【摘要】：由于中國經(jīng)濟的高速發(fā)展，人民幣的國際地位也在日益提升，人民幣國際化已成為中國政府在國際貨幣金融領域的核心發(fā)展戰(zhàn)略。然而在目前人民幣國際化進程遭遇困難與阻礙的情況下，，建立和發(fā)展起人民幣離岸金融中心無疑是緩解和解決人民幣國際化困境的絕佳方法。中國資本項目仍未完全開放，因此需要建立一個有利于離岸人民幣運行的離岸金融中心，一方面能夠增加人民幣離岸流通量以及流動速度，另外一方面能夠在貨幣國際監(jiān)管方面為我國政府積累經(jīng)驗，進而形成一個良性循環(huán)，促進人民幣國際化的快速發(fā)展。 本文基于人民幣國際化的大背景，從人民幣離岸金融相關概念以及理論出發(fā)，分析了當前形勢下發(fā)展人民幣離岸金融中心的必要性以及可行性。通過借鑒和總結國際上成功的離岸金融中心的發(fā)展經(jīng)驗，分析各類離岸金融中心的發(fā)展模式，然后結合我國具體情況，總結出發(fā)展人民幣離岸金融中心的應選擇的路徑，對人民幣離岸金融中心發(fā)展建設實際操作問題進行具體分析，包括區(qū)位地址選擇以及相關配套政策的實施。以在香港建立人民幣離岸中心為重點進行綜合分析，具體分析香港目前人民幣業(yè)務運行情況以及發(fā)展趨勢,為將來在上海自貿(mào)區(qū)內(nèi)開展人民幣離岸業(yè)務積累經(jīng)驗。最后，對人民幣離岸金融中心的風險因素進行分析，并且根據(jù)這些風險從中國監(jiān)管層和人民幣離岸金融中心所在地監(jiān)管層兩個方面提出相關的監(jiān)管建議。
[Abstract]:Due to the rapid development of China's economy, the international status of RMB is also increasing day by day. RMB internationalization has become the core development strategy of the Chinese government in the field of international currency and finance. However, with the difficulties and obstacles in the process of RMB internationalization, the establishment and development of RMB offshore financial center is undoubtedly the best way to alleviate and solve the dilemma of RMB internationalization. China's capital account has not yet been fully opened, so it is necessary to establish an offshore financial center conducive to the operation of the offshore renminbi, which on the one hand can increase the offshore circulation of the renminbi and the speed of its flow. On the other hand, it can accumulate experience for our government in the aspect of international monetary supervision, and then form a virtuous circle to promote the rapid development of RMB internationalization. Based on the background of RMB internationalization, this paper analyzes the necessity and feasibility of developing RMB offshore financial center under the current situation from the related concepts and theories of RMB offshore finance. By drawing lessons from and summing up the development experience of successful offshore financial centers in the world, this paper analyzes the development models of various offshore financial centres, and then sums up the paths to be chosen for the development of RMB offshore financial centers in light of the specific situation in China. This paper analyzes the practical operation of the development and construction of RMB offshore financial center, including location address selection and the implementation of relevant supporting policies. This paper focuses on the establishment of RMB offshore center in Hong Kong and analyzes the current operation and development trend of RMB business in Hong Kong in order to accumulate experience for offshore RMB business in Shanghai Free Trade Zone in the future. Finally, the risk factors of RMB offshore financial center are analyzed, and based on these risks, relevant regulatory suggestions are put forward from two aspects: China supervision layer and RMB offshore financial center location supervision layer.
