【摘要】：我國(guó)周邊已形成中國(guó)—中亞天然氣管道(ABC線)、中俄石油管道、中哈石油管道、中緬油氣管道四大陸上油氣運(yùn)輸通道,并在建中俄東段天然氣管道和中國(guó)—中亞天然氣管道(D線)。管道運(yùn)營(yíng)安全包括穩(wěn)定供應(yīng)、維護(hù)合理運(yùn)輸成本和在建項(xiàng)目實(shí)施。其影響因素包括政治與外交、安全、經(jīng)濟(jì)、國(guó)際條法、技術(shù)及自然地理等。我國(guó)應(yīng)改變對(duì)過(guò)境國(guó)單向依賴,建立管道應(yīng)急維修機(jī)制,開(kāi)展預(yù)防性外交,并將管道安全納入?yún)^(qū)域合作框架。
[Abstract]:China Central Asia natural gas pipeline (ABC line), Sino-Russian oil pipeline, Sino-Kazakh oil pipeline, Sino-Myanmar oil and gas pipeline have been formed around China and China and Central Asia natural gas pipeline (D line) are under construction in the eastern section of China and Russia. Pipeline safety includes stable supply, maintenance of reasonable transportation costs and implementation of ongoing projects. Its influential factors include politics and diplomacy, security, economy, international law, technology and physical geography. Our country should change its one-way dependence on transit countries, establish pipeline emergency maintenance mechanism, carry out preventive diplomacy, and integrate pipeline safety into the framework of regional cooperation.
