【摘要】:進(jìn)入2010年,全球制造業(yè)遭遇前所未有的挑戰(zhàn),整個(gè)產(chǎn)業(yè)從供不應(yīng)求到產(chǎn)能過剩,從規(guī)模優(yōu)勢(shì)到微利時(shí)代,從蜂擁投資到產(chǎn)業(yè)轉(zhuǎn)移,其發(fā)展走到了轉(zhuǎn)折的十字路口。中國(guó)作為全球最大的制造業(yè)基地,正面臨著市場(chǎng)的變化,其宏觀經(jīng)濟(jì)發(fā)展放緩、資金市場(chǎng)流動(dòng)性差、資本市場(chǎng)疲軟等更是加劇了大量中小企業(yè)破產(chǎn)倒閉。與東汽鑄造事業(yè)部主營(yíng)業(yè)務(wù)關(guān)聯(lián)最大的汽輪機(jī)行業(yè),隨著近幾年的發(fā)展,其市場(chǎng)困境也逐漸顯現(xiàn):火電市場(chǎng)相對(duì)飽和、用戶需求差異化、生產(chǎn)采購(gòu)的緊周期、技術(shù)等級(jí)的高要求、訂單利潤(rùn)率下滑等難題。在現(xiàn)有市場(chǎng)環(huán)境下,降低生產(chǎn)成本、采購(gòu)成本,提高客戶響應(yīng)速度,提高管理效率將為企業(yè)獲得市場(chǎng)。本文正是在上述背景下全面分析東汽鑄造事業(yè)部采購(gòu)現(xiàn)狀和面臨的市場(chǎng)采購(gòu)供應(yīng)環(huán)境,通過查閱大量文獻(xiàn)著作,對(duì)采購(gòu)戰(zhàn)略和戰(zhàn)略采購(gòu)的相關(guān)理論進(jìn)行了全面詳實(shí)的研究,明確了戰(zhàn)略采購(gòu)的內(nèi)涵,論述了戰(zhàn)略采購(gòu)的重要性與管理要點(diǎn),著重對(duì)供應(yīng)商群體結(jié)構(gòu)設(shè)計(jì)、建立長(zhǎng)期供應(yīng)商關(guān)系、采購(gòu)整合這三種采購(gòu)策略的應(yīng)用進(jìn)行了研究。東汽鑄造事業(yè)部是國(guó)內(nèi)知名的鑄件生產(chǎn)制造企業(yè),是東方電氣集團(tuán)東方汽輪機(jī)有限公司下屬二級(jí)單位。其前身為德陽(yáng)東汽鑄造有限公司,2013年至今以模擬法人獨(dú)立運(yùn)營(yíng)。本文以事業(yè)部鑄鋼件采購(gòu)為研究對(duì)象,圍繞事業(yè)部自身的發(fā)展戰(zhàn)略,首先對(duì)事業(yè)部?jī)?nèi)外部環(huán)境及采購(gòu)現(xiàn)狀進(jìn)行分析,然后運(yùn)用采購(gòu)定位模型對(duì)鑄件的物資屬性進(jìn)行分析,并以此為基礎(chǔ)從供應(yīng)商群體結(jié)構(gòu)設(shè)計(jì)、建立長(zhǎng)期合作關(guān)系、采購(gòu)整合三個(gè)方面提出了事業(yè)部的戰(zhàn)略采購(gòu)策略,最后制定出事業(yè)部的戰(zhàn)略采購(gòu)方案,并提出組織機(jī)構(gòu)調(diào)整方案。本文對(duì)于鑄造事業(yè)部乃至有相似特征企業(yè)的采購(gòu)管理和采購(gòu)策略選擇,具有一定借鑒作用。
[Abstract]:In 2010, the global manufacturing industry encountered unprecedented challenges, the entire industry from supply to overcapacity, from the advantage of scale to the era of micro-profit, from investment to industrial transfer, its development has reached a turning point. As the world's largest manufacturing base, China is facing changes in the market, its macroeconomic development is slowing, capital market liquidity is poor, the capital market is weak, which has exacerbated the bankruptcy of a large number of small and medium-sized enterprises. With the development of recent years, the market predicament of steam turbine industry, which is most related to the main business of Dongqi Foundry Department, has gradually emerged: the thermal power market is relatively saturated, the customer demand is different, and the production and purchasing period is tight. Technical level of high requirements, order profit margin decline and other problems. In the current market environment, reducing production costs, purchasing costs, improving customer response speed, and improving management efficiency will help enterprises obtain the market. Under the above background, this paper comprehensively analyzes the purchasing status and the market purchasing environment of Dongqi Foundry Division. Through consulting a lot of literature, this paper makes a comprehensive and detailed study on the purchasing strategy and the relevant theory of strategic procurement. This paper clarifies the connotation of strategic procurement, discusses the importance and management points of strategic procurement, and studies the application of three purchasing strategies, namely, the design of supplier group structure, the establishment of long-term supplier relationship and the procurement integration. Dongqi Foundry Division is a famous casting manufacturing enterprise in China. It is a secondary unit of Dongfang Turbine Co., Ltd. Its predecessor is Deyang Dongqi casting Co., Ltd. in 2013 to simulate the independent operation of legal person. In this paper, the enterprise steel casting procurement as the research object, around the development strategy of the division itself, first of all, the internal and external environment and procurement status of the business department are analyzed, and then the material properties of the casting are analyzed by using the procurement positioning model. On the basis of this, the paper puts forward the strategic purchasing strategy from three aspects of supplier group structure design, establishment of long-term cooperative relationship and procurement integration. Finally, it formulates the strategic purchasing plan of the division, and puts forward the adjustment scheme of the organization and organization. This paper can be used for reference for the foundry department and the enterprises with similar characteristics in purchasing management and purchasing strategy.
