【摘要】：自2008年全球金融危機(jī)后,我國(guó)在國(guó)際上地位顯著提高,這也必然引起人民幣國(guó)際影響力的增大。實(shí)現(xiàn)人民幣的國(guó)際化,是近年來(lái)中國(guó)金融改革的重點(diǎn)目標(biāo)之一。一國(guó)貨幣成為國(guó)際貨幣,首先需要通過交易需求、投資需求和預(yù)防需求流出國(guó)內(nèi),然后再由境外持有者通過正規(guī)的渠道回流至境內(nèi),形成貨幣的國(guó)際間雙向循環(huán)。在推進(jìn)人民幣國(guó)際化進(jìn)程中,由于人民幣雙向流通機(jī)制的失衡,必然影響人民幣在國(guó)際上吸引力。人民幣回流機(jī)制的完善對(duì)于改善當(dāng)前人民幣跨境流通存在的結(jié)構(gòu)失衡問題有至關(guān)重要的作用。 本文首先分析了當(dāng)前人民幣主要的流出和回流渠道以及存在的問題,然后進(jìn)一步分析了建立與完善人民幣回流渠道的必要性以及當(dāng)前具備的能夠完善回流渠道的可行性條件。最后結(jié)合上海自由貿(mào)易區(qū)的設(shè)立,綜合分析目前回流渠道現(xiàn)狀,以上海建立人民幣離岸金融中心為突破口,健全人民幣的回流機(jī)制。
[Abstract]:Since the global financial crisis in 2008, China's position in the international community has improved significantly, which will inevitably lead to the increase of the international influence of RMB. The internationalization of RMB is one of the key targets of China's financial reform in recent years. When a country's currency becomes an international currency, it first needs to flow out of the country through transaction demand, investment demand and prevention demand, and then the foreign holder returns to the country through formal channels to form a two-way international circulation of currency. In the process of promoting RMB internationalization, the imbalance of RMB two-way circulation mechanism will inevitably affect the international attractiveness of RMB. The improvement of RMB reflux mechanism plays an important role in ameliorating the structural imbalance existing in the current cross-border circulation of RMB. This paper first analyzes the main outflow and return channels of RMB and the existing problems, and then further analyzes the necessity of establishing and perfecting the RMB reflux channel and the feasible conditions to perfect the backflow channel at present. Finally, combining with the establishment of Shanghai Free Trade area, this paper comprehensively analyzes the current situation of return channels, taking the establishment of RMB offshore financial center in Shanghai as a breakthrough, and perfecting the return mechanism of RMB.
