基于職業(yè)信用的建筑施工企業(yè)項目經(jīng)理選擇機制研究

【摘要】::隨著我國建設(shè)行業(yè)大力發(fā)展,工程從業(yè)人員不斷參與到工程全壽命周期過程中。項目經(jīng)理在工程項目管理工作中居于重要地位,其倫理素養(yǎng)及職業(yè)道德,與工程質(zhì)量優(yōu)劣及建筑施工企業(yè)的長遠發(fā)展有著密不可分的聯(lián)系。選擇合適的項目經(jīng)理有助于促進建筑施工企業(yè)和建筑行業(yè)持續(xù)發(fā)展。職業(yè)信用是項目經(jīng)理職業(yè)道德水平的綜合體現(xiàn)和有力支撐,基于職業(yè)信用選擇項目經(jīng)理對于完善全社會信用體系、規(guī)范建筑市場秩序、提升建筑施工企業(yè)管理實踐、提高項目經(jīng)理隊伍整體素質(zhì)具有重要意義。 本文首先在分析建筑施工企業(yè)發(fā)展過程中存在問題的基礎(chǔ)上,通過文獻調(diào)查法明確項目經(jīng)理的素質(zhì)是項目取得成功的關(guān)鍵因素,確立選擇項目經(jīng)理需以職業(yè)信用為依托。其次,通過調(diào)查文獻及各省市頒布條例中涉及的評價指標,在統(tǒng)計及對比分析的基礎(chǔ)上確定項目經(jīng)理職業(yè)信用評價“誠信記錄、質(zhì)量安全、進度控制、環(huán)境保護、履約信用、施工標準化”等六方面的指標體系,在此基礎(chǔ)上根據(jù)現(xiàn)有條例及建筑施工企業(yè)項目經(jīng)理特質(zhì)制定評價細則,并引入模糊綜合評價法構(gòu)建項目經(jīng)理職業(yè)信用評價模型。再次,從明確項目經(jīng)理選擇理念、明確項目經(jīng)理選擇工作的主體及職責、展開建筑施工企業(yè)項目經(jīng)理職業(yè)信用評價、依據(jù)職業(yè)信用評價結(jié)果選擇項目經(jīng)理四個方面構(gòu)建建筑施工企業(yè)項目經(jīng)理選擇機制,并以職業(yè)信用檔案為載體、選擇系統(tǒng)為平臺實現(xiàn)選擇機制的動態(tài)管理。最后,從政府層面、教育層面、企業(yè)層面、個人層面四方面制定保障措施。本文構(gòu)建的選擇機制,為建筑施工企業(yè)選擇合適的項目經(jīng)理提供完整、全面的思路,從而提升項目經(jīng)理職業(yè)信用水平,促進建筑施工企業(yè)良性發(fā)展。本文涉及圖15幅,
[Abstract]:With the development of the construction industry in China, the engineers are participating in the whole life cycle of the project. The project manager plays an important role in the project management. Its ethical accomplishment and professional ethics are closely related to the quality of the project and the long-term development of the construction enterprise. Choosing the right project manager will help to promote the sustainable development of construction enterprises and the construction industry. Professional credit is the comprehensive embodiment and strong support of the professional ethics level of project manager. Based on the choice of professional credit, the project manager can perfect the whole social credit system, standardize the order of construction market, and promote the management practice of construction enterprise. It is of great significance to improve the overall quality of the project manager team. On the basis of analyzing the problems existing in the development of construction enterprises, this paper makes clear that the quality of project manager is the key factor of project success through literature investigation, and establishes that the choice of project manager should rely on professional credit. Secondly, through the investigation of the literature and the evaluation indexes involved in the regulations issued by the provinces and cities, on the basis of statistics and comparative analysis, it is determined that the professional credit evaluation of the project manager "good faith record, quality and safety, progress control, environmental protection, performance credit," On the basis of the existing regulations and the characteristics of project managers in construction enterprises, the evaluation rules are formulated, and the fuzzy comprehensive evaluation method is introduced to construct the professional credit evaluation model of project managers. Thirdly, from clear project manager choice idea, clear project manager choice work main body and responsibility, carry out construction enterprise project manager professional credit evaluation, According to the result of professional credit evaluation, the project manager is selected from four aspects to construct the selection mechanism of project manager in construction enterprises, and the dynamic management of the selection mechanism is realized on the basis of the professional credit file as the carrier and the selection system as the platform. The selection mechanism constructed in this paper provides a complete and comprehensive way of thinking for the construction enterprises to select the appropriate project manager, thus enhancing the professional credit level of the project manager and promoting the benign development of the construction enterprise.
