【摘要】：隨著支撐工業(yè)文明的基礎(chǔ)能源日漸枯竭及其帶來生態(tài)方面的“副產(chǎn)品”日益嚴(yán)重，傳統(tǒng)化石能源經(jīng)濟(jì)及建立在此基礎(chǔ)上的工業(yè)發(fā)展模式日漸衰退，并給全球可持續(xù)發(fā)展帶來了危機(jī)。全球金融危機(jī)發(fā)生之后，世界各國提出一系列國家發(fā)展戰(zhàn)略，積極尋求進(jìn)入“后碳”時(shí)代的新工業(yè)發(fā)展模式。科技創(chuàng)新成為各國戰(zhàn)略計(jì)劃的核心，新一輪工業(yè)發(fā)展出現(xiàn)革命性的先兆，第三次工業(yè)革命即將發(fā)生已經(jīng)成為諸多國內(nèi)外研究者的共識。 第三次工業(yè)革命是一個(gè)復(fù)雜的多因、動(dòng)態(tài)過程，其演化受到經(jīng)濟(jì)、科技、制度、文化等多種因素的影響和制約。它既是人類社會(huì)解決能源枯竭和嚴(yán)重生態(tài)問題的根本出路，也是數(shù)字化制造技術(shù)、互聯(lián)網(wǎng)技術(shù)和可再生能源技術(shù)等科技融合創(chuàng)新發(fā)展的必然結(jié)果。第三次工業(yè)革命是現(xiàn)代制造技術(shù)與能源技術(shù)對既有工業(yè)范式的改造，其核心是生產(chǎn)方式從大規(guī)模生產(chǎn)向大規(guī)模定制轉(zhuǎn)變，工廠生產(chǎn)向社會(huì)生產(chǎn)轉(zhuǎn)變，生產(chǎn)組織方式從金字塔式向扁平式轉(zhuǎn)變。第三次工業(yè)革命不僅將推進(jìn)人類的后工業(yè)社會(huì)進(jìn)程，還將改變生產(chǎn)組織形態(tài)和國家間產(chǎn)業(yè)競爭格局，也將給正處于戰(zhàn)略轉(zhuǎn)型關(guān)鍵時(shí)期的我國打開機(jī)會(huì)窗口并帶來嚴(yán)峻挑戰(zhàn)。 作為科學(xué)、技術(shù)與社會(huì)互動(dòng)發(fā)展關(guān)系中的重要中介，第三次工業(yè)革命加強(qiáng)并凸顯了當(dāng)代科學(xué)、技術(shù)與社會(huì)的緊密關(guān)聯(lián)和一體化趨勢。因此，我們將第三次工業(yè)革命放到STS的視野中，以STS的研究視角為邏輯出發(fā)點(diǎn)，結(jié)合工業(yè)革命的發(fā)展歷史，，在科學(xué)、技術(shù)與社會(huì)的交互圖景中對當(dāng)前第三次工業(yè)革命進(jìn)行解讀和研究，探討第三次工業(yè)革命的內(nèi)涵、科技動(dòng)因和社會(huì)影響，以求更好地呈現(xiàn)第三次工業(yè)革命在STS視野中的特殊意蘊(yùn)，并提出適合我國的科技趕超和產(chǎn)業(yè)升級路徑。 曙光初現(xiàn)的第三次工業(yè)革命，將是我國經(jīng)濟(jì)社會(huì)發(fā)展的非常難得的戰(zhàn)略機(jī)遇。但迎接第三次工業(yè)革命不能不顧國情差異，盲目照搬，而應(yīng)客觀分析、科學(xué)審度、逐步推進(jìn)，才是迎接第三次工業(yè)革命和發(fā)展方式轉(zhuǎn)型的穩(wěn)妥之路。
[Abstract]:With the increasing depletion of basic energy supporting industrial civilization and the increasing severity of ecological "by-products", the traditional fossil energy economy and the industrial development model based on it are declining day by day, and bring a crisis to the global sustainable development. After the global financial crisis, countries all over the world put forward a series of national development strategies and actively sought a new industrial development model in the "post-carbon" era. Scientific and technological innovation has become the core of the strategic plans of various countries, a new round of industrial development has appeared revolutionary foreboding, the third industrial revolution is about to occur has become the consensus of many researchers at home and abroad. The third Industrial Revolution is a complex multi-cause and dynamic process, and its evolution is influenced and restricted by many factors, such as economy, science and technology, system, culture and so on. It is not only the fundamental way out for human society to solve the energy depletion and serious ecological problems, but also the inevitable result of the integration and innovation of digital manufacturing technology, Internet technology and renewable energy technology. The third industrial revolution is the transformation of the existing industrial paradigm by modern manufacturing technology and energy technology. Its core is the transformation of the mode of production from mass production to mass customization, the transformation from factory production to social production, and the transformation of production organization from pyramid to flat. The third industrial revolution will not only promote the post-industrial social process of human beings, but also change the form of production organization and the pattern of industrial competition among countries, and will also open the window of opportunity and bring severe challenges to China, which is in the critical period of strategic transformation. As an important intermediary in the interactive development of science, technology and society, the third Industrial Revolution strengthened and highlighted the close relationship and integration trend between science, technology and society. Therefore, we put the third industrial revolution in the field of vision of STS, taking the research perspective of STS as the logical starting point, combining with the development history of the industrial revolution, interpreting and studying the current third industrial revolution in the interactive picture of science, technology and society, and discussing the connotation, scientific and technological motivation and social influence of the third industrial revolution, in order to better present the special meaning of the third industrial revolution in the vision of STS. And put forward suitable for our country science and technology catch-up and industrial upgrading path. The third industrial revolution, which comes into being at dawn, will be a very rare strategic opportunity for the economic and social development of our country. However, in order to meet the third industrial revolution, we should not blindly copy it regardless of the differences of national conditions, but should objectively analyze, scientifically evaluate and push forward step by step, which is the safe way to meet the third industrial revolution and the transformation of the mode of development.
