【摘要】：城鎮(zhèn)化是實(shí)現(xiàn)中國崛起的戰(zhàn)略選擇，是破解“三農(nóng)問題”的根本途徑，是轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式的核心動(dòng)力。改革開放三十多年以來，中國城鎮(zhèn)化取得了令人矚目的成就，但同時(shí)也存在一些深層次的結(jié)構(gòu)性矛盾。在未來的20-25年里，中國的城鎮(zhèn)化將進(jìn)入加速發(fā)展階段的后半段，前半階段積累的突出問題將集中爆發(fā)，由此帶來更大的挑戰(zhàn)。因此，中國未來的城鎮(zhèn)化必須實(shí)現(xiàn)轉(zhuǎn)型，以重塑中國的城市地理，改變?nèi)丝凇a(chǎn)業(yè)和資金的空間分布。金融作為現(xiàn)代經(jīng)濟(jì)的核心，一直在中國城鎮(zhèn)化進(jìn)程中扮演著重要角色，未來更需立足轉(zhuǎn)型開拓創(chuàng)新，積極穩(wěn)妥地推進(jìn)新型城鎮(zhèn)化發(fā)展。 新型城鎮(zhèn)化是以城市發(fā)展為中心的經(jīng)濟(jì)社會(huì)協(xié)調(diào)發(fā)展過程，涉及人口的遷移轉(zhuǎn)換、產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化升級(jí)以及空間地理結(jié)構(gòu)的重塑。從這一角度出發(fā)，本文在理論上將新型城鎮(zhèn)化分解為人口城鎮(zhèn)化、產(chǎn)業(yè)城鎮(zhèn)化、空間城鎮(zhèn)化三個(gè)方面，以總分結(jié)合的方式探討了金融支持新型城鎮(zhèn)化發(fā)展的理論邏輯和路徑選擇，構(gòu)建了一個(gè)相對(duì)完整的系統(tǒng)分析框架。在實(shí)證檢驗(yàn)方面，本文在搜集大量數(shù)據(jù)資料的基礎(chǔ)上從金融支持規(guī)模、金融支持結(jié)構(gòu)以及金融支持效率三個(gè)方面對(duì)城鎮(zhèn)化進(jìn)程中的金融支持水平進(jìn)行了測度，得出了與現(xiàn)實(shí)相符的結(jié)論。最后，本文針對(duì)金融支持城鎮(zhèn)化發(fā)展中存在的問題進(jìn)行了成因分析，，并在借鑒國際經(jīng)驗(yàn)的基礎(chǔ)上提出了相應(yīng)的對(duì)策建議，以期能夠得出對(duì)現(xiàn)實(shí)有用的結(jié)論。
[Abstract]:Urbanization is the strategic choice to realize the rise of China, the fundamental way to solve the "three rural issues" and the core motive force to change the mode of economic development. Since the reform and opening up more than 30 years ago, China's urbanization has made remarkable achievements, but at the same time, there are some deep-seated structural contradictions. In the next 20-25 years, China's urbanization will enter the second half of the accelerated stage of development, the first half of the accumulation of outstanding problems will focus on the outbreak, which will bring greater challenges. Therefore, China's urbanization in the future must be transformed to reshape China's urban geography and change the spatial distribution of population, industry and capital. As the core of modern economy, finance has always played an important role in the process of urbanization in China. New urbanization is a coordinated process of economic and social development centered on urban development. It involves the migration and transformation of population, the optimization and upgrading of industrial structure and the remodeling of spatial geographical structure. From this point of view, this paper theoretically decomposes the new urbanization into three aspects: population urbanization, industrial urbanization, and spatial urbanization. This paper discusses the theoretical logic and path selection of financial support for the development of new urbanization in the way of total score, and constructs a relatively complete system analysis framework. In the empirical test, this paper measures the level of financial support in the process of urbanization from three aspects: the scale of financial support, the structure of financial support and the efficiency of financial support on the basis of collecting a large amount of data. The conclusion is in accord with the reality. Finally, this paper analyzes the causes of the problems existing in the financial support of urbanization, and puts forward corresponding countermeasures and suggestions on the basis of drawing lessons from international experience, in order to draw useful conclusions on the reality.
