一汽大眾公司國(guó)內(nèi)建廠通關(guān)管理問(wèn)題及對(duì)策研究

【摘要】:近幾年中國(guó)汽車市場(chǎng)逆勢(shì)狂飆,迎來(lái)了井噴式的飛速發(fā)展時(shí)期。全球各主要汽車廠商以及我國(guó)的民族汽車品牌都在積極擴(kuò)大產(chǎn)能,紛紛上馬整車廠項(xiàng)目。隨著中國(guó)汽車市場(chǎng)的蓬勃發(fā)展,競(jìng)爭(zhēng)越來(lái)越激烈,一汽大眾根據(jù)對(duì)未來(lái)的發(fā)展預(yù)測(cè),制定了產(chǎn)銷目標(biāo)百萬(wàn)量的宏偉目標(biāo)。而要實(shí)現(xiàn)這些宏偉目標(biāo),僅僅依靠現(xiàn)有的生產(chǎn)能力是無(wú)法實(shí)現(xiàn)的,所以異地建廠擴(kuò)大產(chǎn)能,降低物流成本,提交企業(yè)競(jìng)爭(zhēng)力,擴(kuò)大市場(chǎng)份額,實(shí)現(xiàn)德國(guó)大眾集團(tuán)在中國(guó)的戰(zhàn)略布局和產(chǎn)銷目標(biāo),就成為一汽大眾近年來(lái)的重要任務(wù)。本文介紹了一汽大眾在成都三廠和佛山四廠國(guó)內(nèi)建廠通關(guān)過(guò)程中遇到的管理問(wèn)題和困難,并通過(guò)在工廠建設(shè)中的典型案例具體分析了一汽大眾是如何針對(duì)這些問(wèn)題和困難進(jìn)行有效的管理和控制的,從而對(duì)兩個(gè)工廠的通關(guān)過(guò)程進(jìn)行了對(duì)比分析,并針對(duì)通關(guān)管理組織機(jī)構(gòu)、通關(guān)業(yè)務(wù)、費(fèi)用預(yù)算管理、通關(guān)管理系統(tǒng)等方面提出應(yīng)對(duì)方案。一汽大眾還應(yīng)進(jìn)一步深化通關(guān)工作管理職責(zé),對(duì)通關(guān)業(yè)務(wù)的組織機(jī)構(gòu)進(jìn)行相應(yīng)調(diào)整,以實(shí)用未來(lái)一汽大眾發(fā)展的需要:需要打造科學(xué)的通關(guān)管理團(tuán)隊(duì);加強(qiáng)費(fèi)用預(yù)算的規(guī)范和有序管理;加強(qiáng)通關(guān)管理系統(tǒng)在分公司的全覆蓋及深化應(yīng)用,實(shí)現(xiàn)通關(guān)信息的共享和規(guī)范化。通過(guò)這些建議的實(shí)施,一汽大眾在后續(xù)的國(guó)內(nèi)建廠通關(guān)過(guò)程中能夠有效避免以前出現(xiàn)的困難和問(wèn)題,實(shí)現(xiàn)更加高效和規(guī)范的管理和控制,為后續(xù)在青島工廠和天津工廠的建設(shè)和通關(guān)過(guò)程提供參考借鑒。
[Abstract]:In recent years, China's automobile market has been surging against the trend, ushered in the rapid development period of blowout. Major auto manufacturers in the world as well as our national automobile brands are actively expanding production capacity, one after another to start car factory projects. With the vigorous development of China's automobile market, the competition is becoming more and more fierce. FAW Volkswagen has formulated the grand goal of producing and selling millions according to the forecast of the future development. In order to achieve these grand goals, it is impossible to achieve these goals only by relying on the existing production capacity. Therefore, to build factories in other places to expand production capacity, reduce logistics costs, submit enterprises' competitiveness, and expand market share, It has become an important task of FAW Volkswagen in recent years to realize the strategic layout and production and marketing target of Volkswagen Group in China. This paper introduces the management problems and difficulties encountered by FAW Volkswagen in the process of establishing customs clearance at Chengdu No.3 Plant and Foshan No.4 Plant. And through the typical cases in the factory construction, it analyzes how FAW Volkswagen can effectively manage and control these problems and difficulties, and then makes a comparative analysis on the customs clearance process of the two factories. It also puts forward some countermeasures for customs management organization, customs clearance business, cost budget management, customs management system and so on. FAW VW should further deepen the duty of customs management and adjust the organization of customs clearance to meet the needs of FAW VW in the future: it is necessary to create a scientific customs management team; We should strengthen the standard and orderly management of expense budget, strengthen the full coverage and application of customs management system in branch companies, and realize the sharing and standardization of customs information. Through the implementation of these recommendations, FAW Volkswagen will be able to effectively avoid the difficulties and problems that occurred before in the subsequent process of building domestic factories and customs clearance, and achieve more efficient and standardized management and control. To provide reference for the construction and customs clearance process of Qingdao factory and Tianjin factory.
