【摘要】：我國有著三分之二的農(nóng)業(yè)人口,依靠全世界7%的耕地,養(yǎng)育了全世界22%的人口,保障13億人的糧食安全問題,因此農(nóng)業(yè)的持續(xù)性發(fā)展關(guān)系著我國的國運(yùn)民生；金融體系,作為現(xiàn)代經(jīng)濟(jì)體系當(dāng)中對資源配置,特別是資本配置起到樞紐作用的部門,對于其他部門的發(fā)展都起著關(guān)鍵的推動作用。如何利用金融服務(wù)體系,更好地促進(jìn)我國農(nóng)業(yè)的持續(xù)性發(fā)展,是一個很有價(jià)值的研究課題。 本文以農(nóng)業(yè)持續(xù)性發(fā)展理論、要素稟賦理論、環(huán)境承載力理論為基礎(chǔ),立足于我國金融服務(wù)體系的發(fā)展現(xiàn)狀,特別是以山東省的情況為例,分析了金融系統(tǒng)對于農(nóng)業(yè)持續(xù)性發(fā)展的支持情況,深入剖析了發(fā)展中呈現(xiàn)出的問題,本文作者認(rèn)為,土地流轉(zhuǎn)信托是將金融服務(wù)體系建設(shè)與農(nóng)業(yè)持續(xù)性發(fā)展二者很好結(jié)合、實(shí)現(xiàn)用農(nóng)村金融服務(wù)體系建設(shè)支持農(nóng)業(yè)持續(xù)性發(fā)展的重要的策略選擇,并相應(yīng)的提出了利用新型農(nóng)村金融機(jī)構(gòu)、土地流轉(zhuǎn)信托、農(nóng)業(yè)保險(xiǎn)等工具改善金融體系對農(nóng)業(yè)持續(xù)性發(fā)展支持的現(xiàn)狀的政策建議。 本文主要分為以下幾個部分：第一部分為選題背景,對農(nóng)業(yè)持續(xù)性發(fā)展的情況進(jìn)行概述,并論述金融支持對于促進(jìn)農(nóng)業(yè)發(fā)展的重要作用；第二部分文獻(xiàn)綜述,分制度對于我國農(nóng)業(yè)發(fā)展影響研究、農(nóng)業(yè)持續(xù)性發(fā)展研究、金融支持研究三方面梳理了本文相關(guān)的國內(nèi)外已有研究成果,梳理了重要的研究方法,并確定了本文所使用的方法；第三部分詳細(xì)對農(nóng)業(yè)持續(xù)性發(fā)展的內(nèi)涵進(jìn)行了定義；第四部分主要論述金融支持對于我國農(nóng)業(yè)持續(xù)性發(fā)展影響的現(xiàn)狀,并提出問題；第五部分提出了利用新型農(nóng)村金融機(jī)構(gòu)、土地流轉(zhuǎn)信托、農(nóng)業(yè)保險(xiǎn)等工具改善金融體系對農(nóng)業(yè)持續(xù)性發(fā)展支持的現(xiàn)狀的政策建議,深入分析了現(xiàn)存的金融機(jī)構(gòu)、金融工具存在的問題和未來的發(fā)展方向；第六部分實(shí)證檢驗(yàn),利用層次分析法構(gòu)建了我國農(nóng)業(yè)持續(xù)性發(fā)展水平的評價(jià)指標(biāo)體系,并使用2000-2009年27個省的面板數(shù)據(jù),利用固定效應(yīng)模型,研究了其與金融支持?jǐn)?shù)據(jù)之間的關(guān)系；第七部分為本研究的不足及對未來研究的展望。
[Abstract]:China has 2/3 agricultural population, relying on 7% of the world's arable land, raising 22% of the world's population, ensuring the food security of 1.3 billion people, so the sustainable development of agriculture is related to the people's livelihood of our country. Financial system, which plays a pivotal role in resource allocation, especially capital allocation, plays a key role in promoting the development of other sectors in the modern economic system. How to make use of the financial service system to promote the sustainable development of agriculture in China is a valuable research topic. Based on the theory of agricultural sustainable development, the theory of factor endowment and the theory of environmental carrying capacity, this paper is based on the development of financial service system in China, especially in Shandong Province. This paper analyzes the support of financial system for the sustainable development of agriculture, and analyzes the problems in the development. The author thinks that the trust of land circulation is a good combination of the construction of financial service system and the sustainable development of agriculture. To realize the important strategic choice to support the sustainable development of agriculture with the construction of rural financial service system, and accordingly put forward the use of new rural financial institutions, land transfer trust, Policy recommendations for tools such as agricultural insurance to improve the current status of financial system support for sustainable agricultural development. This paper is divided into the following parts: the first part is the background of the topic, the situation of sustainable development of agriculture is summarized, and the important role of financial support to promote the development of agriculture is discussed. The second part of the literature review, the impact of the system on China's agricultural development research, agricultural sustainable development research, financial support research on three aspects of the domestic and foreign related research results, combing the important research methods. The methods used in this paper are determined. The third part defines the connotation of agricultural sustainable development in detail, the fourth part mainly discusses the impact of financial support on the sustainable development of agriculture in China, and puts forward some problems. The fifth part puts forward the policy suggestions to improve the current situation of sustainable development of agriculture by means of new rural financial institutions, land transfer trusts, agricultural insurance and so on, and deeply analyzes the existing financial institutions. The existing problems of financial instruments and the future development direction; The sixth part of the empirical test, using the Analytic hierarchy process to construct the evaluation index system of the level of sustainable development of agriculture in China, and using the panel data of 27 provinces from 2000 to 2009, using the fixed effect model. The relationship between financial support data and financial support data is studied. The seventh part is the deficiency of this study and the prospect of future research.
