【摘要】：根據(jù)遼寧省新型農(nóng)村合作醫(yī)療(以下簡(jiǎn)稱(chēng)新農(nóng)合)基金運(yùn)行數(shù)據(jù),利用泰爾指數(shù)和數(shù)據(jù)包絡(luò)分析方法,分析了遼寧省新農(nóng)合籌資、補(bǔ)償?shù)墓叫耘c效率性。結(jié)果顯示,在以收定支的原則下,新農(nóng)合基金運(yùn)行效率的缺乏主要原因在于新農(nóng)合基金資源配置不佳和管理及運(yùn)行經(jīng)驗(yàn)不足;遼寧省各經(jīng)濟(jì)區(qū)域之間的基金籌資差異性是導(dǎo)致全省基金籌資整體差異性的主要因素,各經(jīng)濟(jì)區(qū)域內(nèi)部的基金補(bǔ)償差異性是導(dǎo)致全省基金補(bǔ)償整體差異性的主要因素。
[Abstract]:Based on the operation data of the New Rural Cooperative Medical system (NCMS) in Liaoning Province, the fairness and efficiency of NCMS financing and compensation in Liaoning Province are analyzed by using Tyre index and data envelopment analysis (DEA) method. The results show that under the principle of collection and expenditure, the main reason for the lack of operation efficiency of the New Agricultural Cooperation Fund lies in the poor allocation of resources and the lack of management and operation experience of the New Agricultural Cooperation Fund, the difference of fund financing among the economic regions of Liaoning Province is the main factor leading to the overall difference of fund financing in Liaoning Province, and the difference of fund compensation within each economic region is the main factor leading to the overall difference of fund compensation in the whole province.
