【摘要】：近年來(lái),國(guó)家提出了加快推進(jìn)油田企業(yè)發(fā)展方式的轉(zhuǎn)變,要求在提高采油技術(shù)裝備水平和資產(chǎn)經(jīng)營(yíng)效益方面取得雙豐收。在此背景下,M油田日益重視油氣資產(chǎn)管理的投入產(chǎn)出問(wèn)題,嘗試在油氣資產(chǎn)管理中引入全生命周期管理的理念,通過(guò)創(chuàng)新管理方法和技術(shù)手段來(lái)提高資產(chǎn)管理水平和經(jīng)營(yíng)效益。 油氣資產(chǎn)全生命周期管理是對(duì)油氣資產(chǎn)從規(guī)劃、形成、生產(chǎn)運(yùn)營(yíng)到報(bào)廢處置等全過(guò)程進(jìn)行的管控,它通過(guò)降低和控制資產(chǎn)全生命周期中的總成本來(lái)提高和增強(qiáng)資產(chǎn)經(jīng)營(yíng)效益和使用效益,最終實(shí)現(xiàn)油氣資產(chǎn)管理的有效性、安全性和可靠性,實(shí)現(xiàn)油田作業(yè)區(qū)價(jià)值的最大化。本文從以下幾個(gè)方面對(duì)M油田油氣資產(chǎn)全生命周期管理進(jìn)行了研究： (1)闡述了資產(chǎn)全生命周期管理的相關(guān)概念。 (2)分析了M油田油氣資產(chǎn)管理現(xiàn)狀與存在的主要問(wèn)題。 (3)構(gòu)建了M油田油氣資產(chǎn)全生命周期的管理模式,包括油氣資產(chǎn)全生命周期的管理理念、管理策略、管理機(jī)構(gòu)、業(yè)務(wù)流程、評(píng)價(jià)體系、信息系統(tǒng)。 (4)探討了M油田油氣資產(chǎn)全生命周期管理的實(shí)施措施、各個(gè)階段(規(guī)劃設(shè)計(jì)期、采購(gòu)建設(shè)期、生產(chǎn)運(yùn)營(yíng)期、報(bào)廢處置期)的資產(chǎn)管控措施以及實(shí)施油氣資產(chǎn)全生命周期管理的保障措施。 (5)設(shè)計(jì)了M油田油氣資產(chǎn)全生命周期管理效果的評(píng)價(jià)指標(biāo)體系、評(píng)價(jià)方法與評(píng)價(jià)模型,并進(jìn)行了實(shí)例運(yùn)用。 本文的研究注重理論研究與M油田油氣資產(chǎn)管理實(shí)踐的緊密結(jié)合,通過(guò)對(duì)資產(chǎn)全生命周期管理的理論研究,為M油田油氣資產(chǎn)管理的實(shí)際操作和執(zhí)行提供有效可行的解決方法。全面開(kāi)展油氣資產(chǎn)全生命周期管理技術(shù)深化研究和體系建設(shè),及時(shí)將研究成果應(yīng)用于資產(chǎn)管理各環(huán)節(jié),有助于提升油田企業(yè)精益化管理和科學(xué)決策的水平,將大大提高油田企業(yè)的綜合競(jìng)爭(zhēng)能力。
[Abstract]:In recent years, the state has proposed to accelerate the transformation of the development mode of oil field enterprises, which requires a double harvest in improving the level of oil recovery technology and equipment and the efficiency of assets management. Under this background, more and more attention has been paid to the input-output problem of oil and gas asset management, which attempts to introduce the concept of whole life cycle management into oil and gas asset management, and to improve the level of asset management and management efficiency by means of innovative management methods and technical means. The whole life cycle management of oil and gas assets is the control of the whole process of oil and gas assets from planning, forming, production and operation to scrapping and disposal. By reducing and controlling the total cost of the whole life cycle of the assets, it can improve and enhance the benefit of the management and use of the assets, finally realize the effectiveness, security and reliability of the management of oil and gas assets, and realize the maximization of the value of the operation area of the oil field. In this paper, the whole life cycle management of oil and gas assets in M oilfield is studied from the following aspects: (1) the related concepts of the whole life cycle management of oil and gas assets in M oilfield are expounded. (2) the oil and gas asset management in M oil field is analyzed. (3) the whole life cycle management model of oil and gas assets in M oilfield is constructed. Including the management concept, management strategy, management organization, business process, evaluation system and information system of oil and gas assets. (4) the implementation measures of oil and gas asset life cycle management in M oilfield are discussed. Various stages (planning and design period, procurement construction period, production and operation period, (5) the evaluation index system, evaluation method and evaluation model for the effect of oil and gas asset life cycle management in M oilfield are designed. And carried on the example application. The research in this paper focuses on the close combination of theoretical research and oil and gas asset management practice in M oilfield. Through the theoretical research on the whole life cycle management of oil and gas assets, it provides an effective and feasible solution for the actual operation and execution of oil and gas asset management in M oilfield. The comprehensive development of oil and gas asset life cycle management technology to deepen research and system construction, and timely application of research results to all aspects of asset management will help to improve the level of lean management and scientific decision-making in oil field enterprises. Will greatly improve the comprehensive competitiveness of oil field enterprises.
