我國高技術(shù)產(chǎn)業(yè)的FDI溢出效應(yīng)研究

【摘要】:高技術(shù)產(chǎn)業(yè)作為國家戰(zhàn)略性前導(dǎo)產(chǎn)業(yè),在我國制造業(yè)中有著顯要的地位,2001年加入WTO以來,我國高技術(shù)產(chǎn)業(yè)進(jìn)入了一個(gè)快速發(fā)展期,到2011年我國高技術(shù)產(chǎn)業(yè)總產(chǎn)值達(dá)到了88433.90億元,初步奠定了其在制造業(yè)中的核心地位?鐕驹谖覈闹苯油顿Y是除了我國政府的大力支持之外,我國高技術(shù)產(chǎn)業(yè)發(fā)展的一個(gè)非常重要的因素。2011年我國高技術(shù)產(chǎn)業(yè)中的外商直接投資企業(yè)貢獻(xiàn)了總產(chǎn)值的62.92%,就業(yè)也占到了高技術(shù)產(chǎn)業(yè)總就業(yè)人數(shù)的59.31%。那么除了在宏觀方面為我國高技術(shù)產(chǎn)業(yè)做出總量貢獻(xiàn)外,跨國公司在我國的直接投資,是不是在微觀技術(shù)進(jìn)步和生產(chǎn)效率的提升方面給我國高技術(shù)產(chǎn)業(yè)的發(fā)展帶來助力呢?即外商投資企業(yè)有沒有給我國的高技術(shù)產(chǎn)業(yè)帶來了技術(shù)溢出效應(yīng)?如果有正向的技術(shù)溢出,影響技術(shù)溢出強(qiáng)弱的因素有哪些呢?為回答這些問題,我們首先對(duì)FDI溢出效應(yīng)進(jìn)行了理論和文獻(xiàn)綜述,歸納了FDI溢出效應(yīng)的發(fā)生機(jī)理、轉(zhuǎn)移渠道及其影響因素。其次,我們就我國高技術(shù)產(chǎn)業(yè)中的外商投資企業(yè)的存量及其分布特點(diǎn)進(jìn)行了描繪,建立一個(gè)以總產(chǎn)值為解釋變量、資本、勞動(dòng)力投入和研發(fā)支出為等控制變量的實(shí)證方程,來考察外商直接投資存量對(duì)行業(yè)生產(chǎn)總值的影響,制作了涉及到17個(gè)子行業(yè)的136組數(shù)據(jù)的面板數(shù)據(jù)庫。然后,我們分別采用固定效應(yīng)模型、隨機(jī)效應(yīng)模型和OLS方法對(duì)我國高技術(shù)產(chǎn)業(yè)中的FDI溢出效應(yīng)進(jìn)行了實(shí)證分析,并在此基礎(chǔ)上引入FDI溢出效應(yīng)影響因子變量,檢驗(yàn)了它們與溢出效應(yīng)之間的相關(guān)關(guān)系。實(shí)證結(jié)果表明:(1)我國高技術(shù)產(chǎn)業(yè)中外商直接投資帶來了明顯的技術(shù)外溢效應(yīng);(2)內(nèi)外資企業(yè)的技術(shù)差距以及出口外向度與FDI溢出效應(yīng)呈現(xiàn)了負(fù)向相關(guān)關(guān)系;(3)國有比例的增高可以促進(jìn)FDI溢出效應(yīng);(4)研發(fā)人員占比以及行業(yè)集中度對(duì)FDI溢出效應(yīng)的影響不顯著。最后,根據(jù)實(shí)證分析的結(jié)果,我們針對(duì)我國高技術(shù)產(chǎn)業(yè)的進(jìn)一步發(fā)展提出了以下建議:(1)繼續(xù)加大對(duì)高技術(shù)產(chǎn)業(yè)FDI的吸引力度;(2)加大對(duì)高技術(shù)企業(yè)研發(fā)創(chuàng)新和引入先進(jìn)設(shè)備的支持; (3)采取特定產(chǎn)業(yè)政策以保持適中的行業(yè)集中度;(4)支持有實(shí)力的本土高技術(shù)企業(yè)開拓國外市場;(5)鼓勵(lì)和支持本土企業(yè)建立完善的研發(fā)創(chuàng)新管理體系。
[Abstract]:As a national strategic leading industry, high-tech industry has a prominent position in China's manufacturing industry. Since China's entry into WTO in 2001, China's high-tech industry has entered a period of rapid development. By 2011, the total output value of high-tech industry in our country has reached 8.84339 trillion yuan, which has preliminarily established its core position in the manufacturing industry. In addition to the strong support of our government, the direct investment of transnational corporations in China, In 2011, foreign direct investment enterprises in high-tech industries contributed 62.92 percent of the total output value, and employment accounted for 59.31 percent of the total employment of high-tech industries. So in addition to the macro contribution to the total amount of high-tech industries in our country, the direct investment of multinational corporations in China, in the micro-technological progress and the promotion of production efficiency to promote the development of high-tech industries in China? That is, does the foreign-invested enterprise bring the technology spillover effect to the high-tech industry of our country? If there is a positive technology spillover, what are the factors that affect the technology spillover? In order to answer these questions, we firstly summarize the theory and literature of FDI spillover effect, summarize the mechanism of FDI spillover effect, transfer channel and its influencing factors. Secondly, we describe the stock and distribution characteristics of foreign-invested enterprises in high-tech industries in China, and establish an empirical equation with the total output value as the explanatory variable, capital, labor input and R & D expenditure as control variables. To investigate the impact of FDI stock on the gross domestic product of the industry, a panel database of 136 sets of data related to 17 sub-industries is made. Then, we use the fixed effect model, stochastic effect model and OLS method to analyze the FDI spillover effect in the high-tech industry of our country, and on this basis, we introduce the influence factor variable of FDI spillover effect. The correlation between them and spillover effect is examined. The empirical results show that: (1) FDI brings obvious technology spillover effect in high-tech industry, (2) there is a negative correlation between FDI spillover effect and the technology gap and export extroversion of domestic and foreign enterprises. (3) the increase of state-owned ratio can promote the spillover effect of FDI, (4) the proportion of R & D personnel and the degree of industry concentration have no significant effect on FDI spillover effect. Finally, according to the results of empirical analysis, we put forward the following suggestions for the further development of China's high-tech industry: (1) continue to increase the attractiveness of high-tech industry FDI; (2) to increase the support for R & D innovation and the introduction of advanced equipment to high-tech enterprises; (3) to adopt specific industrial policies to maintain moderate industry concentration; (4) to support local high-tech enterprises to develop foreign markets; (5) encourage and support local enterprises to establish perfect R & D innovation management system.
