【摘要】：煤炭工業(yè)不僅是資源約束型、環(huán)境約束型的典型行業(yè),而且是安全約束型的特殊行業(yè)。因此,煤礦企業(yè)本質(zhì)安全文化是具有特殊使命的文化。煤炭企業(yè)本質(zhì)安全文化體系建設(shè)必須根據(jù)行業(yè)特點(diǎn)和企業(yè)自身,充分借鑒并運(yùn)用現(xiàn)代企業(yè)管理思想、精細(xì)化管理思想和本質(zhì)安全管理思想,最終構(gòu)建出具有鮮明特色的煤礦企業(yè)本質(zhì)安全文化。 本質(zhì)安全管理是一種管理思想,建立在安全系統(tǒng)理論的基礎(chǔ)上,力求在生產(chǎn)過(guò)程中做到設(shè)備無(wú)故障、人員無(wú)失誤、系統(tǒng)無(wú)缺陷、管理無(wú)漏洞,最終實(shí)現(xiàn)人員、機(jī)器、環(huán)境、管理的本質(zhì)安全。在本質(zhì)安全管理的背景下,煤礦企業(yè)安全文化的內(nèi)涵也發(fā)生了相應(yīng)的變化,演變成為本質(zhì)安全文化。煤礦企業(yè)本質(zhì)安全文化體現(xiàn)了人—機(jī)—環(huán)—管的系統(tǒng)安全觀,是用文化的形式滲透并有效指導(dǎo)煤礦企業(yè)本質(zhì)安全管理的各項(xiàng)工作,是安全文化的較高境界。 本文在簡(jiǎn)要分析了我國(guó)煤礦企業(yè)本質(zhì)安全文化建設(shè)現(xiàn)狀的基礎(chǔ)上,系統(tǒng)梳理了本質(zhì)安全文化相關(guān)理論并結(jié)合國(guó)內(nèi)外先進(jìn)煤礦企業(yè)本質(zhì)安全文化體系的建設(shè)經(jīng)驗(yàn),構(gòu)建出本文的煤礦企業(yè)本質(zhì)安全文化體系,并相應(yīng)的提煉出煤礦企業(yè)本質(zhì)安全文化評(píng)價(jià)指標(biāo)體系,其中一級(jí)指標(biāo)7個(gè),二級(jí)指標(biāo)35個(gè),指標(biāo)體系的范圍全面涵蓋集團(tuán)高層領(lǐng)導(dǎo)、中層干部和基層職員。最后以安徽省淮南市謝一礦為例,對(duì)該礦的本質(zhì)安全文化體系建設(shè)進(jìn)行綜合評(píng)估,并針對(duì)評(píng)估結(jié)果提出相應(yīng)的改進(jìn)建議。
[Abstract]:Coal industry is not only a typical industry of resource-constrained and environment-constrained type, but also a special industry of safety-constrained type. Therefore, the intrinsic safety culture of coal mining enterprises is a culture with special mission. The construction of intrinsic safety culture system of coal enterprises must fully draw lessons from and apply modern enterprise management according to the characteristics of the industry and the enterprises themselves. Thought, refined management thought and intrinsic safety management thought, eventually build a distinctive characteristics of the coal mine enterprise intrinsic safety culture.
Essential safety management is a kind of management thought, which is based on the theory of safety system, and strives to achieve the essential safety of personnel, machinery, environment and management in the process of production. Under the background of essential safety management, the connotation of safety culture of coal mine enterprises is also included. Corresponding changes have taken place and evolved into an intrinsic safety culture. The intrinsic safety culture of coal mining enterprises embodies the systematic safety concept of man-machine-ring-tube, which is the higher realm of safety culture, permeates and effectively guides the work of intrinsic safety management of coal mining enterprises in the form of culture.
Based on a brief analysis of the status quo of the construction of intrinsic safety culture in China's coal mining enterprises, this paper systematically combs the related theories of intrinsic safety culture and combines the construction experience of the intrinsic safety culture system of advanced coal mining enterprises at home and abroad, constructs the intrinsic safety culture system of coal mining enterprises in this paper, and refines the enterprise-based coal mining enterprises accordingly. The evaluation index system of quality safety culture includes 7 first-class indexes and 35 second-class indexes. The scope of the index system covers all the senior leaders, middle-level cadres and grass-roots staff of the group. Finally, taking Xieyi Coal Mine in Huainan City, Anhui Province as an example, the construction of the essential safety culture system of the mine is comprehensively evaluated, and corresponding modifications are proposed according to the evaluation results. Make a suggestion.
