內(nèi)控視角下的我國商業(yè)銀行操作風(fēng)險(xiǎn)及其管理對(duì)策研究

【摘要】:隨著全球金融業(yè)的高速發(fā)展,銀行業(yè)面臨的風(fēng)險(xiǎn)益日俱增,全球金融家開始思考如何在風(fēng)險(xiǎn)還沒有來臨之前就做好相關(guān)控制措施,以最大限度降低風(fēng)險(xiǎn)給金融機(jī)構(gòu)帶來打擊和損失。2004年6月,巴塞爾銀行監(jiān)管委員會(huì)頒布了《新資本協(xié)議》,明確地將操作風(fēng)險(xiǎn)納入資本監(jiān)管的范疇,提出了銀行操作風(fēng)險(xiǎn)資本量化方法。我國商業(yè)銀行操作風(fēng)險(xiǎn)管理起步較晚,2007年5月中國銀監(jiān)會(huì)印發(fā)《商業(yè)銀行操作風(fēng)險(xiǎn)管理指引》要求商業(yè)銀行建立與本行的業(yè)務(wù)性質(zhì)、規(guī)模和復(fù)雜程度相適應(yīng)的操作風(fēng)險(xiǎn)管理體系,有效地識(shí)別、評(píng)估、監(jiān)測和控制/緩釋操緩釋操作風(fēng)險(xiǎn),因此如何在當(dāng)前嚴(yán)峻的經(jīng)濟(jì)形勢(shì)下,加強(qiáng)操作風(fēng)險(xiǎn)管理建設(shè),提供高風(fēng)險(xiǎn)管理水平,,是目前我國商業(yè)銀行亟待解決的問題。 本文從我國商業(yè)銀行內(nèi)部控制和操作風(fēng)險(xiǎn)管理的關(guān)系入手,通過對(duì)國內(nèi)商業(yè)銀行操作風(fēng)險(xiǎn)案例進(jìn)行分析,從而了解國內(nèi)商業(yè)銀行操作風(fēng)險(xiǎn)特征、管理現(xiàn)狀、難點(diǎn)及不足,進(jìn)一步分析出導(dǎo)致我國商業(yè)銀行操作風(fēng)險(xiǎn)的主要原因。在此基礎(chǔ)上,文章從內(nèi)控控制“五要素”的視角,對(duì)國內(nèi)商業(yè)銀行操作風(fēng)險(xiǎn)成因進(jìn)行分析,深刻揭示了內(nèi)控理念不足、操作風(fēng)險(xiǎn)管理能力不足、內(nèi)控措施不完善、信息交流不暢、監(jiān)督檢查不到位等深層原因,同時(shí)有針對(duì)性的提出內(nèi)控視角下我國商業(yè)銀行操作風(fēng)險(xiǎn)管理對(duì)策,既符合操作風(fēng)險(xiǎn)管理的要求又結(jié)合了當(dāng)前國內(nèi)商業(yè)銀行操作風(fēng)險(xiǎn)管理的實(shí)際情況,旨在提升我國商業(yè)銀行操作風(fēng)險(xiǎn)管理水平,強(qiáng)化風(fēng)險(xiǎn)抵御能力。
[Abstract]:With the rapid development of the global financial industry and the increasing risks faced by the banking industry, global financiers are beginning to think about how to do a good job of controlling the risks before the risk comes. In June 2004, the Basel Committee on Banking Supervision promulgated the New Capital Accord, which explicitly includes operational risks in the scope of capital supervision. This paper puts forward the quantitative method of the operational risk capital of the bank. The operational risk management of commercial banks in China started relatively late. In May 2007, the China Banking Regulatory Commission issued the "operational risk Management guidelines for Commercial Banks", which require commercial banks to establish the business nature with their own banks. The operational risk management system, which is suitable for scale and complexity, can effectively identify, evaluate, monitor and control / slow release operational risk, so how to strengthen the construction of operational risk management in the current severe economic situation, Providing high risk management level is an urgent problem to be solved by commercial banks in our country. Starting from the relationship between internal control and operational risk management of commercial banks in China, this paper analyzes the operational risk cases of domestic commercial banks, and then understands the characteristics, management status, difficulties and shortcomings of domestic commercial banks. Further analysis of the main reasons leading to the operational risk of commercial banks in China. On this basis, from the perspective of "five elements" of internal control, this paper analyzes the causes of operational risk in domestic commercial banks, and deeply reveals that the concept of internal control is insufficient, the operational risk management capacity is insufficient, and the internal control measures are not perfect. The deep reasons, such as poor information exchange and inadequate supervision and inspection, are also pointed out, and the countermeasures of operational risk management of commercial banks in China under the perspective of internal control are put forward. It not only meets the requirements of operational risk management, but also combines the actual situation of operational risk management of domestic commercial banks. It aims at improving the level of operational risk management of commercial banks in China and strengthening their ability to resist risks.
