【摘要】：銀行IT外包項目已經(jīng)發(fā)展多年并且已被銀行業(yè)廣泛應(yīng)用，通過將IT項目外包可以提高銀行核心競爭力。由于IT系統(tǒng)在建設(shè)時具有成本高、業(yè)務(wù)范圍廣、安全級別要求高等特點，系統(tǒng)建設(shè)存在大量不確定因素，往往具有很大的風(fēng)險性，因此加強IT項目的風(fēng)險管理，尤其是外包的項目，對系統(tǒng)建設(shè)的成功率和業(yè)務(wù)的快速發(fā)展具有重要意義。 本文結(jié)合X銀行IT外包項目的實施，，對X銀行IT外包項目的風(fēng)險管理進行了研究與分析，為X銀行IT外包項目構(gòu)建了全面風(fēng)險管理體系，并基于X銀行IT外包項目實施過程中存在的各種風(fēng)險因素，以問卷調(diào)查收集及分析了X銀行IT外包項目實施中的關(guān)鍵風(fēng)險因素。通過分析結(jié)果表明，業(yè)務(wù)需求分析有誤、外包公司選擇錯誤、業(yè)務(wù)需求變更、外包公司管理、業(yè)務(wù)不配合、費用超預(yù)算、實現(xiàn)方案不完善、溝通不暢、技術(shù)骨干流失、項目延期等十大風(fēng)險是影響X銀行IT外包項目實施的關(guān)鍵風(fēng)險因素。 針對X銀行IT外包項目實施的關(guān)鍵風(fēng)險因素，通過使用解釋結(jié)構(gòu)模型（ISM）的方法，研究了X銀行IT外包項目實施的風(fēng)險因素關(guān)系，通過計算得出各關(guān)鍵風(fēng)險的關(guān)系圖，并得出技術(shù)骨干流失、外包公司選擇錯誤、溝通不暢是導(dǎo)致項目實施失敗根本的原因。 本文通過采用風(fēng)險管理理論和具體案例的實踐對銀行IT外包項目的風(fēng)險管理進行了系統(tǒng)的分析和研究，研究結(jié)果如下：（1）在X銀行IT外包項目風(fēng)險管理分析的基礎(chǔ)上，構(gòu)建了X銀行IT外包項目全面風(fēng)險管理體系。（2）運用ISM解釋結(jié)構(gòu)模型分析得出X銀行IT外包項目的風(fēng)險解釋結(jié)構(gòu)模型。（3）分析X銀行IT外包項目的關(guān)鍵風(fēng)險，并提出了相應(yīng)的規(guī)避措施。 總之，本文應(yīng)用解釋結(jié)構(gòu)模型分析了X銀行IT外包項目過程中各種風(fēng)險因素之間的關(guān)系以及風(fēng)險產(chǎn)生的根源，并提出相應(yīng)的控制及規(guī)避措施，其目的是改進X銀行IT外包項目的風(fēng)險管理能力，從而保障項目的順利實施。
[Abstract]:Bank IT outsourcing project has been developed for many years and has been widely used in banking industry. IT project outsourcing can improve the core competitiveness of banks. Because the IT system has the characteristics of high cost, wide business scope and high security level requirements, there are a lot of uncertain factors in the system construction, which often have great risk, so strengthen the risk management of IT project. Especially the outsourcing project is of great significance to the success rate of system construction and the rapid development of business. Based on the implementation of X Bank IT outsourcing project, this paper studies and analyzes the risk management of X Bank IT outsourcing project, and constructs a comprehensive risk management system for X Bank IT outsourcing project. Based on the various risk factors existing in the implementation of IT outsourcing project in Bank X, the key risk factors in the implementation of IT outsourcing project in Bank X are collected and analyzed by questionnaire survey. The results show that the business requirements analysis is wrong, the outsourcing company is wrong in choice, the business demand is changed, the outsourcing company is managed, the business is not coordinated, the cost exceeds the budget, the realization scheme is not perfect, the communication is not smooth, and the technical backbone is lost. Ten risks, such as project postponement, are the key risk factors that affect the implementation of IT outsourcing project in X Bank. Aiming at the key risk factors of IT outsourcing project implementation in Bank X, the relationship between risk factors in the implementation of IT outsourcing project in Bank X is studied by using the method of explaining structure model (ISM), and the relationship diagram of each key risk is obtained by calculation. It is concluded that the loss of technical backbone, the wrong choice of outsourcing companies and the poor communication are the fundamental reasons for the failure of project implementation. This paper makes a systematic analysis and research on the risk management of bank IT outsourcing project by using the theory of risk management and the practice of concrete cases. The research results are as follows: (1) based on the risk management analysis of X Bank IT outsourcing project, The comprehensive risk management system of X Bank IT outsourcing project is constructed. (2) the risk interpretation structure model of X Bank IT outsourcing project is analyzed by using ISM interpretation structure model. (3) the key risks of X Bank IT outsourcing project are analyzed. The corresponding circumvention measures are put forward. In a word, this paper analyzes the relationship between various risk factors and the root causes of risk in the process of X Bank IT outsourcing project by using the explanatory structure model, and puts forward the corresponding control and circumvention measures. The purpose of this paper is to improve the risk management ability of X Bank IT outsourcing project, so as to ensure the smooth implementation of the project.
