【摘要】：廣西糖業(yè)經(jīng)過(guò)數(shù)十年的發(fā)展,取得了傲人的成績(jī),食糖產(chǎn)量穩(wěn)居全國(guó)第一。在原料種植、甘蔗加工、食糖生產(chǎn)和銷售等方面形成了較為完整的產(chǎn)業(yè)體系。但是,受土地及其他資源的制約,導(dǎo)致食糖生產(chǎn)成本偏高,加上大量低價(jià)進(jìn)口糖的沖擊,廣西糖業(yè)面臨著異常嚴(yán)峻的形勢(shì)。面對(duì)復(fù)雜的外部環(huán)境和自身?xiàng)l件,政府部門應(yīng)當(dāng)怎樣對(duì)廣西糖業(yè)的發(fā)展進(jìn)行重新定位,采取什么樣的對(duì)策措施保障糖業(yè)的可持續(xù)發(fā)展,成了亟待解決的問(wèn)題。本文依據(jù)可持續(xù)發(fā)展理論、循環(huán)經(jīng)濟(jì)理論和政府宏觀調(diào)控理論,結(jié)合廣西糖業(yè)發(fā)展的實(shí)際情況進(jìn)行研究。論文通過(guò)對(duì)現(xiàn)狀進(jìn)行分析,找出存在問(wèn)題,并對(duì)問(wèn)題的形成原因進(jìn)行深入分析,提出廣西糖業(yè)可持續(xù)發(fā)展的新思路和路徑。圍繞發(fā)展的新思路和路徑,筆者從政府管理的角度,提出了加強(qiáng)糖業(yè)可持續(xù)發(fā)展的科學(xué)規(guī)劃,加快蔗糖業(yè)產(chǎn)業(yè)結(jié)構(gòu)升級(jí),加強(qiáng)政府的宏觀調(diào)控等對(duì)策建議和一系列保障措施。
[Abstract]:After decades of development, Guangxi sugar industry has made proud achievements, sugar production ranked first in the country. In raw material planting, sugar cane processing, sugar production and sales and other aspects of the formation of a more complete industrial system. However, restricted by land and other resources, the cost of sugar production is too high, coupled with the impact of a large number of low-cost imported sugar, Guangxi sugar industry is facing an extremely serious situation. In the face of complex external environment and its own conditions, how the government departments should reposition the development of sugar industry in Guangxi and what countermeasures should be taken to ensure the sustainable development of sugar industry has become an urgent problem to be solved. Based on the theory of sustainable development, the theory of circular economy and the theory of government macro-control, this paper studies the development of sugar industry in Guangxi. Based on the analysis of the present situation, this paper finds out the existing problems, analyzes the causes of the problems, and puts forward some new ideas and paths for the sustainable development of the sugar industry in Guangxi. Focusing on the new ideas and paths of development, from the point of view of government management, the author puts forward some countermeasures and suggestions, such as strengthening the scientific planning of sustainable development of sugar industry, speeding up the upgrading of sugar industry structure, strengthening the macro-control of the government, and a series of safeguard measures.
