環(huán)境規(guī)制與技術(shù)創(chuàng)新:來自中國省際工業(yè)行業(yè)的經(jīng)驗證據(jù)

【摘要】:地區(qū)之間的經(jīng)濟(jì)發(fā)展、空間集聚及污染擴(kuò)散都有可能會造成空間相關(guān)性和異質(zhì)性,為了克服傳統(tǒng)計量方法分析區(qū)域問題時產(chǎn)生偏誤,本文構(gòu)建了空間計量模型,采用2001—2012年間我國30個省市的工業(yè)行業(yè)面板數(shù)據(jù)實證檢驗了環(huán)境規(guī)制對工業(yè)行業(yè)技術(shù)創(chuàng)新的影響,研究表明:全國、東部地區(qū)和西部地區(qū)的環(huán)境規(guī)制強(qiáng)度對工業(yè)行業(yè)技術(shù)創(chuàng)新的影響呈現(xiàn)U型關(guān)系,即隨著環(huán)境規(guī)制強(qiáng)度的由弱變強(qiáng),對技術(shù)創(chuàng)新水平產(chǎn)生先降低后提高的影響,而在中部地區(qū),環(huán)境規(guī)制與技術(shù)創(chuàng)新之間的關(guān)系呈現(xiàn)線性關(guān)系,沒有統(tǒng)計意義上的顯著U型關(guān)系。因此,我國應(yīng)適當(dāng)提高環(huán)境規(guī)制強(qiáng)度,靈活運(yùn)用各種規(guī)制工具,加強(qiáng)環(huán)境規(guī)制政策與技術(shù)創(chuàng)新政策的交互,并根據(jù)地區(qū)特點(diǎn)制定差異化的環(huán)境規(guī)制政策,從而有效推動我國工業(yè)行業(yè)的技術(shù)創(chuàng)新能力。
[Abstract]:Regional economic development, spatial agglomeration and pollution diffusion may result in spatial correlation and heterogeneity. In order to overcome the bias of traditional metrological methods in analyzing regional problems, a spatial measurement model is constructed in this paper. From 2001 to 2012, the panel data of 30 provinces and cities in China are used to test the impact of environmental regulation on technological innovation in industrial industry. The influence of environmental regulation intensity in eastern and western regions on technological innovation of industrial industry is U-shaped, that is, with the change of environmental regulation intensity from weak to strong, the level of technological innovation will be reduced first and then increased in the central region. The relationship between environmental regulation and technological innovation is linear, and there is no significant U-type relationship in statistical sense. Therefore, our country should properly improve the intensity of environmental regulation, flexibly use all kinds of regulatory tools, strengthen the interaction between environmental regulation policy and technological innovation policy, and formulate differentiated environmental regulation policy according to the regional characteristics. Thus effectively promote the technological innovation ability of China's industrial industry.
