中俄對外直接投資比較研究

【摘要】：中國和俄羅斯同為“金磚國家”中重要成員，作為發(fā)展中國家和新興市場國家的代表，上個世紀(jì)以來，兩個國家的經(jīng)濟都快速增長，全面發(fā)展，而且先后加入了WTO，參與到了經(jīng)濟全球化中，在各自的區(qū)域乃至世界范圍內(nèi)都具有重要的影響力。中國和俄羅斯的對外直接投資都發(fā)展十分迅速。 中國和俄羅斯的對外直接投資具有很多相似點，也有很多的不同點，兩國在經(jīng)濟和對外投資上也有緊密的聯(lián)系。中國和俄羅斯同時面臨著經(jīng)濟體制轉(zhuǎn)軌帶來的問題，也都面臨著復(fù)雜多變的國際環(huán)境。對中國和俄羅斯的對外直接投資進(jìn)行比較，可以相互吸取經(jīng)驗，也可以獲得解決本國問題的啟發(fā)，促進(jìn)兩國對外直接投資的發(fā)展，促進(jìn)中國俄羅斯相互投資的發(fā)展，提高兩國的經(jīng)濟實力。 本文在多個方面全面深入地對中國和俄羅斯的對外直接投資進(jìn)行了比較，并分析了產(chǎn)生這種現(xiàn)象的原因�？偟膩碚f，中俄對外直接投資發(fā)展趨勢是十分良好的。中俄對外直接投資在2000年以后都增長十分迅速，對外直接投資的形式都是以跨國并購為主，，但是中俄對外直接投資的主體不同，投資的行業(yè)側(cè)重有所不同，投資地區(qū)分布差異大。近幾年來，中國和俄羅斯對外直接投資都在增加對第三產(chǎn)業(yè)的投資。中國對外直接投資主要分布在香港和發(fā)達(dá)國家，俄羅斯對外直接投資主要分布在歐盟和獨聯(lián)體國家。 從對外直接投資的流量來看，中國對外直接投資的流量高于俄羅斯。從對外直接投資存量來看，中國對外直接投資存量十年來一直落后于俄羅斯，但是在2011年之后，中國對外直接投資存量超過了俄羅斯�；趪H直接投資的開放度俄羅斯一直大于中國，中國的對外直接投資與國民經(jīng)濟的匹配程度落后于俄羅斯，俄羅斯對外直接投資產(chǎn)生的經(jīng)濟效應(yīng)更明顯，但是中國和俄羅斯對外直接投資績效指數(shù)都偏低，這些我國都需要改善。 中國和俄羅斯政府都在積極采取措施和制定法律法規(guī)來促進(jìn)本國對外直接投資，但是兩國仍然各自存在不足的方面。未來我國政府和企業(yè)都可以采取措施進(jìn)行改進(jìn)，促進(jìn)我國對外直接投資的發(fā)展。
[Abstract]:China and Russia are both important members of the BRICS countries. As representatives of developing countries and emerging market countries, both countries have enjoyed rapid economic growth and comprehensive development since the last century. And has joined the WTO, to participate in the economic globalization successively, has the important influence in the respective region and even the world scope. Foreign direct investment from China and Russia is growing very rapidly. China and Russia have a lot of similarities and differences in their foreign direct investment, and the two countries have close economic and foreign investment links. Both China and Russia are faced with the problems brought about by the transition of economic system and the complicated and changeable international environment. By comparing the foreign direct investment between China and Russia, we can learn from each other's experience and gain inspiration to solve our own problems, to promote the development of foreign direct investment between China and Russia, and to promote the development of mutual investment between China and Russia. Enhance the economic strength of the two countries. This paper makes a comprehensive and in-depth comparison of China's FDI with Russia's, and analyzes the causes of this phenomenon. In general, the development trend of foreign direct investment between China and Russia is very good. Foreign direct investment between China and Russia has been growing very rapidly since 2000. The forms of foreign direct investment are mainly transnational mergers and acquisitions. However, the main bodies of foreign direct investment between China and Russia are different, and the industries in which investment is focused on are different. The regional distribution of investment varies greatly. In recent years, both China and Russia have increased their investment in the tertiary sector. China's FDI is mainly in Hong Kong and developed countries, while Russian FDI is mainly in EU and CIS countries. From the flow of foreign direct investment, the flow of China's foreign direct investment is higher than that of Russia. Looking at the stock of OFDI, China's OFDI stock has lagged behind Russia for 10 years, but after 2011, China's OFDI stock has surpassed that of Russia. Based on the fact that the degree of openness of international direct investment in Russia is always greater than that of China, the degree of matching between China's foreign direct investment and the national economy lags behind that of Russia, and the economic effect of Russian foreign direct investment is even more obvious. However, both China and Russia have low OFDI performance indices, which China needs to improve. Both Chinese and Russian governments are actively taking steps and enacting laws and regulations to boost their foreign direct investment, but the two countries still have their own shortcomings. In the future, our government and enterprises can take measures to improve the development of China's foreign direct investment.
