【摘要】：隨著信息化進(jìn)程的不斷加快,企業(yè)所面臨的競(jìng)爭(zhēng)環(huán)境也越來(lái)越殘酷,因而希望通過(guò)信息化來(lái)加強(qiáng)企業(yè)管理,提升企業(yè)綜合競(jìng)爭(zhēng)實(shí)力,鞏固企業(yè)競(jìng)爭(zhēng)地位成為大勢(shì)所趨,這就導(dǎo)致對(duì)ERP的投資越來(lái)越關(guān)注。就目前而言,我國(guó)的企業(yè)對(duì)ERP已經(jīng)有了足夠的重視,并取得了很大的成就,并且發(fā)展趨勢(shì)也很樂(lè)觀。但經(jīng)過(guò)多年的發(fā)展仍然面臨許多魚待解決的問(wèn)題,這些問(wèn)題制約著ERP向更深與更高層次的提升。其中一個(gè)至關(guān)重要的環(huán)節(jié)就是如何科學(xué)、有效、合理的對(duì)ERP項(xiàng)目的應(yīng)用成果進(jìn)行評(píng)價(jià),正確揭示ERP的使用情況。石化行業(yè)是我國(guó)經(jīng)濟(jì)基礎(chǔ)的重要組成部分,我國(guó)具有代表性的石化企業(yè),都已完成了ERP項(xiàng)目的建設(shè),但與國(guó)外先進(jìn)企業(yè)相比,我國(guó)石化行業(yè)的ERP應(yīng)用效果仍存在一定的差距,而造成這種差距的一個(gè)重要原因就是我國(guó)石化行業(yè)企業(yè)在ERP項(xiàng)目實(shí)施完成后,缺乏有效的ERP項(xiàng)目后評(píng)價(jià)體系。本文綜合運(yùn)用了財(cái)務(wù)管理、項(xiàng)目管理、人力資源管理、戰(zhàn)略管理等的相關(guān)理論對(duì)勝利油田公司ERP項(xiàng)目后評(píng)價(jià)進(jìn)行了深入地分析,在分析過(guò)程中,運(yùn)用了系統(tǒng)分析法、文獻(xiàn)檢索法、實(shí)證分析法、案例分析法等多種研究方法。論文在研究國(guó)內(nèi)外各種ERP項(xiàng)目評(píng)價(jià)理論和方法的基礎(chǔ)上,分析了ERP項(xiàng)目后評(píng)價(jià)的理論基礎(chǔ)；在此上針對(duì)石化行業(yè)特點(diǎn),建立了ERP項(xiàng)目后評(píng)價(jià)體系,提出一套ERP項(xiàng)目后評(píng)價(jià)驅(qū)動(dòng)模型和具有可操作性的ERP項(xiàng)目后評(píng)價(jià)流程。最后,以勝利油田公司ERP項(xiàng)目為例,對(duì)提出的ERP項(xiàng)目后評(píng)價(jià)體系進(jìn)行了實(shí)例分析和驗(yàn)證,并針對(duì)評(píng)價(jià)結(jié)果進(jìn)行了分析,反饋給企業(yè)管理者,使企業(yè)根據(jù)自身的目標(biāo)對(duì)行為進(jìn)行修正,為企業(yè)進(jìn)一步發(fā)展提供了建議。通過(guò)研究,構(gòu)建了基于平衡計(jì)分卡的ERP項(xiàng)目后評(píng)價(jià)指標(biāo)體系,從財(cái)務(wù)、客戶、內(nèi)部運(yùn)營(yíng)、學(xué)習(xí)與成長(zhǎng)四個(gè)方面建立應(yīng)用評(píng)價(jià)指標(biāo)體系,來(lái)評(píng)價(jià)ERP的應(yīng)用績(jī)效,擺脫了從單一維度評(píng)價(jià)的劣勢(shì)。在進(jìn)行各個(gè)指標(biāo)權(quán)重的設(shè)置時(shí),綜合運(yùn)用專家綜合評(píng)分法和層次分析法,減小了單純使用主觀評(píng)價(jià)的弊端,將定性分析與定量計(jì)算的進(jìn)行了有機(jī)結(jié)合。運(yùn)用模糊綜合分析法判斷矩陣的建立,將定性分析轉(zhuǎn)換為定量計(jì)算,這就使得得出的結(jié)果可以量化,有效避免了以往評(píng)價(jià)結(jié)果模棱兩可,無(wú)法衡量的弊端。采用所構(gòu)建的ERP項(xiàng)目后評(píng)價(jià)體系對(duì)勝利油田公司這一油田企業(yè)的ERP系統(tǒng)實(shí)際應(yīng)用效果進(jìn)行分析,得出的評(píng)估結(jié)果與實(shí)際的應(yīng)用效果相符,表明本文所提出的評(píng)價(jià)體系具有一定的科學(xué)性及參考價(jià)值。
[Abstract]:With the continuous acceleration of the information process, the competitive environment facing enterprises is becoming more and more cruel. Therefore, it is hoped to strengthen the management of enterprises, enhance the comprehensive competitive strength of enterprises and consolidate the competitive position of enterprises through information technology, which has become the general trend of the times. This leads to more and more attention to the investment in ERP. At present, Chinese enterprises have paid enough attention to ERP, and have made great achievements, and the development trend is very optimistic. But after years of development, there are still many problems to be solved by fish, which restrict the ERP to a deeper and higher level. One of the most important links is how to evaluate the application results of ERP project scientifically, effectively and reasonably, and reveal the usage of ERP correctly. The petrochemical industry is an important part of the economic base of our country. The representative petrochemical enterprises of our country have completed the construction of ERP projects, but compared with the foreign advanced enterprises, there is still a certain gap in the application effect of ERP in the petrochemical industry of our country. An important reason for this gap is the lack of an effective post-evaluation system for ERP projects in Chinese petrochemical industry enterprises after the implementation of the ERP project. In this paper, the financial management, project management, human resources management, strategic management and other related theories are used to analyze the post-evaluation of ERP project in Shengli Oilfield Company. In the process of analysis, the system analysis method is used. Literature retrieval, empirical analysis, case analysis and other research methods. On the basis of studying various theories and methods of ERP project evaluation at home and abroad, this paper analyzes the theoretical basis of post-evaluation of ERP project. According to the characteristics of petrochemical industry, a post-evaluation system of ERP project is established, a set of post-evaluation driving model of ERP project and an operable post-evaluation process of ERP project are put forward. Finally, taking the ERP project of Shengli Oilfield Company as an example, the post-evaluation system of the proposed ERP project is analyzed and verified, and the evaluation results are analyzed and fed back to the enterprise managers. Make the enterprise according to its own goals to modify the behavior, for the further development of the enterprise to provide suggestions. Through the research, this paper constructs the ERP project post-evaluation index system based on the balanced Scorecard, establishes the application evaluation index system from four aspects of finance, customer, internal operation, learning and growth, to evaluate the application performance of ERP. Get rid of the inferiority of evaluating from a single dimension. In setting the weights of each index, the expert comprehensive scoring method and the analytic hierarchy process are used synthetically to reduce the disadvantages of using the subjective evaluation only, and the qualitative analysis and the quantitative calculation are combined organically. The establishment of the judgment matrix of fuzzy comprehensive analysis method and the transformation of qualitative analysis into quantitative calculation can make the obtained results quantifiable and effectively avoid the disadvantages of ambiguity and incalculability of the previous evaluation results. The practical application effect of Shengli Oilfield Company's ERP system is analyzed by using the ERP project post-evaluation system, and the evaluation results are consistent with the actual application results. It shows that the evaluation system proposed in this paper has certain scientific and reference value.
