基于廣東電網(wǎng)公司電力物資倉(cāng)儲(chǔ)配送體系的研究

【摘要】:電力物資的及時(shí)、準(zhǔn)確供應(yīng)關(guān)系到電網(wǎng)的安全、可靠運(yùn)行,也關(guān)系到電網(wǎng)企業(yè)的經(jīng)營(yíng)成本控制和管理規(guī)范,近兩年,根據(jù)物資“一體化、集約化”管理思路和“集約、規(guī)范、高效”的職能戰(zhàn)略目標(biāo),中國(guó)南方電網(wǎng)公司提出了“大物流、大配送”管理模式,力求構(gòu)建倉(cāng)庫(kù)層級(jí)扁平、庫(kù)存結(jié)構(gòu)及定額合理、標(biāo)準(zhǔn)化跨區(qū)域配送、服務(wù)功能齊全的物資管理體系。廣東電網(wǎng)公司(以下簡(jiǎn)稱(chēng)“公司”)是南網(wǎng)的創(chuàng)先標(biāo)兵,,如何把“大物流、大配送”管理模式落實(shí)到具體物資管理和倉(cāng)儲(chǔ)配送運(yùn)作,成為了亟待解決的問(wèn)題之一。 根據(jù)“大物流、大配送”的實(shí)施方案,公司采用“一級(jí)倉(cāng)(區(qū)域)+急救包”兩層倉(cāng)庫(kù)管理模式,從全公司區(qū)域優(yōu)化的角度優(yōu)化一級(jí)倉(cāng)和急救包的數(shù)量和布局。精簡(jiǎn)倉(cāng)庫(kù)數(shù)量后,公司平均每個(gè)一級(jí)倉(cāng)(區(qū)域)將需要向約130個(gè)急救包進(jìn)行電力物資配送,一級(jí)倉(cāng)(區(qū)域)電力物資的配送量和配送頻率將大幅度增加。目前的倉(cāng)儲(chǔ)配送模式和各環(huán)節(jié)作業(yè)指引不能滿(mǎn)足迅速膨脹提高的業(yè)務(wù)量和業(yè)務(wù)水平的要求。此外,在保證公司運(yùn)維和發(fā)展建設(shè)需要的物資供應(yīng)的前提下,在倉(cāng)儲(chǔ)配送成本、操作科學(xué)化標(biāo)準(zhǔn)化、作業(yè)透明度等方面都面臨著新的要求和挑戰(zhàn)。 因此,開(kāi)展了倉(cāng)儲(chǔ)配送體系研究,在借鑒國(guó)內(nèi)外先進(jìn)的物流管理模式和倉(cāng)儲(chǔ)配送規(guī)劃經(jīng)驗(yàn)的基礎(chǔ)上,充分調(diào)研和掌握公司倉(cāng)儲(chǔ)配送體系的現(xiàn)狀,并針對(duì)電力物資倉(cāng)儲(chǔ)配送的特點(diǎn),設(shè)計(jì)具有技術(shù)先進(jìn)性和操作可行性的倉(cāng)儲(chǔ)配送規(guī)劃方案,并結(jié)合公司實(shí)際制定階段性實(shí)施計(jì)劃和相應(yīng)的配套機(jī)制,運(yùn)用VRP(車(chē)輛路徑規(guī)劃)技術(shù)對(duì)配送網(wǎng)絡(luò)進(jìn)行計(jì)算優(yōu)化,力爭(zhēng)提高物流服務(wù)水平,實(shí)現(xiàn)創(chuàng)先目標(biāo)。
[Abstract]:The timely and accurate supply of electric power supplies is related to the security and reliable operation of the power grid, and also to the operation cost control and management standard of the power grid enterprises. In the last two years, according to the idea of "integration, intensive" management and "intensive, standardized" management of materials and materials, China Southern Power Grid has put forward the management mode of "large logistics, large distribution", which aims to build a flat warehouse level, reasonable inventory structure and quota, and standardize cross-regional distribution. A fully functional material management system. Guangdong Power Grid Company (hereinafter referred to as "Company") is the first standard of South Network. How to implement the management mode of "big logistics and large distribution" into concrete material management and warehouse distribution operation has become one of the problems to be solved urgently. According to the implementation scheme of "large logistics and large distribution", the company adopts the "first-level warehouse (area) first-aid kit" two-tier warehouse management mode, and optimizes the number and layout of first-level warehouse and first-aid bag from the angle of regional optimization of the whole company. After reducing the number of warehouses, the company will need to distribute power materials to about 130 first-aid kits, and the quantity and frequency of distribution of power materials will increase greatly. The current warehousing and distribution mode and operational guidelines for each link can not meet the requirements of rapidly expanding business volume and business level. In addition, on the premise of ensuring the supply of materials needed by the company's transportation and development, the cost of warehousing and distribution, the standardization of operation science, and the transparency of operation are all faced with new requirements and challenges. Therefore, the research of warehousing and distribution system has been carried out. On the basis of drawing lessons from advanced logistics management mode and planning experience at home and abroad, the present situation of warehousing and distribution system of the company has been fully investigated and grasped. According to the characteristics of electric power materials warehousing and distribution, the paper designs the planning scheme of warehousing and distribution with advanced technology and operational feasibility, and formulates the implementation plan and corresponding supporting mechanism according to the actual situation of the company. VRP (vehicle Route Planning) technology is used to optimize the distribution network in order to improve the level of logistics service and achieve the goal of creation.
