供電企業(yè)全面風(fēng)險(xiǎn)管理典型設(shè)計(jì)研究與實(shí)現(xiàn)

【摘要】:風(fēng)險(xiǎn)指的是客觀存在的,在特定情況下、特定期間內(nèi),某一事件導(dǎo)致的最終損失的不確定性。它包含了客觀性、損失性和不確定性三個(gè)方面的涵義。供電企業(yè)作為關(guān)系國(guó)家能源安全和國(guó)民經(jīng)濟(jì)命脈的支撐企業(yè),在經(jīng)濟(jì)社會(huì)中發(fā)揮著重要的基礎(chǔ)性作用。它不僅是關(guān)系國(guó)家經(jīng)濟(jì)安全的戰(zhàn)略大問題,而且與人們的日常生活、社會(huì)穩(wěn)定密切相關(guān)。然而,供電企業(yè)在運(yùn)營(yíng)過程中將面臨各類風(fēng)險(xiǎn),包括安全管理風(fēng)險(xiǎn)、資產(chǎn)經(jīng)營(yíng)風(fēng)險(xiǎn)、營(yíng)銷服務(wù)風(fēng)險(xiǎn)、電網(wǎng)運(yùn)行風(fēng)險(xiǎn)、人力資源風(fēng)險(xiǎn)等。這些風(fēng)險(xiǎn)的發(fā)生將會(huì)對(duì)供電企業(yè)的正常運(yùn)營(yíng)帶來損失,阻礙企業(yè)的發(fā)展,甚至危害國(guó)民經(jīng)濟(jì)的運(yùn)行和社會(huì)的穩(wěn)定。因而,有效地開展風(fēng)險(xiǎn)管理工作就顯得尤為重要。課題梳理了供電企業(yè)相關(guān)風(fēng)險(xiǎn)業(yè)務(wù),明確了供電企業(yè)的主要風(fēng)險(xiǎn)關(guān)注點(diǎn),對(duì)供電企業(yè)全面風(fēng)險(xiǎn)管理進(jìn)行了定義,建立了供電企業(yè)全面風(fēng)險(xiǎn)管理流程。課題根據(jù)“SG186”工程典型設(shè)計(jì)相關(guān)理論,對(duì)典型設(shè)計(jì)進(jìn)行了定義,構(gòu)建了適用于供電企業(yè)的全面風(fēng)險(xiǎn)管理決策支持系統(tǒng),具體分析了供電企業(yè)全面風(fēng)險(xiǎn)管理決策支持系統(tǒng)的業(yè)務(wù)架構(gòu),數(shù)據(jù)流程。對(duì)供電企業(yè)全面風(fēng)險(xiǎn)管理決策支持系統(tǒng)進(jìn)行了功能分析,并規(guī)范了供電企業(yè)全面風(fēng)險(xiǎn)管理的操作流程。課題在全面風(fēng)險(xiǎn)管理理論研究的基礎(chǔ)上,結(jié)合供電企業(yè)的實(shí)際情況,分析、設(shè)計(jì)和實(shí)現(xiàn)了供電企業(yè)全面風(fēng)險(xiǎn)管理決策支持系統(tǒng),提高了全面風(fēng)險(xiǎn)管理工作信息化、自動(dòng)化和智能化的程度。
[Abstract]:Risk refers to the uncertainty of the ultimate loss caused by an event under certain circumstances and periods. It contains three meanings: objectivity, loss and uncertainty. Power supply enterprises, as the support enterprises of national energy security and national economic lifeline, play an important basic role in the economic society. It is not only a strategic problem related to national economic security, but also closely related to people's daily life and social stability. However, power supply enterprises will face various risks in the operation process, including security management risk, asset management risk, marketing service risk, grid operation risk, human resource risk and so on. The occurrence of these risks will bring losses to the normal operation of power supply enterprises, hinder the development of enterprises, and even endanger the operation of the national economy and social stability. Therefore, the effective development of risk management work is particularly important. The topic combs the related risk business of the power supply enterprise, clarifies the main risk concern of the power supply enterprise, defines the overall risk management of the power supply enterprise, and establishes the overall risk management process of the power supply enterprise. According to the theory of "SG186" typical design, the paper defines the typical design and constructs a comprehensive risk management decision support system for power supply enterprises. The business structure and data flow of the comprehensive risk management decision support system in power supply enterprises are analyzed in detail. This paper analyzes the function of the power supply enterprise's comprehensive risk management decision support system, and standardizes the operation flow of the power supply enterprise's overall risk management. Based on the research of the theory of comprehensive risk management and the actual situation of the power supply enterprise, the paper designs and implements the decision support system of the comprehensive risk management of the power supply enterprise, and improves the informationization of the overall risk management.
