華能德州電廠新能源發(fā)電技術(shù)改造項(xiàng)目人力資源配置研究

【摘要】:人力資源是社會(huì)經(jīng)濟(jì)發(fā)展和科技進(jìn)步所需的最重要的資源。當(dāng)前隨著我國電力工業(yè)蓬勃發(fā)展以及國家能源戰(zhàn)略的推廣,電力工程建設(shè)項(xiàng)目日漸增多,加強(qiáng)項(xiàng)目管理中的人力資源管理,已經(jīng)成為一個(gè)必須予以重視的重要課題。同時(shí)隨著電力工程建設(shè)國際項(xiàng)目的不斷增多,項(xiàng)目管理出現(xiàn)的一個(gè)顯著特點(diǎn)是需要從不同國家招募人員,在這樣的情況下如何整合好、發(fā)揮好這些人力資源,形成推進(jìn)項(xiàng)目目標(biāo)的整體合力,是值得研究和探討的新課題。本文采用理論分析和實(shí)證分析相結(jié)合的方法,對項(xiàng)目人力資源管理的相關(guān)理論進(jìn)行梳理,并分析借鑒了國內(nèi)成功的電力工程項(xiàng)目人力資源優(yōu)化配置案例的經(jīng)驗(yàn)做法,進(jìn)而對華能德州電廠新能源發(fā)電技術(shù)改造項(xiàng)目的人力資源配置的問題及其原因進(jìn)行了分析,最后結(jié)合華能德州電廠新能源發(fā)電技術(shù)改造項(xiàng)目人力資源配置的實(shí)際情況,提出了做好該項(xiàng)目的人力資源優(yōu)化配置的思路和對策。本文首先介紹了項(xiàng)目人力資源管理的基本理論,主要闡述了項(xiàng)目人力資源管理的相關(guān)概念、電力工程項(xiàng)目的人力資源優(yōu)化配置及其相關(guān)內(nèi)容;接著指出我國華能德州電廠新能源發(fā)電技術(shù)改造項(xiàng)目的人力資源配置存在的問題及其原因;最后提出了做好華能德州電廠新能源發(fā)電技術(shù)改造項(xiàng)目的人力資源優(yōu)化配置的對策和建議,建立健全人力資源優(yōu)化配置的組織機(jī)構(gòu),優(yōu)化人力資源配置方法和工具,并通過完善人力資源配置的各種機(jī)制來實(shí)現(xiàn)華能德州電廠新能源發(fā)電技術(shù)改造項(xiàng)目人力資源的優(yōu)化配置。
[Abstract]:Human resources are the most important resources for social and economic development and scientific and technological progress. At present, with the vigorous development of China's electric power industry and the promotion of national energy strategy, there are more and more electric power engineering construction projects. Strengthening human resources management in project management has become an important issue that must be paid attention to. At the same time, with the increasing number of international projects in power engineering construction, one of the remarkable characteristics of project management is the need to recruit people from different countries. Under such circumstances, how to integrate and give full play to these human resources. The formation of the overall joint force to promote the objectives of the project is a new topic worthy of study and discussion. This paper uses the method of theoretical analysis and empirical analysis to sort out the related theories of project human resource management, and analyzes and draws lessons from the experience of domestic successful cases of human resource optimization allocation of power engineering projects. Furthermore, the problems and causes of human resources allocation of new energy power generation technology transformation project of Huaneng Texas Power Plant are analyzed. Finally, combined with the actual situation of human resources allocation of new energy power generation technology transformation project of Huaneng Texas Power Plant, The ideas and countermeasures of optimizing the allocation of human resources for the project are put forward. This paper first introduces the basic theory of project human resource management, mainly expounds the related concepts of project human resource management, the optimal allocation of human resources of electric power engineering project and its related contents. Then it points out the problems and causes of human resources allocation in the technical transformation project of new energy power generation in Huaneng Dezhou Power Plant in China. Finally, the countermeasures and suggestions for optimizing the allocation of human resources for the technical transformation project of new energy power generation in Huaneng Texas Power Plant are put forward, the organization of optimal allocation of human resources is established and improved, and the methods and tools for optimizing the allocation of human resources are optimized. Through perfecting various mechanisms of human resource allocation, the optimal allocation of human resources of new energy power generation technology transformation project in Huaneng Texas Power Plant is realized.
