【摘要】：將發(fā)達(dá)國(guó)家水利現(xiàn)代化歷程劃分為農(nóng)業(yè)社會(huì)的水利發(fā)展模式、大規(guī)模水利工程建設(shè)興起、恢復(fù)河流運(yùn)動(dòng)的興起、水利事業(yè)發(fā)展邁向流域綜合管理以及水利發(fā)展向綠色、生態(tài)、環(huán)保轉(zhuǎn)型等5個(gè)階段。闡述了各時(shí)期的主要特點(diǎn),列舉了各階段的標(biāo)志性事件,總結(jié)了發(fā)達(dá)國(guó)家水利現(xiàn)代化的主要經(jīng)驗(yàn)。在此基礎(chǔ)上,從新形勢(shì)下水問(wèn)題的變化及水利現(xiàn)代化被賦予了更豐富的時(shí)代內(nèi)涵2方面論述了中國(guó)水利現(xiàn)代化轉(zhuǎn)型的必要性。最后,借鑒發(fā)達(dá)國(guó)家的水利現(xiàn)代化經(jīng)驗(yàn),從流域綜合管理、水生態(tài)和水環(huán)境保護(hù)、水資源開(kāi)發(fā)利用和水災(zāi)害防控等4個(gè)方面提出了促進(jìn)中國(guó)水利現(xiàn)代化的若干政策建議,并構(gòu)建了未來(lái)一段時(shí)期內(nèi)中國(guó)水利現(xiàn)代化建設(shè)改革路線(xiàn)圖。
[Abstract]:The course of water conservancy modernization in developed countries is divided into the water conservancy development mode of the agricultural society, the rise of large-scale water conservancy project, the rise of the river movement, the development of the water conservancy cause to the comprehensive management of the river basin and the development of water resources to five stages of green, ecological and environmental transformation. The main characteristics of the period are set forth, the symbolic events of each stage are listed, and the main experience of the water conservancy modernization in the developed countries is summarized. On the basis of this, the necessity of the transformation of water conservancy modernization in China is discussed from the change of water problem in the new situation and the more abundant age connotation. Finally, from the experience of the water conservancy modernization in the developed countries, some policy suggestions for promoting the modernization of water resources in China are put forward from the aspects of the comprehensive management of the basin, the water ecology and the water environment protection, the exploitation and utilization of the water resources and the prevention and control of the water disaster. And the road map of the reform of water conservancy modernization in China is constructed in the future.
