新蔡縣新型農(nóng)村社區(qū)建設(shè)融資研究

【摘要】:新型農(nóng)村社區(qū)建設(shè)是新農(nóng)村建設(shè)的重要組成部分,是提高農(nóng)民生活質(zhì)量,改善農(nóng)村生活環(huán)境的根本解決方法。新型農(nóng)村社區(qū)建設(shè)需要大量的資金支持,但由于受農(nóng)村經(jīng)濟(jì)發(fā)展條件以及各種資源的的限制,對新型農(nóng)村社區(qū)建設(shè)的融資并沒有想象中的那樣順利。解決了新型農(nóng)村社區(qū)建設(shè)的融資難題也就解決了新農(nóng)村建設(shè)進(jìn)程中的一大阻礙。 本文共分為5個(gè)部分: 第一章是對新型農(nóng)村社區(qū)建設(shè)融資意義的介紹,新型農(nóng)村社區(qū)建設(shè)融資是對新農(nóng)村建設(shè)的有力補(bǔ)充,符合黨和國家一貫的農(nóng)村政策;其次有利于改善農(nóng)村人居環(huán)境,提高農(nóng)民生活質(zhì)量,加快建設(shè)現(xiàn)代農(nóng)業(yè),建設(shè)社會主義新農(nóng)村。 對新型農(nóng)村社區(qū)建設(shè)的融資問題,國內(nèi)外學(xué)者主要針對農(nóng)村基礎(chǔ)設(shè)施建設(shè)的融資展開研究。國外學(xué)者主要從金融發(fā)展與經(jīng)濟(jì)增加之間的關(guān)系、金融抑制、市場集中度、貸款利率和監(jiān)督成本等方面對農(nóng)村金融融資體制進(jìn)行研究歸納;國內(nèi)學(xué)者主要從影響農(nóng)村基礎(chǔ)設(shè)施投資的因素、投資農(nóng)村基礎(chǔ)設(shè)施的機(jī)制、投資農(nóng)村基礎(chǔ)設(shè)施的具體方式等方面探索農(nóng)村融資。 第二章是對新型農(nóng)村社區(qū)建設(shè)融資的理論分析。先是分析了項(xiàng)目融資適用于新型農(nóng)村社區(qū)建設(shè),其次是對項(xiàng)目融資的概念和現(xiàn)有模式的介紹以及新型農(nóng)村社區(qū)進(jìn)行項(xiàng)目融資的必要性和可能性的分析。 第三章先是針對新蔡縣新型農(nóng)村社區(qū)建設(shè)融資現(xiàn)狀進(jìn)行了介紹,市、縣政府為建設(shè)新型農(nóng)村社區(qū)出臺的政策支持及具體做法,據(jù)此總結(jié)出現(xiàn)有的政府推進(jìn)模式和村集體主導(dǎo)與村民自籌結(jié)合模式,并分析了各自的優(yōu)缺點(diǎn);接著對此過程中暴露出的資金投入單一,財(cái)政力度有限,金融機(jī)構(gòu)發(fā)展落后,農(nóng)民積極性不夠和監(jiān)督不力等問題;最后分析出缺乏健全政府的投融資平臺和制度保障,財(cái)政投入方向顧此失彼,地方經(jīng)濟(jì)發(fā)展水平較低和基層政府行政角色缺失等原因。 第四章則是對國內(nèi)外新型農(nóng)村社區(qū)建設(shè)成功經(jīng)驗(yàn)的借鑒。分別是國內(nèi)外部分地區(qū)總結(jié)出來的對新農(nóng)村建設(shè)融資經(jīng)驗(yàn)的典型經(jīng)驗(yàn)和對這些典型經(jīng)驗(yàn)的具體分析。 第五章是對新蔡縣新型農(nóng)村社區(qū)建設(shè)融資方式的對策建議。提出了要進(jìn)一步擴(kuò)大我國支農(nóng)支出的規(guī)模,保證支農(nóng)支出持續(xù)增長;創(chuàng)新融資體制和政策;集中開展村莊規(guī)劃編制;調(diào)動(dòng)居民的積極性,,實(shí)現(xiàn)居民的有效參與;建立健全相關(guān)法律法規(guī),完善社區(qū)建設(shè)的監(jiān)督管理工作等對策建議。

[Abstract]:The construction of new rural community is an important part of the new rural construction, and it is the fundamental solution to improve the quality of life of farmers and improve the rural living environment. The construction of new rural community needs a lot of financial support, but due to the constraints of rural economic development and various resources, the financing of new rural community construction is not as smooth as expected. Solving the financing problem of new rural community construction also solves a big obstacle in the process of new rural construction. This paper is divided into five parts: the first chapter is the introduction of the financing significance of the new rural community construction, the new rural community construction financing is a powerful supplement to the new rural construction, in line with the consistent rural policy of the Party and the state; secondly, it is conducive to improving the rural human settlements environment, improving the quality of life of farmers, speeding up the construction of modern agriculture and building a new socialist countryside. For the financing of new rural community construction, scholars at home and abroad mainly focus on the financing of rural infrastructure construction. Foreign scholars mainly study and summarize the rural financial financing system from the aspects of the relationship between financial development and economic increase, financial inhibition, market concentration, loan interest rate and supervision cost, while domestic scholars mainly explore rural financing from the aspects of factors affecting rural infrastructure investment, the mechanism of investing in rural infrastructure, and the specific ways of investing in rural infrastructure. The second chapter is the theoretical analysis of new rural community construction financing. First, it analyzes the applicability of project financing to the construction of new rural communities, followed by the introduction of the concept and existing model of project financing, as well as the analysis of the necessity and possibility of project financing in new rural communities. The third chapter first introduces the present situation of financing for the construction of new rural communities in Xincai County. The policy support and concrete practices issued by the city and county governments for the construction of new rural communities are summarized, and the existing mode of government promotion and the combination of village collective leadership and villagers' self-financing are summarized, and their respective advantages and disadvantages are analyzed. Then the problems exposed in this process, such as single capital investment, limited financial strength, backward development of financial institutions, insufficient enthusiasm and weak supervision of farmers, and so on, are analyzed. Finally, the reasons such as the lack of sound government investment and financing platform and system guarantee, the lack of financial investment direction, the low level of local economic development and the lack of administrative role of grass-roots government are analyzed. The fourth chapter is the reference to the successful experience of new rural community construction at home and abroad. It is the typical experience of financing new rural construction summed up by some regions at home and abroad and the concrete analysis of these typical experiences. The fifth chapter is the countermeasures and suggestions of the new rural community construction financing mode in Xincai County. This paper puts forward some countermeasures and suggestions, such as further expanding the scale of agriculture support expenditure in China, ensuring the sustained growth of agriculture support expenditure, innovating financing system and policies, centralizing the compilation of village planning, arousing the enthusiasm of residents and realizing the effective participation of residents, establishing and perfecting relevant laws and regulations, and perfecting the supervision and management of community construction.
