在越中資企業(yè)SL公司政治風(fēng)險(xiǎn)危機(jī)管理案例研究

【摘要】:在中東北非局勢(shì)持續(xù)動(dòng)蕩的背景下,中亞國(guó)家雖然基本保持穩(wěn)定,但面臨的政治風(fēng)險(xiǎn)進(jìn)一步增多,如突發(fā)的群體性事件和恐怖事件依舊困擾著各國(guó)政府。一般來(lái)講,政治風(fēng)險(xiǎn)狹義的理解可以是制度缺失,廣義的理解可以包括社會(huì)沖突、恐怖主義、發(fā)展失衡等等。當(dāng)前,中亞國(guó)家的權(quán)力體系是比較穩(wěn)定的,但結(jié)構(gòu)性矛盾很突出,包括中央和地方之間、地區(qū)之間、政府和社會(huì)之間、社會(huì)群體之間都存在或明或暗的沖突,相互關(guān)系嚴(yán)重失衡,特殊的權(quán)力體系使總統(tǒng)及其領(lǐng)導(dǎo)下的權(quán)力執(zhí)行機(jī)構(gòu)成為穩(wěn)定的“平衡器”和“保障者”。這種體系的致命弱點(diǎn)是與社會(huì)發(fā)展脫節(jié),難以保證政局穩(wěn)定的持續(xù)性。本文以對(duì)外投資的政策風(fēng)險(xiǎn)危機(jī)管理為研究?jī)?nèi)容,回顧與分析了在越中資企業(yè)SL公司在2014年“514反華暴動(dòng)事件”中的應(yīng)急措施并提出改善意見(jiàn)。論文首先對(duì)企業(yè)的境外投資和危機(jī)管理的定義進(jìn)行了說(shuō)明,并結(jié)合中國(guó)企業(yè)境外投資的現(xiàn)狀,提出了研究意義和方向,對(duì)境外投資的基本特征及類(lèi)型、危機(jī)管理的應(yīng)用進(jìn)行研究,提出了文章的研究思路與方法,以調(diào)查研究的方式,總結(jié)出中國(guó)企業(yè)對(duì)外投資的特點(diǎn),同時(shí)對(duì)境外投資的影響因素作了分析。在論文的案例部分回顧了在越中資企業(yè)SL公司“514反華暴動(dòng)事件”的前后,詳細(xì)地呈現(xiàn)了SL公司危機(jī)應(yīng)急處理的措施,包括防范風(fēng)險(xiǎn)的工作預(yù)案,以及對(duì)抗風(fēng)險(xiǎn)的應(yīng)急預(yù)案。并以參與者的角度,對(duì)此事件進(jìn)行反思,總結(jié)出SL公司的政治風(fēng)險(xiǎn)危機(jī)管理經(jīng)驗(yàn),體現(xiàn)為反應(yīng)迅速、組織得當(dāng)、安撫到位、及時(shí)啟動(dòng)轉(zhuǎn)口貿(mào)易工作預(yù)案、復(fù)工快速、與越南銀行談判取得勝利等。同時(shí)從中歸納出幾點(diǎn)值得反思的地方,包括政治風(fēng)險(xiǎn)調(diào)研不充分,對(duì)事態(tài)預(yù)估不足,缺乏政治敏感度,銀行單一受制于人,與當(dāng)?shù)卣块T(mén)投入不足,投資者資金風(fēng)險(xiǎn)過(guò)大,控制力度弱等。論文最后闡述了中國(guó)企業(yè)在海外投資存在的風(fēng)險(xiǎn)和跨國(guó)公司的規(guī)避政治風(fēng)險(xiǎn)的經(jīng)驗(yàn),提出有效規(guī)避海外投資政治風(fēng)險(xiǎn)的方式,具體包括積極承擔(dān)社會(huì)責(zé)任降低政治風(fēng)險(xiǎn),危機(jī)管理的應(yīng)用,結(jié)合保險(xiǎn)保障制度規(guī)避政治暴力風(fēng)險(xiǎn),制定科學(xué)的應(yīng)急預(yù)案規(guī)避政治部確定性風(fēng)險(xiǎn),倡導(dǎo)政府部門(mén)在關(guān)鍵時(shí)刻的作用等方面,希望對(duì)國(guó)內(nèi)企業(yè)的危機(jī)管理有所啟發(fā)。
[Abstract]:Under the background of the situation of the Middle East and North Africa, although the Central Asian countries are basically stable, they are facing more and more political risks, such as sudden mass incidents and terrorist incidents, which still haunt the governments of all countries. Generally speaking, the narrow understanding of political risk can be institutional deficiency, and the broad understanding can include social conflict, terrorism, development imbalance and so on. At present, the power system of Central Asian countries is relatively stable, but structural contradictions are prominent, including conflicts between central and local governments, between regions, between governments and society, and between social groups. The special power system makes the president and the executive power under his leadership a stable "balancer" and "guarantor". The fatal weakness of the system is that it is out of step with social development and difficult to ensure the sustainability of political stability. Taking the policy risk crisis management of foreign investment as the research content, this paper reviews and analyzes the emergency measures taken by SL Company in the "514 Anti-China riot incident" in 2014 and puts forward some suggestions for improvement. Firstly, the paper explains the definition of overseas investment and crisis management of enterprises, and puts forward the significance and direction of the research, the basic characteristics and types of overseas investment, combined with the current situation of overseas investment of Chinese enterprises. This paper studies the application of crisis management, puts forward the research ideas and methods of the article, sums up the characteristics of Chinese enterprises' foreign investment by means of investigation and research, and analyzes the influencing factors of overseas investment. In the case section of this paper, the author reviews the "514 anti-China riot incident" of SL Company in Vietnam, and presents in detail the emergency measures for the crisis management of SL Company, including the work plan for preventing risks and the contingency plan for counteracting risk. From the point of view of participants, this paper summarizes the experience of SL's political risk crisis management, which is reflected in its quick response, proper organization, placating, prompt start of the work plan of entrepot trade, and quick resumption of work. Win negotiations with Vietnamese banks, etc. At the same time, there are several points worth reflecting on, including inadequate research on political risks, inadequate estimates of events, lack of political sensitivity, single control of banks by others, insufficient investment with local government departments, and excessive risk of investors' funds. Weak control, etc. At the end of the paper, the paper expounds the risk of Chinese enterprises' overseas investment and the experience of MNCs to avoid the political risk, and puts forward the effective ways to avoid the political risk of overseas investment, including the active undertaking of social responsibility to reduce the political risk. The application of crisis management, combined with the insurance system to avoid the risk of political violence, the development of a scientific contingency plan to avoid the political Department of certainty risk, advocating the role of government departments at critical times, and so on. I hope to inspire the crisis management of domestic enterprises.
