【摘要】：當(dāng)今中國(guó)發(fā)電機(jī)組裝機(jī)容量世界第一的發(fā)展優(yōu)勢(shì)和日益嚴(yán)重的環(huán)境污染形成了讓人一喜一憂的局面。本文介紹了我國(guó)環(huán)境法規(guī)政策、電力行業(yè)發(fā)展的現(xiàn)狀和環(huán)保責(zé)任現(xiàn)狀，分析了火力發(fā)電企業(yè)環(huán)境影響因素，包括粉塵、酸性氣體、廢水、汞污染、噪聲污染、管理因素，以及國(guó)家、行業(yè)和企業(yè)已采取的污染防治行動(dòng)計(jì)劃、標(biāo)準(zhǔn)和技術(shù)水平，分析了發(fā)電企業(yè)對(duì)大氣復(fù)合污染的貢獻(xiàn)和治理中的責(zé)任和路線，并生態(tài)文明建設(shè)的高度出發(fā)，提出發(fā)電企業(yè)在生態(tài)文明建設(shè)當(dāng)中的綠色發(fā)電行動(dòng)的意義，和集成當(dāng)今先進(jìn)環(huán)保技術(shù)、污染物控制技術(shù)協(xié)同控制、實(shí)時(shí)“近零排放”發(fā)電的技術(shù)路線的思路，并對(duì)現(xiàn)在和未來(lái)發(fā)電企業(yè)在環(huán)保責(zé)任承擔(dān)上的能力和壓力進(jìn)行了評(píng)估，提出發(fā)電企業(yè)采用新能源來(lái)替代傳統(tǒng)燃煤、燃?xì)獍l(fā)電的經(jīng)濟(jì)價(jià)值和環(huán)境意義。在此基礎(chǔ)上，倡議建立一種企業(yè)自愿性信息披露，結(jié)合政府法規(guī)約束和社會(huì)監(jiān)督的社會(huì)共同環(huán)保監(jiān)督機(jī)制，以督導(dǎo)發(fā)電企業(yè)更好地執(zhí)行環(huán)保法規(guī)、履行社會(huì)責(zé)任。
[Abstract]:At present, the development advantage of generating set capacity in the world and the increasingly serious environmental pollution in China have formed a situation that makes people happy and worried. This paper introduces our country's environmental laws and policies, the development of electric power industry and the present situation of environmental protection responsibility, and analyzes the environmental influence factors of thermal power enterprises, including dust, acid gas, wastewater, mercury pollution, noise pollution, management factors, etc. As well as the action plans, standards and technical levels of pollution prevention and control adopted by the state, industry and enterprises, the contribution of power generation enterprises to the combined air pollution and their responsibilities and routes in the management are analyzed, and the height of the construction of ecological civilization is set out. The significance of green power generation in the construction of ecological civilization is put forward, and the idea of integrating the advanced environmental protection technology, pollutant control technology and real-time "near-zero emission" power generation technology is put forward. The capacity and pressure of current and future power generation enterprises to bear environmental protection responsibilities are evaluated, and the economic value and environmental significance of gas power generation are proposed to replace traditional coal-fired power generation by new energy sources. On this basis, it is proposed to establish a voluntary disclosure of information by enterprises, a social joint environmental supervision mechanism, which combines government regulations with social supervision, in order to supervise power generation enterprises to implement environmental protection laws and regulations better and fulfill their social responsibilities.
