【摘要】：長(zhǎng)期以來(lái),財(cái)政、金融援藏政策不協(xié)調(diào)是造成在藏銀行業(yè)金融機(jī)構(gòu)信貸投放意愿低下、西藏特色優(yōu)勢(shì)產(chǎn)業(yè)發(fā)展相對(duì)滯緩的重要原因。本文在深入分析統(tǒng)籌財(cái)政、金融援藏政策的必要性與可行性的基礎(chǔ)上,提出應(yīng)盡快將財(cái)政、金融援藏政策統(tǒng)籌確定為自治區(qū)級(jí)發(fā)展戰(zhàn)略,加快構(gòu)建中國(guó)特色、西藏特點(diǎn)現(xiàn)代金融業(yè)服務(wù)體系,建立西藏自治區(qū)財(cái)政、金融援藏政策統(tǒng)籌部門聯(lián)席會(huì)議制度等政策建議。
[Abstract]:For a long time, the lack of coordination of fiscal and financial aid to Tibet is the main reason for the low willingness to extend credit to financial institutions in Tibetan banking and the relatively slow development of Tibet's characteristic advantage industries. On the basis of in-depth analysis of the necessity and feasibility of fiscal and financial aid for Tibet, this paper proposes that the policy of financial and financial assistance for Tibet should be determined as a development strategy at the autonomous region level as soon as possible, and that the construction of Chinese characteristics should be speeded up. Tibet features a modern financial services system and establishes the system of joint meetings of the Tibet Autonomous region's financial and financial policy coordinating departments for Tibet.
