政府作用：鄉(xiāng)鎮(zhèn)工業(yè)園區(qū)產(chǎn)業(yè)集聚發(fā)展研究

【摘要】：近年來,儀征市真州鎮(zhèn)經(jīng)濟(jì)持續(xù)、快速發(fā)展,經(jīng)濟(jì)運(yùn)行質(zhì)態(tài)穩(wěn)步提升。截止2013年底,化纖無紡企業(yè)已經(jīng)發(fā)展到80多家,配套服務(wù)企業(yè)50多家,帶動(dòng)就業(yè)人數(shù)近4萬人,整個(gè)產(chǎn)業(yè)的年產(chǎn)值近220億元,實(shí)現(xiàn)利稅12.8億元。隨著真州鎮(zhèn)化纖無紡產(chǎn)業(yè)不斷壯大,有力的促進(jìn)和帶動(dòng)了地方及周邊工業(yè)經(jīng)濟(jì)的快速發(fā)展。目前,真州鎮(zhèn)化纖無紡產(chǎn)業(yè)的經(jīng)濟(jì)總量占全市同行業(yè)的80%。 化纖無紡產(chǎn)業(yè)發(fā)展獲得了“江蘇省中小企業(yè)集聚示范區(qū)”、“中國產(chǎn)業(yè)集群經(jīng)濟(jì)示范鎮(zhèn)”、“中國縣域產(chǎn)業(yè)集群競爭力100強(qiáng)”等稱號。通過研究鄉(xiāng)鎮(zhèn)工業(yè)園區(qū)產(chǎn)業(yè)集聚發(fā)展政府作用,不僅能解決鄉(xiāng)鎮(zhèn)園區(qū)產(chǎn)業(yè)集聚發(fā)展的瓶頸問題,也補(bǔ)充了政府管理職能的缺憾,同時(shí)也能促進(jìn)地方經(jīng)濟(jì)的發(fā)展,對我國現(xiàn)階段基層經(jīng)濟(jì)發(fā)展具有重大的現(xiàn)實(shí)意義。 本文采取文獻(xiàn)整理、統(tǒng)計(jì)分析、SWOT分析等研究方法。在大量的理論研究文獻(xiàn)的基礎(chǔ)上,結(jié)合儀征市真州鎮(zhèn)工業(yè)園區(qū)產(chǎn)業(yè)集聚政府發(fā)展實(shí)際情況,闡述了產(chǎn)業(yè)集聚、政府管理與產(chǎn)業(yè)集聚關(guān)系的基本理論問題,分析了儀征市真州鎮(zhèn)工業(yè)園區(qū)產(chǎn)業(yè)集聚政府作用發(fā)揮現(xiàn)狀,旨在找出政府對產(chǎn)業(yè)集聚發(fā)展質(zhì)態(tài)不高的潛在影響因素,在此基礎(chǔ)上提出可行的對策建議。 本文共分五個(gè)部分,其中第一、二部分首先介紹了工業(yè)園區(qū)產(chǎn)業(yè)集聚發(fā)展政府作用研究的選題背景以及選題意義,其次闡述了本文所研究課題的理論基礎(chǔ)。 第三部分：儀征市真州鎮(zhèn)工業(yè)園區(qū)發(fā)展的調(diào)查。該部分對儀征市真州鎮(zhèn)工業(yè)園區(qū)發(fā)展的歷程進(jìn)行了介紹,并采用SWOT分析法對園區(qū)的現(xiàn)狀進(jìn)行了分析,同時(shí)介紹了鎮(zhèn)政府在產(chǎn)業(yè)集聚發(fā)展方面的做法和經(jīng)驗(yàn)。 第四部分：儀征市真州鎮(zhèn)政府在工業(yè)園區(qū)產(chǎn)業(yè)集聚發(fā)展工作中存在的問題。主要存在：產(chǎn)業(yè)集聚程度不高、政府園區(qū)規(guī)劃不科學(xué)、園區(qū)企業(yè)植根性較弱、園區(qū)企業(yè)科技含量不高、園區(qū)管理尚不規(guī)范、政府招商篩選力度不夠、政府的管理不科學(xué)、投融資體系不健全、政府對融資研究不足等。 第五部分：依據(jù)工業(yè)園區(qū)產(chǎn)業(yè)集聚發(fā)展現(xiàn)狀,對儀征市真州鎮(zhèn)政府在工作的改進(jìn)建議。主要針對上一部分的原因剖析,給出相應(yīng)的對策建議：政府轉(zhuǎn)變發(fā)展觀念、政府科學(xué)規(guī)劃、政府營造創(chuàng)新網(wǎng)絡(luò)、政府加強(qiáng)制度建設(shè)、政府完善投融資體系。
[Abstract]:In recent years, the economy of Zhenzhou Town of Yizheng City has continued to develop rapidly, and the quality of economic operation has steadily improved. Up to the end of 2013, chemical fiber non-woven enterprises have developed to more than 80, supporting service enterprises more than 50, driving the employment of nearly 40,000 people, the annual output value of the entire industry is nearly 22 billion yuan, realizing profits and taxes of 1.28 billion yuan. With the growing of chemical fiber non-spinning industry in Zhenzhou Town, it promotes and drives the rapid development of local and surrounding industrial economy. At present, Zhenzhou Town chemical fiber non-spinning industry economic volume accounted for the city's 80 meters of the same industry. The development of chemical fiber non-spinning industry has won the titles of "small and medium-sized enterprises agglomeration demonstration zone in Jiangsu Province", "China industrial cluster economic demonstration town" and "the top 100 competitive power of China's county industrial cluster". By studying the role of government in the development of industrial agglomeration in township industrial parks, it can not only solve the bottleneck problem in the development of industrial agglomeration in township industrial parks, but also supplement the shortcomings of government management functions and promote the development of local economy. It is of great practical significance to the development of grass-roots economy in our country. In this paper, literature collation, statistical analysis, SWOT analysis and other research methods. On the basis of a large number of theoretical research documents, combined with the actual situation of industrial agglomeration government development in industrial park of Zhenzhou Town, Yizheng City, this paper expounds the basic theoretical issues of the relationship among industrial agglomeration, government management and industrial agglomeration. This paper analyzes the present situation of the government function of industrial agglomeration in Zhenzhou Town, Yizheng City, in order to find out the potential influencing factors of the government's low quality development of industrial agglomeration, and put forward feasible countermeasures and suggestions on this basis. This paper is divided into five parts. The first and second part first introduces the background and significance of the research on the role of government in industrial cluster development of industrial parks, and then expounds the theoretical basis of the research topic. The third part: the investigation of the development of industrial park in Zhenzhou Town of Yizheng City. This part introduces the course of the development of industrial park in Zhenzhou Town of Yizheng City, analyzes the present situation of the park by using SWOT analysis method, and introduces the practice and experience of the township government in the development of industrial agglomeration. The fourth part: the problems existing in the development of industrial agglomeration of industrial park by the government of Zhenzhou Town of Yizheng City. The main problems are: the degree of industrial agglomeration is not high, the planning of government park is not scientific, the root of park enterprise is weak, the science and technology content of park enterprise is not high, the management of park is not standard, the government's investment invitation and screening is not enough, and the management of government is not scientific. Investment and financing system is not perfect, the government research on financing is insufficient. The fifth part: according to the present situation of industrial agglomeration in industrial park, the author puts forward some suggestions to improve the work of Zhenzhou Town Government in Yizheng City. According to the analysis of the reasons of the above part, the author puts forward the corresponding countermeasures and suggestions: the government changes the concept of development, the government scientifically plans, the government builds the innovation network, the government strengthens the system construction, and the government consummates the investment and financing system.
