【摘要】：理論上,通脹目標(biāo)制是一種限制性相機(jī)抉擇的貨幣政策操作范式,兼?zhèn)淞?規(guī)則"和"相機(jī)抉擇"的優(yōu)點。實踐中,相對于貨幣目標(biāo)制和匯率目標(biāo)制,通脹目標(biāo)制對新興市場經(jīng)濟(jì)體宏觀經(jīng)濟(jì)績效的改善效果十分明顯。我國貨幣政策現(xiàn)行的操作范式是貨幣目標(biāo)制,這種范式表現(xiàn)出來的種種弊端,不但大大降低了我國貨幣政策的實施效率,而且極易累積通脹甚至帶來滯脹風(fēng)險。當(dāng)前,我國應(yīng)通過增強(qiáng)央行的獨立性、提升貨幣政策的透明度、建立并健全中央銀行的問責(zé)制度、加快推進(jìn)利率的市場化進(jìn)程、改進(jìn)人民幣的匯率制度、完善經(jīng)濟(jì)數(shù)據(jù)的統(tǒng)計調(diào)查體系和優(yōu)化央行通脹預(yù)測方法等措施,來促進(jìn)我國貨幣政策的操作范式向靈活的通脹目標(biāo)制轉(zhuǎn)型。

[Abstract]:In theory, inflation targeting is a kind of restrictive monetary policy operation paradigm, which has the advantages of both "rules" and "discretionary choices". In practice, compared with monetary targeting and exchange rate targeting, inflation targeting has obvious effect on macroeconomic performance of emerging market economies. The current operating paradigm of monetary policy in our country is the monetary targeting system. The disadvantages of this paradigm not only greatly reduce the efficiency of the implementation of monetary policy in our country, but also easily accumulate inflation and even bring stagflation risk. At present, China should promote the transformation of monetary policy paradigm to flexible inflation target system by strengthening the independence of central bank, enhancing the transparency of monetary policy, establishing and perfecting the accountability system of central bank, speeding up the process of promoting the marketization of interest rate, improving the exchange rate system of RMB, perfecting the statistical investigation system of economic data and optimizing the inflation forecasting method of central bank.
