三明市食品加工小作坊現(xiàn)狀調(diào)查及其管理對策研究

【摘要】:食品加工小作坊是我國食品產(chǎn)業(yè)的重要構(gòu)成,本文以福建三明市食品加工小作坊為對象,實地調(diào)查、對比分析食品加工小作坊存在現(xiàn)狀及產(chǎn)品質(zhì)量安全,并借鑒國內(nèi)外對食品安全的研究成果提出對策。通過對三明市食品加工小作坊的質(zhì)量安全基本情況進行調(diào)查,發(fā)現(xiàn)三明市小作坊發(fā)揮了重要的功能。三明市食品加工小作坊主要存在證件不全、資產(chǎn)和營業(yè)額不高、從業(yè)人員的文化素質(zhì)普遍較低、食品原料的進貨不規(guī)范、生產(chǎn)設(shè)備和衛(wèi)生條件較差、沒有執(zhí)行食品安全的相關(guān)標準等問題。針對這些問題提出五方面的建議。第一,完善法律制度建設(shè),建立健全食品安全綜合機制;第二,企業(yè)內(nèi)部改革,提高食品生產(chǎn)水平;第三,轉(zhuǎn)變消費者食品安全的消費態(tài)度;第四,發(fā)揮新聞及社會輿論的引導(dǎo)和監(jiān)督作用;第五,示范建設(shè),引導(dǎo)行業(yè)規(guī)范。此研究可以為政府相關(guān)部門在監(jiān)管對策方面提供參考,以提升三明市食品加工小作坊的食品安全水平。
[Abstract]:The food processing workshop is an important component of the food industry in China. This paper takes the food processing small workshop in Sanming City, Fujian Province as the object, makes a field investigation, compares and analyzes the existing situation and the product quality safety of the food processing small workshop. And draw lessons from the research results of food safety at home and abroad put forward countermeasures. By investigating the quality and safety of small food processing workshops in Sanming City, it is found that small workshops in Sanming City play an important role. Small food processing workshops in Sanming City are mainly characterized by incomplete documents, low assets and turnover, low cultural quality of employees, irregular purchase of food raw materials, and poor production equipment and hygiene conditions. No implementation of food safety standards and other issues. Five suggestions are put forward to solve these problems. First, to improve the legal system and establish a sound food safety comprehensive mechanism; second, to reform enterprises to improve the food production level; third, to change the consumer's consumption attitude towards food safety; fourth, Play a leading and supervisory role of news and public opinion; fifthly, demonstrate construction and guide industry norms. This study can provide a reference for government departments to improve the food safety level of small food processing workshops in Sanming City.
