【摘要】：ABC水電站位于西非幾內(nèi)亞共和國(guó)首都科納克里西部,由幾內(nèi)亞共和國(guó)政府以“設(shè)計(jì)-采購-施工”合同模式委托中國(guó)一家知名跨國(guó)總承包企業(yè)承建。受總承包人委托,SECC公司在合同授權(quán)范圍內(nèi)對(duì)施工期的工程質(zhì)量、進(jìn)度、安全文明施工進(jìn)行監(jiān)理。ABC監(jiān)理項(xiàng)目是SECC公司提出拓展海外市場(chǎng)戰(zhàn)略后承接的第一個(gè)國(guó)外項(xiàng)目。充分展示SECC公司工程項(xiàng)目管理實(shí)力,持續(xù)提高總承包人滿意度,培養(yǎng)一批具有國(guó)際工程項(xiàng)目管理經(jīng)驗(yàn)的人員,為拓展海外市場(chǎng)打好基礎(chǔ),是ABC監(jiān)理項(xiàng)目需要實(shí)現(xiàn)的管理目標(biāo)。面對(duì)不同的建設(shè)環(huán)境及不同的項(xiàng)目管理模式,進(jìn)場(chǎng)初期團(tuán)隊(duì)成員一度存在無所適從的被動(dòng)局面,充分暴露了SECC公司項(xiàng)目管理制度、項(xiàng)目管理經(jīng)驗(yàn)及員工綜合素質(zhì)極不適應(yīng)本項(xiàng)目需要的矛盾。全面實(shí)現(xiàn)項(xiàng)目管理目標(biāo)離不開高效的項(xiàng)目團(tuán)隊(duì),項(xiàng)目管理的當(dāng)務(wù)之急是充分激發(fā)團(tuán)隊(duì)成員潛力,提高團(tuán)隊(duì)全體成員綜合素質(zhì),迅速改變被動(dòng)局面。本研究將項(xiàng)目管理理論結(jié)合ABC監(jiān)理項(xiàng)目的管理實(shí)踐,運(yùn)用文獻(xiàn)分析、調(diào)查研究、歸納總結(jié)等方法,對(duì)ABC監(jiān)理項(xiàng)目的人力資源管理進(jìn)行研究。首先,本論文介紹了課題背景、研究?jī)?nèi)容、研究意義及研究思路。第二,通過查閱大量與項(xiàng)目人力資源管理有關(guān)的理論及應(yīng)用研究文獻(xiàn)資料,對(duì)項(xiàng)目管理、項(xiàng)目人力資源管理、激勵(lì)、績(jī)效管理等有關(guān)內(nèi)容進(jìn)行評(píng)述第三,闡述了SECC公司及其ABC監(jiān)理項(xiàng)目概況。第四,站在項(xiàng)目管理人員的角度,從員工需求保障、工作目標(biāo)引導(dǎo)、行為約束、績(jī)效管理四個(gè)維度構(gòu)建了ABC監(jiān)理項(xiàng)目的員工激勵(lì)機(jī)制,并重點(diǎn)設(shè)計(jì)了員工績(jī)效管理方案。最后,通過運(yùn)行實(shí)踐不斷完善激勵(lì)機(jī)制,并提出自己的見解和建議。本論文旨在用項(xiàng)目管理理論指導(dǎo)ABC監(jiān)理項(xiàng)目管理實(shí)踐,促進(jìn)本項(xiàng)目管理目標(biāo)全面實(shí)現(xiàn)。同時(shí),期待為SECC公司后續(xù)國(guó)外項(xiàng)目提供參考,并為類似監(jiān)理項(xiàng)目人力資源管理研究提供一些思路。
[Abstract]:The ABC hydropower station is located in the west of Conakry, the capital of the Republic of Guinea in West Africa. The government of the Republic of Guinea has commissioned a well-known multinational general contracting enterprise in China to build it under the "Design-Purchasing-Construction" contract model. Entrusted by the general contractor, SECC supervises the construction quality, progress, safety and civilization during the construction period within the scope of contract authorization. The ABC supervision project is the first foreign project undertaken by SECC after the strategy of expanding overseas market. To fully demonstrate the strength of SECC engineering project management, to continuously improve the general contractor's satisfaction, to train a group of people with international engineering project management experience, and to lay a good foundation for the development of overseas market, are the management objectives to be realized by ABC supervision project. In the face of different construction environment and different project management mode, there was a passive situation of team members in the initial stage of entry, which fully exposed the project management system of SECC Company. Project management experience and comprehensive quality of staff are extremely incompatible with the needs of the project. The most urgent task of project management is to stimulate the potential of team members, improve the overall quality of all members of the team, and change the passive situation quickly. This study combines the project management theory with the management practice of ABC supervision project, using the methods of literature analysis, investigation and summary, to study the human resource management of ABC supervision project. First of all, this paper introduces the background, research content, research significance and research ideas. Second, through consulting a large number of theoretical and applied research documents related to project human resources management, this paper reviews the relevant contents of project management, project human resources management, incentive, performance management and so on. This paper expounds the general situation of SECC Company and its ABC supervision project. Fourth, from the point of view of project manager, this paper constructs the employee incentive mechanism of ABC supervision project from the four dimensions of employee demand guarantee, work goal guidance, behavior constraint and performance management, and focuses on designing employee performance management scheme. Finally, through the practice of continuous improvement of incentive mechanism, and put forward their own views and suggestions. The purpose of this paper is to guide the practice of ABC supervision project management with project management theory, and to promote the overall realization of the project management goal. At the same time, it looks forward to providing reference for SECC company's subsequent foreign projects, and providing some ideas for the study of human resource management of similar supervision projects.
