【摘要】：虛擬貨幣以其便捷性促進(jìn)了電子商務(wù)和虛擬網(wǎng)絡(luò)經(jīng)濟(jì)的發(fā)展,但也帶來了一些問題和隱患。為此,筆者通過建立"虛擬貨幣的流通模型"和"虛擬貨幣—現(xiàn)實(shí)貨幣的流向模型",厘清了虛擬貨幣的流通過程,對(duì)虛擬貨幣的流通參與方進(jìn)行深入分析,試圖對(duì)現(xiàn)階段虛擬貨幣的監(jiān)管給出較優(yōu)監(jiān)管選擇,同時(shí)建議政府應(yīng)該從對(duì)虛擬貨幣發(fā)行機(jī)構(gòu)的準(zhǔn)入實(shí)施管理、對(duì)虛擬貨幣發(fā)行機(jī)構(gòu)的運(yùn)營實(shí)施現(xiàn)金準(zhǔn)備制度、對(duì)虛擬貨幣發(fā)行機(jī)構(gòu)實(shí)施評(píng)級(jí)制度等三個(gè)方面對(duì)虛擬貨幣進(jìn)行監(jiān)管。
[Abstract]:Virtual currency promotes the development of electronic commerce and virtual network economy with its convenience, but it also brings some problems and hidden dangers. Therefore, through the establishment of "virtual currency circulation model" and "virtual money-real money flow model", the author clarifies the circulation process of virtual currency, and deeply analyzes the participants of virtual currency circulation. This paper attempts to give a better regulatory choice for the supervision of virtual currency at this stage, and suggests that the government should implement the cash reserve system for the operation of the virtual currency issuer from the management of the access of the virtual currency issuer and the implementation of the cash reserve system for the operation of the virtual currency issuer. The virtual currency is supervised from three aspects: the rating system of the virtual currency issuer and the other three aspects.
