【摘要】：2010年10月10日，在國(guó)務(wù)院工作會(huì)議上，溫家寶總理提出：“抓住機(jī)遇，加快培育和發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)�！睉�(zhàn)略性新興產(chǎn)業(yè)的發(fā)展，尤其是中小企業(yè)，必須要建立相應(yīng)的科技金融支持體系�？萍笺y行是該體系中關(guān)鍵的組成部分，，起到一個(gè)觸發(fā)和加速的作用，推動(dòng)了整個(gè)金融系統(tǒng)對(duì)這些產(chǎn)業(yè)的信貸支持。與此同時(shí)，在我國(guó)經(jīng)濟(jì)轉(zhuǎn)型的關(guān)鍵時(shí)期，成為經(jīng)濟(jì)轉(zhuǎn)型的中堅(jiān)推進(jìn)力量。然而科技型中小企業(yè)一直面臨著融資難的困境，科技銀行作為解決這一難題的新途徑受到各方高度關(guān)注。 本文的研究目的是對(duì)中美科技銀行支持科技型中小企業(yè)的模式進(jìn)行比較，探索如何因地制宜，切實(shí)構(gòu)建適合我國(guó)國(guó)情的科技銀行發(fā)展模式，以期更好的支持科技型中小企業(yè)。本文的討論和研究主要集中在科技銀行的發(fā)展模式，基于中美模式的比較，分析我國(guó)科技銀行發(fā)展問(wèn)題及模式選擇并提出相應(yīng)的對(duì)策。采用了定量和定性相結(jié)合，比較分析，規(guī)范分析和實(shí)證分析相結(jié)合，系統(tǒng)分析。具體內(nèi)容分為五個(gè)部分： 第一章是緒論。這一章節(jié)主要介紹了本文的選題背景和研究意義，通過(guò)對(duì)國(guó)內(nèi)外相關(guān)研究現(xiàn)狀進(jìn)行分析總結(jié)并做出綜述，介紹了本文的主要內(nèi)容和研究方法，同時(shí)包括本文的創(chuàng)新和不足。 第二章是闡述分析科技銀行與科技型中小企業(yè)的概念及關(guān)系。此章從科技型中小企業(yè)和科技銀行的概念界定開(kāi)始，著重從融資難方面分析科技型中小企業(yè)的困境，提出我國(guó)發(fā)展科技銀行的必要性。 第三章是美國(guó)科技銀行的主要模式分析。主要分析了美國(guó)硅谷銀行模式以及對(duì)我國(guó)發(fā)展科技銀行的啟示和積極的借鑒意義。 第四章是我國(guó)科技銀行的主要模式分析。重點(diǎn)介紹了我國(guó)科技銀行典型模式科技支行的發(fā)展，并與硅谷銀行模式進(jìn)行比較。 第五章是構(gòu)建我國(guó)科技銀行模式的建議。在前面章節(jié)的研究基礎(chǔ)上對(duì)構(gòu)建我國(guó)科技銀行模式提出對(duì)策建議。
[Abstract]:On October 10, 2010, at a working meeting of the State Council, Premier Wen Jiabao proposed: "seize the opportunity to speed up the cultivation and development of strategic emerging industries." The development of strategic emerging industries, especially small and medium-sized enterprises, must establish the corresponding science and technology financial support system. Technology banking is a key component of the system that acts as a trigger and accelerator, driving credit support for these industries across the financial system. At the same time, in the key period of China's economic transformation, become the backbone of economic transformation. However, science and technology SMEs have been faced with the dilemma of financing, and science and technology banks as a new way to solve this problem are highly concerned by all parties. The purpose of this paper is to compare the mode of supporting science and technology SMEs between Chinese and American science and technology banks, and to explore how to adapt to local conditions and construct the development mode of science and technology banks in order to better support science and technology small and medium-sized enterprises. The discussion and research in this paper mainly focus on the development model of science and technology bank. Based on the comparison of Chinese and American models, this paper analyzes the development problems and mode selection of science and technology bank in China and puts forward the corresponding countermeasures. Quantitative and qualitative analysis, comparative analysis, normative analysis and empirical analysis are adopted. The specific content is divided into five parts: the first chapter is the introduction. This chapter mainly introduces the background and significance of this paper, through the analysis and summary of the domestic and foreign related research status, introduces the main content and research methods, including the innovation and insufficiency of this paper. The second chapter is to analyze the concept and relationship between S & T Bank and S & T SMEs. This chapter begins with the definition of the concept of science and technology small and medium-sized enterprises and science and technology banks, analyzes the difficulties of science and technology small and medium-sized enterprises from the aspect of financing difficulties, and points out the necessity of developing science and technology banks in China. The third chapter is the main mode analysis of American science and technology bank. This paper mainly analyzes the American Silicon Valley banking model and its enlightenment and positive reference to the development of science and technology banks in China. The fourth chapter is the main mode analysis of our country science and technology bank. This paper mainly introduces the development of science and technology bank in China and compares it with Silicon Valley bank. The fifth chapter is the suggestion of constructing the model of science and technology bank in our country. On the basis of the research in the previous chapters, the author puts forward some countermeasures and suggestions for the construction of our country's S & T banking model.
