)區(qū)以來(lái),檢驗(yàn)檢疫對(duì)跨境電子商務(wù)的監(jiān)管更需要新的探索和嘗試,既要有效防止疫病疫情的傳播,又要保證消費(fèi)者的權(quán)益。因此,及時(shí)研究并制定快捷、有效的檢驗(yàn)檢疫監(jiān)管模式,已成為口岸檢驗(yàn)檢疫機(jī)構(gòu)的工作重點(diǎn)。本文總體分為七個(gè)部分:第一章主要介紹了跨境電商的含義,闡述研究的目的和范圍,概括描述了研究的方法和結(jié)構(gòu)安排;第二章主要介紹了過(guò)去學(xué)者在跨境電子商務(wù)領(lǐng)域和檢驗(yàn)檢疫監(jiān)管領(lǐng)域的研究成果,以及跨境電子商務(wù)領(lǐng)域信息不對(duì)稱的情況。第三章主要介紹了跨境電商發(fā)展現(xiàn)狀和檢驗(yàn)檢疫的工作職責(zé),從檢驗(yàn)檢疫工作角度指出跨境電子商務(wù)目前存在的風(fēng)險(xiǎn);第四章主要介紹了調(diào)研檢驗(yàn)檢疫在杭州、寧波和廣州三個(gè)跨境電子商務(wù)試點(diǎn)地區(qū)的監(jiān)管現(xiàn)狀,指出現(xiàn)有監(jiān)管模式中的優(yōu)勢(shì)和不足。第五章主要介紹了天津成立自貿(mào)區(qū)給檢驗(yàn)檢疫帶來(lái)的監(jiān)管模式影響。第六章介紹了天津東疆保稅港區(qū)內(nèi)跨境電商服務(wù)平臺(tái),并最終為檢驗(yàn)檢疫制定適宜于自貿(mào)區(qū)整體制度架構(gòu),又能有效管理跨境電子商務(wù)的監(jiān)管模式提出政策建議。第七章主要對(duì)全文分析進(jìn)行了總結(jié),并且展望了未來(lái)檢驗(yàn)檢疫對(duì)跨境電子商務(wù)的監(jiān)管藍(lán)圖。
[Abstract]:With the rapid development of the information age, the global electronic sales platform rising, China's cross-border e-commerce growth momentum is very strong, has become a new way of foreign trade in China. With the rapid development of cross-border e-commerce, is different from the traditional mode of operation of the trade of the regulatory risk on our inspection and quarantine departments of supervision work serious challenges. Especially in Tianjin since the establishment of the FTA, the inspection and quarantine supervision on cross-border e-commerce needs new exploration and attempt, to effectively prevent the spread of epidemic diseases, but also to ensure the interests of consumers. Therefore, to study and develop fast, effective mode of inspection and quarantine supervision, inspection and quarantine agencies have become the focus of the work. This paper is divided into seven parts: the first chapter mainly introduces the meaning of cross-border electricity supplier, expounds the purpose and scope of the research, the general description The arrangement and structure of research; the second chapter mainly introduces the research achievements in the field of cross-border electronic commerce and the inspection and quarantine supervision in the field of past scholars, and asymmetric information in the field of cross-border e-commerce. The third chapter mainly introduces the current situation and development of cross-border electricity supplier inspection and quarantine work responsibilities, pointed out that the current risks in cross-border e-commerce from the perspective of the inspection and quarantine work; the fourth chapter mainly introduces the research status of inspection and quarantine in Hangzhou, Ningbo and Guangzhou three supervision of cross-border e-commerce pilot areas, points out the supervision mode of the advantages and disadvantages. The fifth chapter mainly introduces the influence of supervision mode in Tianjin the establishment of the FTA brings to the inspection and Quarantine of the sixth chapter of the Tianjin. Dongjiang Bonded Port in the cross-border electricity supplier services platform, and ultimately make suitable for the inspection and quarantine in the free trade area of the overall institutional framework and effective The management mode of cross border e-commerce is put forward. Policy recommendations are put forward. The seventh chapter summarizes the full text analysis, and looks forward to the future regulatory blueprint for cross border e-commerce.
