【摘要】：縱觀世界各國經(jīng)濟(jì)社會發(fā)展的歷史經(jīng)驗(yàn),表明了在不同歷史階段,都需要采取不同程度的產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和升級,以適應(yīng)經(jīng)濟(jì)社會的發(fā)展�？梢哉f,產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整是國家發(fā)展的一個(gè)重要標(biāo)志,在經(jīng)濟(jì)發(fā)展中有著至關(guān)重要的地位。社會資源的合理有效配置,不僅能夠產(chǎn)生結(jié)構(gòu)效益,而且對社會經(jīng)濟(jì)的可持續(xù)發(fā)展和協(xié)調(diào)發(fā)展均具有重要意義。在工業(yè)在產(chǎn)業(yè)結(jié)構(gòu)調(diào)整過程起到至關(guān)的重要作用,其調(diào)整方向的決定區(qū)域產(chǎn)業(yè)結(jié)構(gòu)的發(fā)展方向,一個(gè)國家或者地區(qū)的經(jīng)濟(jì)快速發(fā)展,必須科學(xué)確定工業(yè)產(chǎn)業(yè)發(fā)展的方向,以此帶動工業(yè)產(chǎn)業(yè)結(jié)構(gòu)的根本性變革和升級;工業(yè)發(fā)展及結(jié)構(gòu)調(diào)整不僅影響城鎮(zhèn)化和農(nóng)業(yè)現(xiàn)代化發(fā)展,而且是城鎮(zhèn)化和農(nóng)業(yè)現(xiàn)代化的重要驅(qū)動力。新疆是以農(nóng)業(yè)為主的地區(qū),但巴音郭楞蒙古自治州(以下簡稱為巴州)是新疆工業(yè)、農(nóng)業(yè)等產(chǎn)業(yè)發(fā)展的典型地區(qū)。進(jìn)入21世紀(jì)以來,巴州在推動工業(yè)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的同時(shí)大力發(fā)展開放型經(jīng)濟(jì),加大吸引外資的力度,逐步成為新疆重要的外向型經(jīng)濟(jì)的地區(qū)。對口援疆項(xiàng)目的不斷增多和中央新疆座談會的召開,為巴州構(gòu)筑了優(yōu)越的工業(yè)產(chǎn)業(yè)發(fā)展的基礎(chǔ),工業(yè)產(chǎn)業(yè)規(guī)模的擴(kuò)大和工業(yè)產(chǎn)業(yè)結(jié)構(gòu)的升級,逐步形成了以礦產(chǎn)資源開發(fā)、能源開發(fā)等支柱產(chǎn)業(yè)為主的現(xiàn)代工業(yè)產(chǎn)業(yè)體系,開始進(jìn)入工業(yè)化時(shí)期。但是,在此發(fā)展過程中巴州也存著創(chuàng)新研發(fā)能力弱、工業(yè)產(chǎn)業(yè)結(jié)構(gòu)失調(diào)、工業(yè)產(chǎn)業(yè)綜合效益偏低等突出問題。本文以區(qū)域發(fā)展理論、可持續(xù)發(fā)展理論為基礎(chǔ),綜合分析巴州地區(qū)工業(yè)的發(fā)展情況,指出巴州工業(yè)發(fā)展過程中存在的主要問題,同時(shí)針對巴州工業(yè)發(fā)展的實(shí)際建立指標(biāo)評價(jià)體系,對當(dāng)前巴州各個(gè)地區(qū)工業(yè)發(fā)展總體水平進(jìn)行了綜合評價(jià),找出當(dāng)前影響巴州工業(yè)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的主要因素,在此基礎(chǔ)上提出巴州工業(yè)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的總體思路、重點(diǎn)領(lǐng)域和對策建議。
[Abstract]:The historical experience of economic and social development in various countries in the world shows that it is necessary to adjust and upgrade the industrial structure to different degrees in different historical stages in order to adapt to the economic and social development. It can be said that the adjustment of industrial structure is an important symbol of national development and plays an important role in economic development. The rational and effective allocation of social resources can not only produce structural benefits, but also play an important role in the sustainable development and coordinated development of social economy. Industry plays an important role in the process of industrial structure adjustment. The direction of adjustment determines the development direction of regional industrial structure, and the rapid economic development of a country or region must be scientifically determined. Industrial development and structural adjustment not only affect the development of urbanization and agricultural modernization, but also are the important driving force of urbanization and agricultural modernization. Xinjiang is a region dominated by agriculture, but Bayingulang Mongol Autonomous Prefecture (hereinafter referred to as Bazhou) is a typical region for the development of industry and agriculture in Xinjiang. Since the beginning of the 21st century, Bazhou has made great efforts to develop an open economy while promoting the adjustment of industrial structure, increasing the intensity of attracting foreign capital, and gradually becoming an important region of export-oriented economy in Xinjiang. With the increasing number of counterpart aid projects and the holding of the central Xinjiang forum, Bazhou has built the foundation for the superior industrial industry development. With the expansion of industrial scale and the upgrading of industrial structure, the development of mineral resources has been gradually formed. Energy development and other pillar industries of the modern industrial system, began to enter the industrialization period. However, in the process of development, there are some outstanding problems in Bazhou, such as weak ability of innovation and R & D, maladjustment of industrial structure, low comprehensive benefit of industrial industry and so on. Based on the theory of regional development and sustainable development, this paper comprehensively analyzes the development of industry in Bazhou, and points out the main problems in the process of industrial development in Bazhou. At the same time, in view of the actual establishment of the index evaluation system of industrial development in Bazhou, the overall level of industrial development in various regions of Bazhou is comprehensively evaluated, and the main factors affecting the adjustment of industrial structure in Bazhou are found out. On this basis, the general idea, key areas and countermeasures of industrial structure adjustment in Bazhou are put forward.
