【摘要】：能源短缺和環(huán)境污染是目前人類社會(huì)可持續(xù)發(fā)展中遇到的最大問題，生物質(zhì)燃料的應(yīng)用和推廣正是解決這些問題的最佳手段之一。生物柴油是生物質(zhì)燃料的一種，是化石柴油的替代品，是環(huán)境友好型綠色燃料，，其廣泛使用不僅可以解決能源短缺問題，還可以降低環(huán)境污染壓力。世界上很多國家包括中國已經(jīng)意識(shí)到生物柴油的重要性，均將發(fā)展生物柴油列入本國能源戰(zhàn)略規(guī)劃中。 目前國內(nèi)外對(duì)于生物柴油相關(guān)研究主要集中在生物柴油產(chǎn)業(yè)發(fā)展概況上，尤其是對(duì)生物能源發(fā)展迅速的國家的政策研究比較多，缺乏對(duì)于生物柴油產(chǎn)業(yè)的發(fā)展模式和支撐體系的研究。為了使生物柴油產(chǎn)業(yè)的研究更加完善，文章將結(jié)合我國生物柴油產(chǎn)業(yè)發(fā)展現(xiàn)狀著重探索我國生物柴油產(chǎn)業(yè)的發(fā)展模式和支撐體系。 文章首先對(duì)國內(nèi)外生物柴油產(chǎn)業(yè)發(fā)展現(xiàn)狀進(jìn)行了詳細(xì)的介紹，在此基礎(chǔ)上通過運(yùn)用SWOT分析出制約我國該產(chǎn)業(yè)的劣勢與威脅因素，以及推動(dòng)我國該產(chǎn)業(yè)的優(yōu)勢與機(jī)會(huì)因素，進(jìn)而明確我國生物柴油產(chǎn)業(yè)的發(fā)展定位。然后從原料供應(yīng)模式、企業(yè)組織模式和產(chǎn)品銷售模式三個(gè)方面探索了適合我國生物柴油產(chǎn)業(yè)的發(fā)展模式，并基于這種發(fā)展模式構(gòu)建了有利于我國生物柴油產(chǎn)業(yè)發(fā)展的支撐體系，即政策支撐體系、技術(shù)支撐體系、市場支撐體系，期望通過支撐體系的建立能全面、科學(xué)、有效的促進(jìn)該產(chǎn)業(yè)在我國可持續(xù)、健康發(fā)展。文章認(rèn)為，政府在我國生物柴油產(chǎn)業(yè)發(fā)展過程中擔(dān)任重要角色，政府出臺(tái)的優(yōu)惠政策對(duì)生物柴油產(chǎn)業(yè)發(fā)展具有重要作用，因此，政府在生物柴油產(chǎn)業(yè)發(fā)展初期應(yīng)發(fā)揮主導(dǎo)作用，推動(dòng)整個(gè)產(chǎn)業(yè)進(jìn)入健康發(fā)展的軌道。
[Abstract]:Energy shortage and environmental pollution are the biggest problems in the sustainable development of human society at present. The application and promotion of biomass fuel is one of the best ways to solve these problems. Biodiesel is a kind of biomass fuel, a substitute for fossil diesel, and an environment-friendly green fuel. Its wide use can not only solve the problem of energy shortage, but also reduce the environmental pollution pressure. Many countries in the world, including China, have realized the importance of biodiesel and have included the development of biodiesel in their energy strategic planning. At present, domestic and foreign researches on biodiesel mainly focus on the development of biodiesel industry, especially on the policy research of countries with rapid development of bio-energy. Lack of research on the development model and supporting system of biodiesel industry. In order to make the research of biodiesel industry more perfect, this paper will focus on exploring the development mode and supporting system of China's biodiesel industry in light of the present development situation of China's biodiesel industry. Firstly, this paper introduces the present situation of biodiesel industry at home and abroad in detail. On this basis, by using SWOT to analyze the inferiority and threat factors that restrict the industry in China, as well as the advantages and opportunities to promote the industry in China. And then define the development orientation of China's biodiesel industry. Then it explores the suitable development model of biodiesel industry in China from three aspects: raw material supply mode, enterprise organization model and product sales mode, and constructs a supporting system for the development of China's biodiesel industry based on this development model. That is, policy support system, technology support system, market support system, through the establishment of support system can be comprehensive, scientific and effective to promote the sustainable and healthy development of the industry in China. The paper holds that the government plays an important role in the development of biodiesel industry in China, and the preferential policies issued by the government play an important role in the development of biodiesel industry. Therefore, the government should play a leading role in the initial development of biodiesel industry. Push the whole industry into the track of healthy development.
