X農(nóng)村商業(yè)銀行不良資產(chǎn)管理探究

【摘要】:隨著農(nóng)村信用社法人治理改革的逐步推進(jìn)和深入,全國(guó)范圍內(nèi)涌現(xiàn)出大量農(nóng)村商業(yè)銀行,新成立農(nóng)村商業(yè)銀行將面臨來(lái)自?xún)蓚€(gè)方面不良資產(chǎn)管理的壓力和挑戰(zhàn)。一方面是存量表內(nèi)外不良資產(chǎn)的管理和清收化解;另一方面是新增不良資產(chǎn)的清收化解。筆者通過(guò)對(duì)X農(nóng)村商業(yè)銀行不良資產(chǎn)管理模式變革過(guò)程進(jìn)行分析和總結(jié),就農(nóng)村商業(yè)銀行不良資產(chǎn)管理模式進(jìn)行探討,分析農(nóng)村商業(yè)銀行不良資產(chǎn)管理模式、管理方法和績(jī)效考核等實(shí)際管理問(wèn)題,在為X農(nóng)村商業(yè)銀行不良資產(chǎn)管理提供解決方案的同時(shí),為其他農(nóng)村商業(yè)銀行和中小金融機(jī)構(gòu)不良資產(chǎn)管理提供借鑒。 第一部分,是本文的緒論部分,主要介紹農(nóng)村商業(yè)銀行不良管理研究目的、研究意義、研究?jī)?nèi)容和研究方法。 第二部分,主要對(duì)不良資產(chǎn)管理進(jìn)行概述。介紹不良資產(chǎn)相關(guān)概念,主要包括資產(chǎn)、不良資產(chǎn)、不良貸款、已核銷(xiāo)呆賬、抵債資產(chǎn)等常見(jiàn)不良資產(chǎn)相關(guān)概念,重點(diǎn)介紹央行票據(jù)置換不良貸款和發(fā)起人出資購(gòu)買(mǎi)不良貸款等農(nóng)村商業(yè)銀行特色不良貸款情況;對(duì)不良資產(chǎn)管理以往的觀點(diǎn)和評(píng)論進(jìn)行介紹,指出對(duì)農(nóng)村商業(yè)銀行不良資產(chǎn)管理的研究相對(duì)較少;介紹本文對(duì)以往研究的補(bǔ)充,以及本文研究分析框架。 第三部分,主要介紹農(nóng)村商業(yè)銀行不良資產(chǎn)管理研究案例的基本信息,包括基本情況、歷史沿革等,介紹案例數(shù)據(jù)收集過(guò)程和案例數(shù)據(jù)處理方法。 第四部分,主要以X農(nóng)村商業(yè)銀行為案例,介紹其不良資產(chǎn)管理概況,并在此基礎(chǔ)上,分別從不良資產(chǎn)管理模式、不良資產(chǎn)管理方法和不良資產(chǎn)績(jī)效考核三個(gè)方面進(jìn)行分析和評(píng)論。一是對(duì)X農(nóng)村商業(yè)銀行原有分散管理模式進(jìn)的優(yōu)勢(shì)和劣勢(shì)進(jìn)行分析,提出改進(jìn)建議;二是對(duì)X農(nóng)村商業(yè)銀行原不良資產(chǎn)管理方法進(jìn)行分析,查找問(wèn)題和不足;三是對(duì)X農(nóng)村商業(yè)銀行原不良資產(chǎn)清收處置績(jī)效考核體系進(jìn)行分析,指出存在問(wèn)題,并提出完善建議。 第五部分,主要介紹X農(nóng)村商業(yè)銀行不良資產(chǎn)管理變革情況,首先,分析其不良資產(chǎn)管理模式變革背景;其次,對(duì)X農(nóng)村商業(yè)銀行不良資產(chǎn)管理模式變革進(jìn)行重點(diǎn)分析,詳細(xì)介紹其集中管理范圍、組織架構(gòu)設(shè)計(jì)、職責(zé)分工、人員配備、配套機(jī)制等;再次,對(duì)X農(nóng)村商業(yè)銀行不良資產(chǎn)管理方法變革進(jìn)行簡(jiǎn)要分析,重點(diǎn)分析內(nèi)部員工代理訴訟案件和如何加強(qiáng)逾期貸款管理;最后,對(duì)X農(nóng)村商業(yè)銀行績(jī)效考核體系變革進(jìn)行分析,分析新的考核模式帶來(lái)的績(jī)效的改善,以及面臨的挑戰(zhàn)。 第六部分,根據(jù)對(duì)X農(nóng)村商業(yè)銀行不良資產(chǎn)管理變革的案例分析,就農(nóng)村商業(yè)銀行不良資產(chǎn)管理模式、管理方法和績(jī)效考核三個(gè)方面提出具體建議。 全文在研究方法上,重點(diǎn)采用案例分析法,通過(guò)對(duì)X農(nóng)村商業(yè)銀行不良資產(chǎn)管理模式變革的詳細(xì)介紹和分析,基于實(shí)踐經(jīng)驗(yàn)和實(shí)踐效果,為其他研究者進(jìn)一步研究農(nóng)村商業(yè)銀行和其他中小金融機(jī)構(gòu)不良資產(chǎn)管理提供理論支持和實(shí)踐啟示。
[Abstract]:With the gradual advancement and deepening of the corporate governance reform of the rural credit cooperatives, a large number of rural commercial banks have emerged throughout the country. The new establishment of rural commercial banks will face pressure and challenges from two aspects of the management of non-performing assets. On the one hand, the management and collection of non-performing assets inside and outside the inventory are solved; on the other hand, it is new and bad new. Through the analysis and summary of the transformation process of the non-performing assets management mode of X rural commercial banks, the author discusses the management mode of non-performing assets in rural commercial banks, analyzes the management models of non-performing assets, management methods and performance assessment of rural commercial banks, and is not a rural commercial bank for X. Good assets management provides solutions while providing reference for other rural commercial banks and small and medium-sized financial institutions.
The first part is the introduction of this article. It mainly introduces the research purpose, research significance, research contents and research methods of rural commercial banks' bad management.
The second part mainly introduces the management of non-performing assets, introduces related concepts of non-performing assets, mainly including assets, non-performing assets, non-performing loans, and has written off bad loans and other related concepts of common non-performing assets, focusing on the characteristics of rural commercial banks, such as the replacement of non-performing loans by central bank bills and the purchase of non-performing loans by people. Good loan situation, the previous views and comments on the management of non-performing assets, pointing out that the research on the management of non-performing assets of rural commercial banks is relatively small; this paper introduces the supplement to the previous research and the framework of this study.
The third part mainly introduces the basic information of rural commercial banks' bad assets management research cases, including the basic situation, historical evolution and so on, and introduces the case data collection process and the case data processing methods.
The fourth part, mainly taking X rural commercial bank as a case, introduces the general situation of its bad assets management, and on this basis, analyzes and reviews the three aspects of the non-performing assets management mode, the non-performing assets management method and the performance assessment of non-performing assets, one is the advantages and disadvantages of the original decentralized management model of X rural commercial banks. On the basis of the analysis, the paper puts forward some suggestions for improvement; two is to analyze the management methods of the original bad assets of X rural commercial banks to find out the problems and shortcomings; three, the paper analyzes the performance appraisal system of the original NPL collection and disposal of the rural commercial banks of X, points out the problems and puts forward the perfect proposals.
The fifth part, the main introduction of X rural commercial bank non-performing assets management change situation, first, analysis of the background of the transformation of the non-performing assets management mode; secondly, the X rural commercial bank non-performing asset management model reform to focus on analysis, detailed introduction of its centralized management range, organizational structure design, Division of responsibilities, staffing, supporting mechanism. And so on; again, a brief analysis of the transformation of X rural commercial bank non-performing assets management methods, focusing on the analysis of the internal employee litigation cases and how to strengthen the overdue loan management; finally, the reform of the performance appraisal system of X rural commercial banks is analyzed, and the performance improvement brought by the new assessment model and the challenges facing them are analyzed.
The sixth part, based on the analysis of the cases of X rural commercial banks' bad assets management reform, put forward specific suggestions on three aspects of rural commercial bank non-performing assets management model, management method and performance assessment.
The full text of the research method, focusing on the use of case analysis, through the detailed introduction and analysis of the X rural commercial bank non-performing asset management model, based on practical experience and practice effect, provide theoretical support and practical inspiration for other researchers to further study the management of rural commercial banks and other small and medium-sized financial machinery assets management.
