【摘要】：2011年以來(lái),在全球經(jīng)濟(jì)二次探底及中國(guó)房地產(chǎn)調(diào)控的影響下,鋼鐵行業(yè)下游需求持續(xù)低迷,而同期鋼鐵產(chǎn)能卻不斷增加,供需的不平衡導(dǎo)致鋼材價(jià)格迅速下降。與此同時(shí),鋼鐵上游的原燃料成本卻持續(xù)維持高位。為了降低采購(gòu)成本,鋼鐵企業(yè)開(kāi)始著手在原燃料資源的采購(gòu)體系建設(shè)上面下功夫。SG集團(tuán)目前對(duì)集團(tuán)下屬的三家鋼鐵企業(yè)的噴吹煤資源實(shí)施集中采購(gòu),但是沒(méi)有一個(gè)系統(tǒng)的、完整的噴吹煤資源采購(gòu)體系。為了適應(yīng)大環(huán)境的變化和公司發(fā)展的需要,建設(shè)一個(gè)適合企業(yè)自身需求的噴吹煤資源采購(gòu)體系十分必要。進(jìn)度管理是項(xiàng)目管理中最關(guān)鍵的要素之一,項(xiàng)目進(jìn)度的合理安排和控制,關(guān)系到一個(gè)項(xiàng)目的工期能否按時(shí)完成,對(duì)項(xiàng)目實(shí)施的質(zhì)量、成本等方面也有著很重要的影響。本文系統(tǒng)的運(yùn)用項(xiàng)目管理中的相關(guān)知識(shí),主要研究以下幾個(gè)方面的內(nèi)容:一是運(yùn)用項(xiàng)目管理的知識(shí),在充分分析SG集團(tuán)建立噴吹煤資源采購(gòu)體系建設(shè)的必要性的基礎(chǔ)上,通過(guò)建立項(xiàng)目組織結(jié)構(gòu)、明確項(xiàng)目的范圍、確定項(xiàng)目各工作的先后關(guān)系和工期、合理的選擇項(xiàng)目進(jìn)度計(jì)劃的編制方法,制定了 SG集團(tuán)建立噴吹煤資源采購(gòu)體系建設(shè)的項(xiàng)目進(jìn)度計(jì)劃。二是通過(guò)建立項(xiàng)目控制的流程、設(shè)置項(xiàng)目控制的關(guān)鍵點(diǎn)、運(yùn)用項(xiàng)目進(jìn)度報(bào)告等方法制定了項(xiàng)目進(jìn)度控制計(jì)劃,并在組織、制度、經(jīng)濟(jì)、技術(shù)等方面制定措施予以支持。為防止項(xiàng)目進(jìn)度實(shí)施由于突發(fā)情況無(wú)法保證按照計(jì)劃的工期執(zhí)行,制定措施對(duì)項(xiàng)目進(jìn)度偏差進(jìn)行分析和調(diào)整,以確保項(xiàng)目實(shí)際進(jìn)度與計(jì)劃進(jìn)度一致。通過(guò)對(duì)SG集團(tuán)建立噴吹煤資源采購(gòu)體系建設(shè)項(xiàng)目的進(jìn)度管理研究,探索項(xiàng)目進(jìn)度管理在鋼鐵企業(yè)的資源采購(gòu)體系建設(shè)方面的應(yīng)用,得出一些具有研究和實(shí)踐意義的結(jié)論,改進(jìn)SG集團(tuán)噴吹煤采購(gòu)體系的現(xiàn)狀,提升企業(yè)對(duì)資源掌控的能力。此外,通過(guò)本研究,也希望能夠?yàn)轫?xiàng)目進(jìn)度管理在鋼鐵企業(yè)資源采購(gòu)體系的建設(shè)領(lǐng)域的應(yīng)用提供一些值得參考的價(jià)值。
[Abstract]:Since 2011, under the influence of the two bottom of the global economy and the influence of China's real estate regulation, the downstream demand of the steel industry continues to be sluggish, while steel production capacity is increasing in the same period, the imbalance between supply and demand has led to a rapid decline in steel prices. At the same time, the cost of raw fuel in the upper reaches of steel continues to maintain high. In order to reduce the cost of procurement, steel The enterprise began to work on the construction of the procurement system for the raw fuel resources..SG group is currently carrying out centralized procurement of coal resources of three steel enterprises under the group, but there is no systematic and complete coal resource procurement system. In order to adapt to the changes in the environment and the needs of the development of the company, it is suitable to build a suitable system. The enterprise's own demand for coal resource procurement system is very necessary. Progress management is one of the most critical elements in project management, the reasonable arrangement and control of the project progress, the time of a project can be completed on time, the quality and cost of the project is also very important. The related knowledge in management is mainly studied in the following aspects: first, on the basis of the knowledge of project management, on the basis of fully analyzing the necessity of establishing the construction of coal resource procurement system by SG group, through the establishment of the project organization structure, the scope of the project is clearly defined, the successively relation and time limit of the projects are determined, and the reasonable selection is made. The project progress plan is compiled, and the project progress plan is set up by SG group to build the coal resource purchasing system. Two is to set up the key point of the project control through the establishment of the project control process and make use of the project progress report to make the project schedule control plan, and in the organization, system, economy, technology and so on. In order to prevent the project progress from being carried out in accordance with the planned period of work, the project progress deviation is analyzed and adjusted to ensure that the actual progress of the project is consistent with the schedule of the project. Through the research on the progress management of the construction project of the coal resource procurement system for the SG group. The application of cable project schedule management in the construction of the resource purchasing system of steel enterprises, draw some conclusions with research and practical significance, improve the status of the coal injection system of SG group and enhance the ability of the enterprise to control the resources. In addition, through this study, it also hopes to manage the resource purchasing body of the steel enterprise for the project progress. The application of the Department's construction field provides some valuable reference.
