【摘要】：石油勘探開發(fā)在石油工業(yè)體系中處于上游,對(duì)整個(gè)行業(yè)的健康、可持續(xù)發(fā)展有著重要的基礎(chǔ)性意義,要保證勘探開發(fā)工程項(xiàng)目的高質(zhì)、高效、安全、環(huán)保,監(jiān)督管理體制的建立和完善是非常值得關(guān)注的問題,具有非常重要的理論和實(shí)踐意義。 首先,本文歸納總結(jié)了本課題的國(guó)內(nèi)外研究現(xiàn)狀,確定了文章的理論依據(jù)、研究方法、研究?jī)?nèi)容和研究思路；通過資料收集對(duì)國(guó)內(nèi)外石油勘探開發(fā)工程項(xiàng)目監(jiān)督管理的現(xiàn)行體制進(jìn)行了分析,對(duì)比國(guó)外成功經(jīng)驗(yàn)和先進(jìn)理念,找出了國(guó)內(nèi)監(jiān)督管理體制存在的監(jiān)督主體、監(jiān)督模式、政府職能、規(guī)章制度、監(jiān)督取費(fèi)、人力資源、行業(yè)協(xié)會(huì)七大方面的不足；發(fā)現(xiàn)了勘探開發(fā)工程項(xiàng)目監(jiān)督管理的集團(tuán)化、行業(yè)化、市場(chǎng)化三大發(fā)展趨勢(shì),并通過分析找出適宜我國(guó)情況的選擇；同時(shí)還對(duì)構(gòu)建這種基于行業(yè)化的監(jiān)督管理體制的必要性和可行性進(jìn)行了論證。 第二,本文對(duì)所提出的基于行業(yè)化的石油勘探開發(fā)工程項(xiàng)目監(jiān)督管理體制中監(jiān)督活動(dòng)主體、主體間相互關(guān)系、監(jiān)督管理機(jī)構(gòu)的設(shè)置、監(jiān)督管理機(jī)構(gòu)的職責(zé)與權(quán)限、監(jiān)督管理機(jī)構(gòu)的管理內(nèi)容進(jìn)行了較為詳細(xì)的闡述。并且針對(duì)體制現(xiàn)狀和存在的問題,提出了改革完善、構(gòu)建行業(yè)化監(jiān)督管理體制的方法,其中包括了機(jī)構(gòu)設(shè)置、開放市場(chǎng)、理順職能、建章立制、改善取費(fèi)、健全人事、協(xié)會(huì)建設(shè)等七個(gè)方面的對(duì)策建議 第三,本文針對(duì)所構(gòu)建的行業(yè)化監(jiān)督管理體制還進(jìn)行了運(yùn)行機(jī)制的設(shè)計(jì),提出了行業(yè)化監(jiān)督管理應(yīng)遵循的原則,從工作運(yùn)行、人力資源、標(biāo)準(zhǔn)管理、技術(shù)創(chuàng)新、合同管理、監(jiān)督取費(fèi)六個(gè)方面詳細(xì)闡述了體制的運(yùn)行規(guī)則和方式,并按照石油勘探開發(fā)工程項(xiàng)目的施工建設(shè)程序完整描述了行業(yè)化監(jiān)督管理的具體實(shí)施程序。 最后,對(duì)全文進(jìn)行了總結(jié),反思了存在的不足,并對(duì)未來的研究方向進(jìn)行了展望。
[Abstract]:Oil exploration and development is located upstream in the petroleum industry system. It is of fundamental significance to the health and sustainable development of the whole industry. It is necessary to ensure the high quality, high efficiency, safety and environmental protection of exploration and development projects. The establishment and perfection of supervision and management system is a matter of great concern, which is of great theoretical and practical significance. First of all, this paper summarizes the domestic and foreign research status, determines the theoretical basis of the article, research methods, research content and research ideas; This paper analyzes the current system of supervision and management of petroleum exploration and development projects at home and abroad through data collection, compares the successful experiences and advanced concepts of foreign countries, and finds out the main body and mode of supervision in the domestic supervision and management system. The shortcomings of government functions, rules and regulations, supervision and collection of fees, human resources and trade associations have been found in three major development trends: collectivization, industrization, and marketization of supervision and management of exploration and development projects. Through analyzing and finding out the suitable choice of our country, the necessity and feasibility of constructing this kind of supervision and management system based on industry are also demonstrated. Secondly, this paper deals with the main body of supervision activities, the relationship between the main bodies, the establishment of supervision and management agencies, the duties and powers of supervision and management agencies in the industry-based supervision and management system of petroleum exploration and development projects. The management content of supervision and management organization has carried on more detailed elaboration. And aiming at the present situation of the system and the existing problems, the paper puts forward the methods of reforming and perfecting, constructing the supervision and management system of the industry, including setting up the organization, opening up the market, straightening out the function, establishing rules and regulations, improving the collection of fees, perfecting the personnel, Third, this paper designs the operating mechanism of the industrial supervision and management system, and puts forward the principles that should be followed by the industry supervision and management. Six aspects of human resources, standard management, technological innovation, contract management and supervision and collection of fees are elaborated in detail on the operating rules and methods of the system. According to the construction procedure of petroleum exploration and development project, the concrete implementation procedure of industry supervision and management is described. Finally, the paper summarizes the full text, reflects on the shortcomings, and looks forward to the future research direction.
