【摘要】：市政公用事業(yè)作為中國基礎(chǔ)建設(shè)領(lǐng)域的重要組成之一,在國家和地方的經(jīng)濟(jì)建設(shè)中發(fā)揮著舉足輕重的作用,具有基礎(chǔ)性地位,主要體現(xiàn)在兩方面:一是市政公用事業(yè)所提供的產(chǎn)品和服務(wù)是城市經(jīng)濟(jì)生產(chǎn)部門進(jìn)行生產(chǎn)和人們生活的基礎(chǔ)性條件,市政公用事業(yè)不但為制造業(yè)、加工業(yè)、商業(yè)和服務(wù)業(yè)等各產(chǎn)業(yè)的生產(chǎn)活動(dòng)提供必要的城市道路、供水、供氣等基礎(chǔ)條件,也為城市提供必要的生活基礎(chǔ)。二是市政公用事業(yè)所提供的產(chǎn)品和服務(wù)的價(jià)格構(gòu)成了其他部門產(chǎn)品和服務(wù)的成本,其性能和價(jià)格的變化,必然對(duì)其他部門產(chǎn)生連鎖反應(yīng)。而作為市政公用事業(yè)之一的市政工程行業(yè),由于其基礎(chǔ)建設(shè)的特殊性,在城市經(jīng)濟(jì)發(fā)展中發(fā)揮著先導(dǎo)性的作用。SZ集團(tuán)作為始建于1948年的大型市政、公路施工企業(yè),在行業(yè)、地區(qū)的基礎(chǔ)設(shè)施建設(shè)領(lǐng)域,都發(fā)揮著重要作用。隨著基礎(chǔ)設(shè)施工程行業(yè)市場(chǎng)化程度的不斷提高,內(nèi)外部環(huán)境的不斷變化,企業(yè)同樣面臨著巨大挑戰(zhàn),一套系統(tǒng)、長期和可行的發(fā)展戰(zhàn)略規(guī)劃就變得十分重要。本文通過對(duì)SZ集團(tuán)的深入調(diào)研,結(jié)合戰(zhàn)略管理中的PEST模型、波特五力模型、SWOT分析法、核心競(jìng)爭力分析法和價(jià)值鏈分析法等理論,對(duì)SZ集團(tuán)面對(duì)的外部環(huán)境、內(nèi)部的資源和能力進(jìn)行全面分析的基礎(chǔ)上,制定SZ集團(tuán)的戰(zhàn)略規(guī)劃,確定了 SZ集團(tuán)應(yīng)采取防御型戰(zhàn)略與扭轉(zhuǎn)型戰(zhàn)略為主,以其他戰(zhàn)略為補(bǔ)充的戰(zhàn)略選擇,擬定了整體的戰(zhàn)略目標(biāo)與業(yè)務(wù)規(guī)劃;并配套建立了戰(zhàn)略實(shí)施系統(tǒng)和管控模式,明確了總部功能定位和需控制的資源,落實(shí)了戰(zhàn)略實(shí)施的保障措施等,以指導(dǎo)并推進(jìn)SZ集團(tuán)的戰(zhàn)略管理與順利實(shí)施。
[Abstract]:As one of the important components in the field of infrastructure construction in China, municipal public utilities play an important role in the national and local economic construction and play a fundamental role. It is mainly reflected in two aspects: first, the products and services provided by municipal public utilities are the basic conditions for urban economic production departments to carry out production and people's livelihood. Municipal public utilities are not only for manufacturing and processing industries, The production activities of various industries, such as commercial and service industries, provide the necessary basic conditions for urban roads, water supply, gas supply and so on, and also provide the necessary living basis for cities. Second, the price of the products and services provided by municipal public utilities constitutes the cost of products and services in other departments, and the change of their performance and price will inevitably produce a chain reaction to other departments. As one of the municipal public utilities, the municipal engineering industry plays a leading role in the development of urban economy because of the particularity of its infrastructure. SZ Group, as a large municipal, highway construction enterprise founded in 1948, is in the industry. The area of infrastructure construction in the region is playing an important role. With the continuous improvement of the marketization of the infrastructure engineering industry and the constant changes of the internal and external environment, enterprises are also facing enormous challenges. A set of system, long-term and feasible development strategic planning has become very important. Through the deep investigation of SZ Group, combined with the theories of PEST Model, Porter's five Force Model, SWOT Analysis method, Core Competitiveness Analysis method and value chain Analysis method in strategic management, this paper discusses the external environment faced by SZ Group. On the basis of comprehensive analysis of internal resources and capabilities, the strategic planning of SZ Group was formulated, and the strategic choice that SZ Group should adopt defensive strategy and twisting strategy, supplemented by other strategies, was determined. The overall strategic objectives and operational planning are formulated; The system of strategic implementation and the mode of management and control are set up, the function of headquarters and the resources to be controlled are defined, and the guarantee measures of strategic implementation are implemented to guide and promote the strategic management and smooth implementation of SZ Group.
