【摘要】： 外匯儲(chǔ)備作為國(guó)際儲(chǔ)備的主要形式,對(duì)一國(guó)經(jīng)濟(jì)的穩(wěn)定發(fā)展具有重要作用,其變化與發(fā)展始終是國(guó)內(nèi)外經(jīng)濟(jì)學(xué)家研究的熱點(diǎn)問題。進(jìn)入21世紀(jì)以來,隨著改革開放的逐步深化和綜合國(guó)力的全面提升,我國(guó)外匯儲(chǔ)備總量一路飆升。2001年以后,外匯儲(chǔ)備每年的增長(zhǎng)率都保持在20%以上,截至2007年末,外匯儲(chǔ)備余額已達(dá)15282.49億美元,穩(wěn)居世界第一。根據(jù)相關(guān)資料顯示,我國(guó)半數(shù)以上的外匯儲(chǔ)備主要投資于美國(guó)的長(zhǎng)期債券,在美元持續(xù)貶值的背景下,儲(chǔ)備價(jià)值不僅面臨著嚴(yán)重的匯率風(fēng)險(xiǎn)而且存在著較高的機(jī)會(huì)成本,整體收益率偏低。因此,在世界經(jīng)濟(jì)格局多元化的今天,調(diào)整外匯儲(chǔ)備結(jié)構(gòu)、提高外匯儲(chǔ)備的運(yùn)營(yíng)效率已成為外匯儲(chǔ)備管理體制改革的重要課題。 論文選擇我國(guó)外匯儲(chǔ)備的結(jié)構(gòu)作為研究對(duì)象,在分析我國(guó)外匯儲(chǔ)備現(xiàn)狀和世界外匯儲(chǔ)備管理趨勢(shì)的基礎(chǔ)上,將外匯儲(chǔ)備結(jié)構(gòu)理論和投資組合理論相結(jié)合,從投資學(xué)的角度探討最優(yōu)外匯儲(chǔ)備的幣種組合及優(yōu)化外匯儲(chǔ)備資產(chǎn)配置問題。在幣種結(jié)構(gòu)的討論中,論文根據(jù)外匯儲(chǔ)備幣種選擇的三個(gè)原則,結(jié)合我國(guó)經(jīng)濟(jì)發(fā)展的實(shí)際情況確定了我國(guó)外匯儲(chǔ)備的幣種種類,并采用馬柯維茨投資組合選擇理論中的均值—方差模型得出了不同收益率下的最優(yōu)外匯儲(chǔ)備幣種結(jié)構(gòu);在資產(chǎn)結(jié)構(gòu)的討論中,論文根據(jù)外匯儲(chǔ)備資產(chǎn)配置的原則,將儲(chǔ)備資產(chǎn)劃分為金融資產(chǎn)與非金融資產(chǎn)兩部分,探討了幾種切實(shí)可行的資產(chǎn)調(diào)整路徑,并在此基礎(chǔ)上進(jìn)一步探討了外匯儲(chǔ)備資產(chǎn)配置的績(jī)效評(píng)估問題。這對(duì)于提高外匯儲(chǔ)備資產(chǎn)收益,促進(jìn)我國(guó)經(jīng)濟(jì)建設(shè)長(zhǎng)遠(yuǎn)發(fā)展具有積極意義。
[Abstract]:As the main form of international reserve, foreign exchange reserves play an important role in the stable development of a country's economy. Its change and development have always been a hot issue for economists at home and abroad. Since twenty-first Century, with the gradual deepening of reform and opening up and comprehensive improvement of the comprehensive national strength, the total amount of foreign exchange reserves in China soared for.2001 years. After that, the annual growth rate of foreign exchange reserves is above 20%. By the end of 2007, the balance of foreign exchange reserves has reached 1 trillion and 528 billion 249 million US dollars and is the first in the world. According to relevant data, more than half of our foreign exchange reserves are mainly invested in long-term bonds in the United States. In the context of the continued devaluation of the US dollar, the reserve value is not only serious. The exchange rate risk and the high opportunity cost are high, and the overall return rate is low. Therefore, it has become an important subject of the reform of the foreign exchange reserve management system to adjust the foreign exchange reserve structure and improve the operation efficiency of the foreign exchange reserve.
This paper selects the structure of China's foreign exchange reserve as the research object. On the basis of analyzing the current situation of foreign exchange reserve and the trend of the management of foreign exchange reserves in China, this paper combines the theory of foreign exchange reserve structure with the theory of portfolio, and discusses the currency combination of the optimal foreign exchange reserve and the optimization of the allocation of foreign exchange reserve assets from the perspective of investment. In the discussion of currency structure, according to the three principles of the choice of foreign exchange reserve currency, the kind of currency reserve of China is determined according to the actual situation of China's economic development, and the optimal currency structure of foreign exchange reserves under different rate of interest is obtained by using the mean variance model of the portfolio selection theory of Markowitz. In the discussion of the production structure, the paper divides the reserve assets into two parts of financial assets and non-financial assets according to the principle of the allocation of foreign exchange reserve assets, and probes into several practical ways of asset adjustment. On this basis, the paper further discusses the performance evaluation of the allocation of foreign exchange reserve assets. This will improve the collection of foreign exchange reserve assets. It has positive significance to promote the long-term development of China's economic construction.
