【摘要】：本文結(jié)合了巴塞爾新資本協(xié)議中的全面風險管理知識、COSO委員會提出的企業(yè)風險管理理論、企業(yè)核心能力和成熟度理論,分析了我國商業(yè)銀行全面風險管理的現(xiàn)狀以及存在的問題,然后研究總結(jié)了我國商業(yè)銀行全面風險管理能力的內(nèi)涵,最后和成熟度模型結(jié)合在一起,構(gòu)建商業(yè)銀行全面風險管理能力成熟度模型來描述商業(yè)銀行目前的風險管理能力。從風險管理理念、風險管理戰(zhàn)略、風險管理組織結(jié)構(gòu)、風險管理流程、風險管理人員能力、風險管理信息系統(tǒng)以及內(nèi)部控制體系這七個內(nèi)部因素來分析影響我國商業(yè)銀行的全面風險管理能力水平的具體評價指標。 本文采取的方法總體上是規(guī)范的理論分析和實證分析,先研究涉及商業(yè)銀行全面風險管理能力成熟度的理論分析,到總結(jié)商業(yè)銀行全面風險管理能力的概念內(nèi)涵,然后構(gòu)建我國商業(yè)銀行全面風險管理能力成熟度模型和風險管理能力指標評價體系,并以工商銀行為例展開實證分析。在此基礎(chǔ)上本文具體用層次分析法和模糊綜合評價法相結(jié)合的方法來進行指標評價體系的定量分析,最后結(jié)合調(diào)查分析的具體數(shù)據(jù),得出本文的樣本銀行即工商銀行的全面風險管理能力的綜合得分及成熟度等級。
[Abstract]:This paper combines the comprehensive risk management knowledge of the Basel New Capital Accord, the enterprise risk management theory proposed by the COSO Committee, the enterprise core competence and maturity theory, This paper analyzes the present situation and existing problems of the comprehensive risk management of commercial banks in China, and then studies and summarizes the connotation of the comprehensive risk management ability of the commercial banks in China. Finally, it combines with the maturity model. The comprehensive risk management capability maturity model of commercial banks is constructed to describe the current risk management capability of commercial banks. From the risk management concept, risk management strategy, risk management organizational structure, risk management process, risk management personnel capacity, The risk management information system and the internal control system are the seven internal factors to analyze the specific evaluation indicators that affect the overall risk management ability of commercial banks in China. The methods adopted in this paper are normative theoretical analysis and empirical analysis. Firstly, the paper studies the theoretical analysis of the maturity of the commercial banks' overall risk management capability, and summarizes the concept connotation of the commercial banks' overall risk management capability. Then we construct the comprehensive risk management capability maturity model and risk management capability evaluation system of commercial banks in China, and take ICBC as an example to carry out empirical analysis. On this basis, this paper uses the method of AHP and fuzzy comprehensive evaluation to carry out quantitative analysis of index evaluation system, and finally combines the specific data of investigation and analysis. The comprehensive score and maturity level of ICBC's comprehensive risk management ability are obtained.
